博汇纸业为什么强?
它把大型纸机变成了产品平台
真正难复制的,不是487.77万吨,而是把配浆、涂布、纸种切换、客户认证与全球渠道,组织成一套可持续迭代的产品系统
大型纸机只是昂贵的物理资产。只有当企业能够围绕不同应用,反复重组纤维配方、湿部化学、涂层结构、表面性能、规格组合和客户认证,并把换产损失控制在可接受范围内,大型纸机才真正成为“产品平台”。
谈博汇纸业,行业最先想到的通常是白卡纸产能。2025年,公司生产机制纸487.77万吨、销售479.22万吨;其中白纸板产量311.58万吨、销量307.90万吨。规模是博汇进入头部竞争的门票,而它更值得研究的能力,是如何让这套重资产持续进入新的应用场景。

大型纸机追求长周期、稳定、高速运行,本身并不天然柔性。每次换纸种,都可能牵动浆料结构、填料与助剂、施胶、涂料配方、车速、定量、含水率、压光、复卷和质量判定;转换过程还会产生过渡纸、清洗、降速和重新稳定的成本。博汇真正建立起来的能力,是在这些刚性约束下,把烟卡、食品卡、液体包装纸、吸塑卡、纸杯原纸、卡牌纸、白牛皮纸和数码纸等不同价值池,组织成可以持续量产的产品组合。
2025年,山东基地开发并量产21款新产品,江苏基地启动28个研发项目;白纸板毛利率达到11.33%,同比提升1.96个百分点;境外主营收入增长36.14%,毛利率达到17.25%。与此同时,研发投入达到6.76亿元,山东基地单位产品综合能耗由2023年的0.24吨标准煤/吨浆纸降至2025年的0.22。产品、市场和效率三条证据共同说明,博汇正在把规模制造升级为平台制造。
2025年又像是一次平台变现效率的压力测试:营业收入191.58亿元、增长1.20%,归母净利润1.55亿元、下降11.56%;但白纸板盈利能力和境外业务同步改善,资产负债率由69.74%降至65.48%,经营活动现金流净额增至20.65亿元。它并非简单呈现“增长失效”,而是清楚显示出优势板块正在增强、价格与产品结构仍需继续优化的过渡特征。
因此,本文不做一般企业介绍,也不把新品、技改和认证提前写成利润。真正需要回答的是:博汇怎样把大型纸机群变成产品平台?APP体系、双基地、制浆能力和全球渠道分别提供了什么?哪些经营结果已经证明它在变强,哪些指标又将决定这套平台能否释放更高回报?

如果把产品平台只理解为产品目录,就会高估新品数量、低估工业化难度。纸样达到指标,只是研发起点;真正的商业闭环还要经过纸机稳定运行、批次一致性、印刷与成型验证、食品接触或客户标准核验、规模交付和复购。
一条更接近经营本质的判断公式
产品平台价值 = 合格纸种与认证深度 × 稳定量产能力 × 有效订单质量 − 换产损失 − 库存占用 − 能源与资金成本
博汇的强项,是已经搭起从大型装备、双基地、浆料与涂布研发,到客户测试和全球销售的完整框架;它当前最需要继续证明的,则是这套框架能否持续提高单位产品毛利和自由现金流。
01 · EQUIPMENT BASE
第一层能力:
大型装备不是终点,而是稳定制造的底座
博汇在山东淄博和江苏盐城拥有两大生产基地,主要装备来自Valmet、Voith、Andritz、Siemens等供应商,并配置DCS、QCS、MES、WAS等控制与管理系统。对于白纸板和高档包装纸板,这些系统的价值并不只是自动化,而是持续控制定量、水分、横幅、涂布量、表面性能和纸病,使高速纸机上的产品波动保持在客户可接受范围内。
山东基地处于成熟造纸产业集群,便于设备、化学品、加工客户和技术人才协同;江苏基地靠近大丰港,进口木浆、木片和成品海运更便利。双基地的意义不只是产能叠加,还包括原料路径、客户半径、港口物流和产品分工的互补。
2025年,两大基地多条核心产线在单机产量、运行效率和车速上取得突破,机制纸产量增长7.70%。更有说服力的是,规模释放同时伴随效率改善:山东基地单位综合能耗由2023年的0.24降至2025年的0.22吨标准煤/吨浆纸,单位耗水由2024年的0.91降至0.89吨/吨浆纸。
质量端也给出运营佐证。公司ESG报告披露,2025年山东、江苏基地客户满意度分别达到92.0%和91.0%,平均客诉处理时效由上年的5.02天缩短至4.03天,产品召回0起。上述指标属于企业披露而非独立财务审计,但能够说明博汇追求的不只是纸机速度,而是稳定交付、客户响应和质量闭环。
博汇的装备优势可以更准确地概括为:它正在把大型纸机的规模效率、过程稳定性和产品适配能力统一起来,让多个高要求纸种具备持续量产与稳定交付的基础。
02 · PLATFORM ARCHITECTURE
第二层能力:
把一张纸拆成四个可以重组的工程层
从工艺本质看,博汇并不是简单增加SKU,而是在大型纸机群上重组四类能力。每一层都能形成差异,但四层必须同时成立,产品才可能进入高价值应用。
这套结构使白纸板不再只有“普通社会卡”一种价值逻辑:吸塑卡强调松厚度、挺度与热成型后的平整;卡牌纸强调不透、层间结构、耐折和印刷;纸杯原纸要适配淋膜或功能涂布、模切和超声波侧封;数码印刷白卡则更关注表面平滑、油墨或墨水适配和纸病控制。
也因此,“纸种切换”不是按下按钮即时完成,而是把订单排程、配方窗口、转换损耗、质量放行和客户认证一并管理。能够把切换做得可预测,才是产品平台真正的工业含义。
03 · PRODUCT ENGINE
第三层能力:
白纸板是中心平台,新品是向应用场景延伸
2025年白纸板实现主营收入118.02亿元,占造纸主营收入约63%;毛利率11.33%,同比提升1.96个百分点。它既是博汇最大的收入板块,也是目前最清晰的利润锚。白纸板的意义不只在体量,更在于它能向烟草、食品、日化、医药、母婴、文创、数码印刷和消费品包装等多个场景延伸。
山东基地2025年开发并量产21款功能性纸品,包括食品级涂布牛卡、本色液体包装纸、高档卡牌专用铜版卡、纯质纸和商务数码纸等;同时开发高克重纸杯原纸、升级涂布纸杯原纸,并针对海外市场开发蓝芯卡牌纸和超高松厚度数码印刷白卡。高松厚度吸塑卡还入选山东省制造业单项冠军产品及“好品山东”。
江苏基地则启动28个研发项目,推出无丙烯酰胺纸品、高平滑度低掉粉印刷纸,并开发用于婴幼儿及儿童纸品的无丙烯酰胺单面涂布白卡。公司年报称,该产品通过《婴幼儿及儿童用纸品基本安全技术规范》认证;自产种子胶乳实现应用,也降低了对进口丁苯胶乳与部分进口瓷土的依赖。
2025年公司研发费用6.76亿元,占营业收入3.53%;截至年末累计获得授权专利201件,其中发明专利63件、实用新型专利127件、受让发明专利11件,另有54件处于申请中。数字本身不是护城河,真正重要的是公司已建立技术、生产、采购和营销共同参与的跨部门创新机制,让研发从配方和纸样继续走向纸机、供应链、客户验证和订单。
产业判断
博汇“强”的核心证据,不是一次发布多少新品,而是已经形成“应用需求—配方设计—纸机量产—加工验证—客户认证—反馈迭代”的闭环。新品只有进入稳定复购并改善产品组合,才最终证明平台价值。
04 · APP SYNERGY
第四层能力:
APP协同扩大资源界面,透明治理让协同更可持续
2020年实际控制人变更后,博汇进入金光纸业、APP中国体系。产业层面的协同方向很清楚:上游可连接更广的木浆与木纤维资源,中游可借鉴设备、工艺、认证与技术经验,下游可通过更完整的贸易与销售网络触达海外客户。博汇董事与管理层中也有APP及金光纸业相关业务经验,这有利于管理体系、产品路线和全球市场衔接。
2025年的交易数据进一步证明这种连接并非停留在概念层面:前五名供应商占年度采购总额60.81%,其中关联方采购占年度采购总额48.28%;前五名客户中的关联方销售占年度销售总额5.94%。体系内采购与渠道能够提高资源组织效率,同时也要求关联交易定价、供应连续性和上市公司独立决策保持透明。
2026年7月28日,股东会审议通过间接控股股东延期六年履行避免同业竞争承诺的议案;公告显示,1002名股东和代理人出席,议案获得65.9938%同意、33.9335%反对。通过结果与显著分歧应当同时呈现:运营协同已经存在,但更深层的同业竞争解决和资产边界梳理仍是长期工程。对产业读者而言,应把“经营协同”和“资产整合”分开评价,不能把前者自动等同于后者。
因此,APP协同最专业、也最积极的表述是:博汇拥有一个更大的原料、技术、认证和市场协同界面;协同质量则要由市场化定价、多源供应、独立治理和持续改善的上市公司业绩共同证明。
真正高质量的集团协同,是把规模化资源转化为更低的寻源成本、更快的产品验证和更广的客户触达,同时保留可比较、可审计、可持续的独立经营能力。
05 · MARKET ACCESS
第五层能力:
认证与出口,把“可制造”变成“可进入市场”
博汇在国内建立36个销售办事处,并在全球关键区域配置销售办事处或营销人员。2025年,境内主营收入145.87亿元,同比下降6.20%,毛利率7.50%;境外主营收入40.27亿元,同比增长36.14%,毛利率17.25%,同比提高5.16个百分点。海外已经不是补充渠道,而是产品结构升级的重要价值出口。
这组毛利差不能简单解释为“国外售价一定更高”。不同产品结构、区域、贸易条件、运费口径、汇率和客户组合都会影响分地区毛利率。但它至少证明:在2025年的经营组合中,境外业务承载了更高的单位价值,是博汇缓解国内同质化竞争的重要通道。
FSC产销监管链、ISEGA、ISO 9001、FSSC食品安全管理体系等认证,为原料可追溯、食品包装和海外客户审核提供基础。更关键的是,高要求客户通常还要进行印刷、成型、灌装、迁移、气味、批次稳定性和工厂审核;液体包装纸等产品的订单也可能经历多轮测试。认证是准入门槛,不是订单终点。
2026年7月,桓台县融媒体公开信息称,博汇食品级包装纸、无菌液体包装纸等产品已销往90多个国家和地区,并进入部分全球食品、日化企业供应链。该信息属于地方媒体披露,不能替代客户和订单公告,但与2025年经审计的境外收入高增长相互印证,说明海外覆盖并非孤立线索。
全球化能力还要包括贸易救济应对。墨西哥2026年7月8日发布的反倾销终裁,对江苏博汇和山东博汇相关纸板分别适用0.2837美元/千克和0.3909美元/千克的税率。它不是对博汇整体出口能力的否定,却清楚说明“90多个市场”的分散布局具有现实意义:海外增长越快,越需要国别组合、原产地与成本证据、客户共担机制和高附加值产品来提高韧性。
大型纸机解决“能不能稳定生产”,认证与客户测试解决“能不能进入供应链”,多市场布局和持续复购则决定这套平台能否穿越单一国家的需求与贸易波动。

下一步是让改善传导到整体回报
01|产量和销量增长,证明基本盘仍在扩张
2025年机制纸产量增长7.70%、销量增长5.04%,营业收入增长1.20%。按分产品收入与销量增幅粗算,白纸板平均实现价格约下降3.9%,文化纸约下降5.6%。这不是公司披露的直接均价,而是基于分部数据的推算。它说明博汇在价格承压阶段仍保持产销增长,下一步提升点已经非常清晰:让差异化产品和市场结构抵消吨价压力。
02|白纸板率先改善,证明产品结构调整有效
白纸板毛利率提高1.96个百分点至11.33%,箱板纸提高0.59个百分点至3.11%;文化纸毛利率则下降4.31个百分点至8.21%,石膏护面纸下降3.21个百分点至2.47%。这组分化不是对平台能力的否定,而是提供了经营优先级:应继续把资源向已经证明毛利改善的白纸板、高值功能纸和海外订单倾斜。
03|库存百分比上升,需要结合绝对规模判断
年末白纸板、文化纸、石膏护面纸和箱板纸库存同比分别增长40.84%、148.72%、50.00%和58.03%,但四类纸库存合计22.34万吨,按简单比例约为全年销量的4.7%。百分比受上年基数影响,不能直接等同于滞销;方向上仍应持续优化订单预测、出口在途节奏和换产排程,把“能切换”进一步升级为“订单驱动的最优切换”。
04|成本护城河首先是纤维与能源工程
2025年披露的造纸成本中,原材料占66.27%、能源占16.97%,两者合计83.24%。因此,产品平台不能脱离浆价、木片、蒸汽、电力和自制浆比例讨论。博汇推进化学浆、化机浆技改、余热回收和废液资源化,本质是给产品创新建立成本底盘,而不是单纯扩大上游产能。
05|现金流与资本结构出现实质改善
2025年经营活动现金流净额20.65亿元,同比增长197.06%;同期购建长期资产支付现金4.83亿元,资产负债率由69.74%降至65.48%,管理费用下降24.49%。年报同时说明,经营现金流增长主要来自采购支付减少。财务费用虽增长18.96%,但分项显示利息支出下降,增加主要受到汇兑损益由上年收益转为当年损失影响。由此可见,公司已经在现金组织、费用压降和资本结构上主动修复,后续要让这些改善继续沉淀为利润和自由现金流。
06|2026年一季度归母利润恢复增长
一季度收入44.60亿元、同比下降2.27%,归母净利润5537万元、增长3.75%;扣非净利润下降1.85%,经营现金流下降28.62%。据报表计算的综合毛利率约9.22%,较上年同期约9.60%略低;期末资产负债率约69.53%,同时货币资金和短期借款均明显增加。积极信号是归母利润已经恢复增长,下一步验证重点是扣非利润、毛利率和工作资本能否同步接力。
综合判断:2025年不是博汇平台能力失效,而是一次把优势与短板同时显影的压力测试。白纸板、海外业务、现金流和资本结构已经率先改善;当高价值产品增速持续快于普通产品、销量增长持续快于库存、毛利改善继续快于资金成本时,平台回报就会更完整地释放。

2026年3月|山东博汇进入国家绿色工厂名单
工信部公布的2025年度绿色工厂名单中,山东博汇纸业股份有限公司列第1147项。绿色工厂不是产品溢价的直接证明,但意味着企业在能源低碳化、资源高效化、生产洁净化、产品绿色化和用地集约化方面进入国家梯度培育体系,有利于应对品牌客户审核与绿色供应链要求。
2026年2月至5月|化机浆技改获环评原则同意
公开环评信息显示,项目总投资约2.19亿元,拟将两条化机浆线由各20万吨提升至各30万吨,总产能由40万吨增至60万吨,并增加双辊挤浆、螺旋压榨和两套余热回收系统。其战略价值是提高高得率浆自给和能源回收能力;环评获原则同意仍不等于建成、达产或已经降本。
2025年至2026年|化学木浆由9.5万吨向32万吨扩建
淄博市生态环境局公开信息显示,项目拟新建32万吨连续蒸煮、筛选洗浆、氧脱与漂白系统,并配套碱回收和背压发电。年报将“加快化学浆、化机浆自给技改项目投产见效”列入2026年经营计划。它有望缩小外购浆缺口,但最终效果取决于木片成本、开机效率、良率、能源平衡和资本占用。
2026年2月至5月|现有纸机通过技改重新分配产品方向
“年产150万吨高档包装纸板技改项目”公开受理信息显示,项目不新增用地,拟升级16台套设备;具体方案是把原50万吨箱板纸线提升至80万吨,并把原50万吨瓦楞纸线调整为50万吨文化纸。需要注意,项目名称中的“150万吨”不能直接理解为上述两条线技改后合计产量;公示披露的两条线合计为130万吨。其真正信号是博汇正在用存量设备改造调整产品结构。
2025年延续至2026年|水性阻隔食品卡进入纸机在线量产路线
公司已初步建成纸机在线涂布水性阻隔食品卡产线及干湿损纸在线回收系统。ESG报告称,特定EPP产品实现纸机直接涂布一次成型,并披露相关食品接触、可回收与堆肥认证。这标志着白卡纸正在由结构材料向“基纸+功能层”延伸,但具体性能和合规结论只能适用于相应配方、用途与认证范围。
2026年7月|海外应用覆盖继续扩大
地方融媒体公开信息称,食品级包装纸、无菌液体包装纸等产品已销往90多个国家和地区。结合2025年境外主营收入增长36.14%,出口已从“消化产能”转向承载差异化产品的重要市场。下一步应继续验证海外收入质量、客户集中度、账期、汇率与售后技术服务能力。
2026年7月|相关纸品发出价值修复信号
公开调价函信息称,博汇自7月1日起对部分纸品提出上调200元/吨;不同公开转载对具体纸种范围的表述并不完全一致。这至少说明企业与行业开始尝试修复产品价值和成本传导,但调价函表达的是报价意图,不等于实际成交价、执行率或利润已经改善。真正的验证要看后续平均售价、销量、毛利率和应收账款能否同步改善。

博碳包装观察:
纸机平台正在升级为“基纸+阻隔工程”平台
博汇的水性阻隔食品卡路线,正好揭示造纸企业与功能材料企业新的协作界面:阻隔性能不再完全依靠下游二次淋膜或复合,而是尝试在纸机或在线涂布环节,把功能层直接纳入基纸制造。这可能减少一次转运和加工,改善损纸回收,也使基纸、涂层和应用性能能够同步设计。
但“水性”只是分散介质或工艺路线描述,并不自动等于无塑、无氟、可回收、可堆肥或满足所有食品接触要求。博汇ESG报告披露的无硅、无蜡、无氟及相关认证,指向其特定EPP产品和认证范围,不能外推到所有水性阻隔涂层,也不能替代不同国家、食品类型、接触温度与时间条件下的迁移测试。
从产业化条件看,博汇同时拥有大型纸机、在线涂布、食品卡与杯纸产品基础、干湿损纸回收系统,以及食品和液体包装客户界面,具备把材料配方放进连续制造系统验证的场景优势。它的价值不在于某一项指标单点领先,而在于可以在同一平台上反复校准涂布量、车速、干燥、良率、成型和回收之间的系统平衡。
真正可规模化的纸基阻隔系统,至少要同时通过六类验证:
基纸界面:表面能、孔隙、吸液、平滑度、纤维起毛与批次稳定性;
阻隔目标:Cobb吸水、防油、WVTR水汽阻隔、OTR氧气阻隔及耐温耐湿;
纸机窗口:涂料流变、泡沫、干燥负荷、车速、涂布量、粘辊与断纸风险;
加工适性:印刷、模切、压痕、糊盒、热封、超声波侧封和三维成型;
安全合规:总迁移、特定迁移、气味、非有意添加物及目标市场法规;
回收兼容:解离、筛渣、黏着物、纤维得率、废水负荷与损纸回用稳定性。
对博碳包装功能材料系统与阻隔工程创新而言,机会不在于向纸厂提供一种孤立涂料,而在于与基纸企业、制品厂和品牌客户共同定义单位功能成本:用尽可能低的涂布量和能耗,在高速纸机上获得稳定性能,并把印刷成型、食品接触证据和回收路径一起交付。

2025年的利润、库存和价格数据,则构成了这套平台的压力测试:它没有否定平台能力,而是明确了价值兑现的下一站。纸种越多,越需要更强的订单预测、换产决策、库存管理、客户认证和资本纪律;制浆技改越深入,越需要证明木片、能源、良率和折旧形成的真实单位成本优势。
接下来判断博汇的平台是否真正完成价值兑现,应持续跟踪六个指标:
白纸板毛利率能否继续提升,高价值新品能否形成可识别的收入和毛利贡献?
产量、销量和收入增速能否重新收敛,库存增速能否回到合理区间?
化学浆、化机浆项目能否按期达产,并真实降低吨纸纤维与能源成本?
境外高毛利能否持续,同时控制客户账期、汇率、认证与贸易合规风险?
水性阻隔等功能纸能否从认证与试单走向稳定复购和规模化良率?
经营现金流能否与净利润同步改善,并转化为更低负债率和更稳定的自由现金流?
博汇已经证明自己能让大型纸机生产更多种产品;下一阶段更重要的,是证明每一次产品切换都更接近订单、更接近高毛利,也更接近可持续现金回报。

Why Is Bohui Paper Strong?
It Has Turned Large Paper Machines into a Product Platform
What is truly difficult to replicate is not 4.8777 million tonnes of output, but Bohui Paper's ability to integrate furnish preparation, coating, grade changes, customer qualification and global distribution into a product system capable of continuous iteration.
A large paper machine is merely an expensive physical asset. It becomes a true "product platform" only when a company can repeatedly reconfigure fibre furnish, wet-end chemistry, coating structure, surface properties, specification mix and customer qualifications for different applications while keeping grade-change losses within acceptable limits.
When Bohui Paper is discussed, the industry usually thinks first of its white paperboard capacity. In 2025, the Company produced 4.8777 million tonnes and sold 4.7922 million tonnes of machine-made paper, including 3.1158 million tonnes of white paperboard output and 3.0790 million tonnes of sales. Scale is Bohui's entry ticket to top-tier competition. The more valuable capability to study is how it continually moves this asset-heavy system into new applications.

Large paper machines are designed for long, stable, high-speed runs and are not inherently flexible. Every grade change may affect the furnish, fillers and additives, sizing, coating formulation, machine speed, basis weight, moisture, calendering, rewinding and quality release. The transition also incurs costs from off-spec transition paper, cleaning, reduced speed and restabilisation. Bohui's real capability is to organise distinct value pools—including tobacco packaging board, food-grade paperboard, liquid packaging board, blister-pack board, playing-card board, cupstock, white kraft paper and digital printing paper—into a product portfolio that can be manufactured consistently at scale despite these rigid constraints.
In 2025, the Shandong base developed and commercialised 21 new products, while the Jiangsu base launched 28 R&D projects. The gross margin of white paperboard reached 11.33%, up 1.96 percentage points year on year. Overseas revenue from principal operations increased by 36.14%, with a gross margin of 17.25%. R&D expenditure reached RMB 676 million, while comprehensive energy consumption per unit of product at the Shandong base fell from 0.24 tonnes of standard coal equivalent per tonne of pulp and paper in 2023 to 0.22 in 2025. Together, the product, market and efficiency evidence shows that Bohui is upgrading from scale manufacturing to platform manufacturing.
The year 2025 was also a stress test of the platform's ability to convert capability into returns. Revenue rose 1.20% to RMB 19.158 billion, while net profit attributable to shareholders fell 11.56% to RMB 155 million. Yet profitability in white paperboard and overseas operations improved in parallel, the debt-to-asset ratio declined from 69.74% to 65.48%, and net operating cash flow increased to RMB 2.065 billion. This is not simply a case of "growth failure". It shows a transition in which the stronger businesses are gaining ground while pricing and the product mix still require further optimisation.
This article therefore does not offer a general company profile, nor does it book new products, technical upgrades or certifications as profit in advance. The real questions are: How has Bohui transformed a fleet of large paper machines into a product platform? What do the APP system, its two production bases, pulping capability and global channels each contribute? Which operating results already demonstrate progress, and which indicators will determine whether the platform can deliver higher returns?

CONCLUSION FIRST
Bohui's greatest strength is not the length of its product list, but its ability to use the same large-scale manufacturing system to enter new value pools continuously.
It has built a complete chain spanning equipment stability, product development, paper-machine scale-up, customer qualification and global sales. The improvement in white paperboard gross margin shows that the product mix is beginning to create value. Growth in overseas operations shows that its market reach is expanding. Better energy, water and quality indicators show that the platform is not running on output growth alone.

CORE JUDGMENT
A product platform is not about "how many grades can be made";
it is about "whether grades can be changed reliably, compliantly and profitably."
Treating a product platform as merely a product catalogue overstates the significance of new-product counts and understates the difficulty of industrialisation. Meeting specifications in a laboratory sample is only the start of R&D. A genuine commercial loop also requires stable paper-machine operation, batch consistency, printing and converting validation, food-contact or customer-standard verification, volume delivery and repeat orders.
A formula closer to the operating reality

Bohui's strength is that it has already built an integrated framework spanning large-scale equipment, two production bases, furnish and coating R&D, customer trials and global sales. What it must still prove is whether this framework can continue to raise gross profit per unit and free cash flow.
01 · EQUIPMENT BASE
Capability One:
Large-scale equipment is not the destination; it is the foundation for stable manufacturing.
Bohui operates two major production bases in Zibo, Shandong and Yancheng, Jiangsu. Its principal equipment comes from suppliers including Valmet, Voith, ANDRITZ and Siemens, supported by DCS, QCS, MES and WAS control and management systems. For white paperboard and premium packaging board, the value of these systems extends beyond automation: they continuously control basis weight, moisture, cross-web profile, coat weight, surface properties and paper defects so that variation on high-speed machines remains within customers' acceptable limits.
The Shandong base sits within a mature papermaking cluster, facilitating collaboration among equipment suppliers, chemical providers, converters and technical talent. The Jiangsu base is close to Dafeng Port, providing better access for imported pulp and wood chips and for seaborne shipment of finished products. The two-base structure is not merely additive capacity; it provides complementary raw-material routes, customer radii, port logistics and product roles.
In 2025, several core production lines at both bases set new records for single-machine output, operating efficiency and speed, while machine-made paper output increased by 7.70%. More importantly, the release of scale was accompanied by efficiency gains: comprehensive energy consumption per unit at the Shandong base fell from 0.24 tonnes of standard coal equivalent per tonne of pulp and paper in 2023 to 0.22 in 2025, while water consumption per unit declined from 0.91 tonnes per tonne of pulp and paper in 2024 to 0.89.
Quality indicators provide additional operating evidence. According to the Company's ESG report, customer satisfaction at the Shandong and Jiangsu bases reached 92.0% and 91.0%, respectively, in 2025. Average complaint-resolution time fell from 5.02 days to 4.03 days, and there were zero product recalls. These are company-reported indicators rather than independently audited financial data, but they show that Bohui is pursuing not only machine speed, but also reliable delivery, customer responsiveness and a closed quality loop.
Bohui's equipment advantage can therefore be described more precisely: it is bringing together the economies of scale, process stability and product adaptability of large paper machines, laying the foundation for continuous volume production and reliable delivery across multiple demanding grades.
02 · PLATFORM ARCHITECTURE
Capability Two:
Deconstructing a sheet of paper into four reconfigurable engineering layers
From a process perspective, Bohui is not simply adding SKUs. It is reconfiguring four sets of capabilities across a fleet of large paper machines. Each layer can create differentiation, but all four must work together before a product can enter a higher-value application.
This architecture means that white paperboard is no longer governed by a single value proposition of standard commercial board. Blister-pack board prioritises bulk, stiffness and flatness after thermoforming. Playing-card board requires opacity, ply structure, folding endurance and printability. Cupstock must support extrusion or functional coating, die-cutting and ultrasonic side sealing. Digital-printing white paperboard places greater emphasis on surface smoothness, ink or toner compatibility, and defect control.
For the same reason, a "grade change" is not completed instantly at the push of a button. It requires the coordinated management of order scheduling, formulation windows, transition losses, quality release and customer qualification. Making these changes predictable is the true industrial meaning of a product platform.
03 · PRODUCT ENGINE
Capability Three:
White paperboard is the core platform; new products extend it into new applications.
In 2025, white paperboard generated RMB 11.802 billion in revenue from principal operations, accounting for approximately 63% of Bohui's papermaking revenue. Its gross margin was 11.33%, up 1.96 percentage points year on year. It is both Bohui's largest revenue segment and its clearest current profit anchor. Its significance lies not only in scale, but also in its ability to extend into tobacco, food, personal care, pharmaceutical, maternal and infant, cultural and creative, digital-printing and consumer-goods packaging applications.
In 2025, the Shandong base developed and commercialised 21 functional paper products, including food-grade coated kraft board, unbleached liquid packaging board, premium coated board for playing cards, uncoated woodfree paper and business digital-printing paper. It also developed high-basis-weight cupstock, upgraded coated cupstock, and created blue-core playing-card board and ultra-high-bulk digital-printing white paperboard for overseas markets. Its high-bulk blister-pack board was also recognised as a Shandong Manufacturing Single Champion Product and a "Premium Shandong" product.
The Jiangsu base launched 28 R&D projects, introduced acrylamide-free paper products and high-smoothness, low-picking printing paper, and developed acrylamide-free, one-side-coated white paperboard for infant and children's paper products. According to the annual report, this product was certified under the Basic Safety Technical Specification for Paper Products for Infants and Children. The application of in-house seed latex also reduced dependence on imported styrene-butadiene latex and certain imported kaolin clay.
R&D expenditure totalled RMB 676 million in 2025, equivalent to 3.53% of revenue. By year-end, the Company had obtained 201 patents, including 63 invention patents, 127 utility-model patents and 11 acquired invention patents, with another 54 applications pending. The numbers themselves are not a moat. What matters is that Bohui has established a cross-functional innovation mechanism involving technology, production, procurement and marketing, enabling R&D to progress from formulations and paper samples to paper machines, supply chains, customer validation and orders.
Industry judgement
The core evidence of Bohui's strength is not the number of products launched at one time, but the closed loop it has formed: application demand, formulation design, paper-machine scale-up, converting validation, customer qualification and feedback-driven iteration. New products ultimately prove the platform's value only when they achieve stable repeat orders and improve the product mix.
04 · APP SYNERGY
Capability Four:
APP synergies broaden the resource interface; transparent governance makes them more sustainable.
Following the change in ultimate control in 2020, Bohui became part of the Sinar Mas Paper and APP China system. The direction of industrial synergy is clear: upstream, it can access a broader base of wood-pulp and wood-fibre resources; midstream, it can draw on equipment, process, certification and technical expertise; and downstream, it can reach overseas customers through a more comprehensive trading and sales network. Bohui's directors and executives also include people with experience in APP and Sinar Mas Paper businesses, supporting alignment in management systems, product roadmaps and global markets.
Transaction data for 2025 further show that these connections are not merely conceptual. The five largest suppliers accounted for 60.81% of annual procurement, with related-party purchases representing 48.28% of total annual procurement. Related-party sales to customers among the five largest customers accounted for 5.94% of annual sales. Intra-group procurement and channels can improve resource coordination, while also requiring transparency in related-party pricing, continuity of supply and independent decision-making by the listed company.
On 28 July 2026, shareholders approved a proposal allowing the indirect controlling shareholder a six-year extension to fulfil its undertaking to avoid horizontal competition. According to the announcement, 1,002 shareholders and proxies attended; 65.9938% voted in favour and 33.9335% voted against. Both the approval and the significant dissent should be presented. Operating synergies already exist, but resolving deeper horizontal-competition issues and clarifying asset boundaries remain long-term tasks. Industry readers should assess "operating synergy" separately from "asset integration" and should not assume that the former automatically implies the latter.
The most professional and constructive description of APP synergy is therefore this: Bohui has access to a broader interface for raw materials, technology, certification and market coordination. The quality of that synergy must be demonstrated through market-based pricing, diversified sourcing, independent governance and sustained improvement in the listed company's performance.
High-quality group synergy converts large-scale resources into lower sourcing costs, faster product validation and broader customer reach, while preserving independent operating capabilities that remain comparable, auditable and sustainable.
05 · MARKET ACCESS
Capability Five:
Certifications and exports turn "manufacturable" into "marketable."
Bohui has established 36 sales offices in China and maintains sales offices or marketing personnel in key regions worldwide. In 2025, domestic revenue from principal operations declined 6.20% to RMB 14.587 billion, with a gross margin of 7.50%. Overseas revenue from principal operations rose 36.14% to RMB 4.027 billion, with a gross margin of 17.25%, up 5.16 percentage points. Overseas markets are no longer a supplementary channel; they are an important outlet for value created by the upgrading product mix.
This gross-margin gap cannot simply be interpreted as proof that overseas selling prices are necessarily higher. Product mix, geography, trade terms, freight treatment, exchange rates and customer mix all affect regional gross margins. At a minimum, however, it shows that overseas operations carried higher unit value within Bohui's 2025 business mix and provided an important channel for mitigating homogeneous competition in the domestic market.
Certifications such as FSC chain of custody, ISEGA, ISO 9001 and FSSC food-safety management provide a foundation for raw-material traceability, food packaging and overseas customer audits. More importantly, demanding customers generally also conduct printing, converting, filling, migration, odour, batch-stability and factory audits. Orders for products such as liquid packaging board may undergo several rounds of testing. Certification is the threshold for market access, not the end of the order-conversion process.
In July 2026, public information from the Huantai County Converged Media Centre stated that Bohui's food-grade packaging paper, aseptic liquid packaging board and other products had been sold to more than 90 countries and regions and had entered the supply chains of certain global food and personal-care companies. This is a local-media disclosure and cannot replace customer or order announcements, but it is consistent with the audited high growth in overseas revenue in 2025 and indicates that overseas coverage is not an isolated signal.
Global capability must also include responses to trade remedies. Mexico's anti-dumping final determination issued on 8 July 2026 applied duties of US$0.2837 per kilogram and US$0.3909 per kilogram to relevant paperboard from Jiangsu Bohui and Shandong Bohui, respectively. This does not negate Bohui's overall export capability, but it clearly demonstrates the practical value of diversification across "more than 90 markets": the faster overseas business grows, the more it requires a balanced country mix, evidence of origin and cost, cost-sharing mechanisms with customers, and higher-value products to strengthen resilience.
Large paper machines answer whether a product can be manufactured consistently. Certifications and customer trials determine whether it can enter a supply chain. Multi-market coverage and repeat orders determine whether the platform can withstand demand and trade volatility in any single country.
PLATFORM PRESSURE TEST
The stronger businesses have begun to improve;
the next step is to transmit those gains into overall returns.
01 | Growth in output and sales shows that the core business is still expanding.
In 2025, machine-made paper output increased by 7.70%, sales volume by 5.04%, and revenue by 1.20%. A rough calculation based on product-level revenue and sales growth indicates that the average realised price of white paperboard fell by approximately 3.9%, while that of printing and writing paper declined by approximately 5.6%. These are calculations based on segment data, not average prices directly disclosed by the Company. They show that Bohui sustained production and sales growth despite pricing pressure. The next source of improvement is clear: differentiated products and a better market mix must offset pressure on revenue per tonne.
02 | White paperboard improved first, demonstrating that product-mix adjustments are working.
The gross margin of white paperboard increased by 1.96 percentage points to 11.33%, while linerboard rose by 0.59 percentage points to 3.11%. The gross margin of printing and writing paper declined by 4.31 percentage points to 8.21%, and gypsum liner paper fell by 3.21 percentage points to 2.47%. This divergence does not disprove the platform's capabilities; it establishes an operating priority: resources should continue to move towards white paperboard, higher-value functional paper and overseas orders that have already demonstrated gross-margin improvement.
03 | Higher inventory percentages must be assessed alongside absolute volumes.
Year-end inventories of white paperboard, printing and writing paper, gypsum liner paper and linerboard increased by 40.84%, 148.72%, 50.00% and 58.03%, respectively. Yet total inventory across the four grades was 223,400 tonnes, equal to approximately 4.7% of annual sales volume on a simple basis. Percentage changes are affected by the prior-year base and cannot be equated directly with weak demand. The Company should nevertheless continue to improve order forecasting, the timing of goods in transit for export and grade-change scheduling, upgrading from "being able to change grades" to "optimising grade changes around orders."
04 | The cost moat begins with fibre and energy engineering.
Of disclosed papermaking costs in 2025, raw materials accounted for 66.27% and energy for 16.97%, or 83.24% combined. The product platform therefore cannot be discussed separately from pulp prices, wood chips, steam, electricity and the share of internally produced pulp. Bohui's chemical-pulp projects, chemi-mechanical-pulp upgrades, waste-heat recovery and spent-liquor resource recovery are fundamentally intended to create a cost foundation for product innovation, rather than simply expand upstream capacity.
05 | Cash flow and the capital structure improved materially.
Net operating cash flow reached RMB 2.065 billion in 2025, up 197.06% year on year. Cash paid to acquire and construct long-term assets was RMB 483 million during the same period. The debt-to-asset ratio fell from 69.74% to 65.48%, and administrative expenses declined by 24.49%. The annual report also states that operating cash-flow growth came mainly from lower procurement payments. Finance costs rose 18.96%, but the breakdown shows that interest expense declined; the increase was driven mainly by the swing in exchange gains and losses from a gain in the prior year to a loss in the current year. The Company is therefore actively repairing cash management, cost control and its capital structure. The next task is to convert these improvements into profit and free cash flow.
06 | Net profit attributable to shareholders returned to growth in the first quarter of 2026.
First-quarter revenue was RMB 4.460 billion, down 2.27% year on year, while net profit attributable to shareholders rose 3.75% to RMB 55.37 million. Net profit excluding non-recurring items declined by 1.85%, and operating cash flow fell by 28.62%. Based on the financial statements, the overall gross margin was approximately 9.22%, slightly below approximately 9.60% a year earlier. The period-end debt-to-asset ratio was approximately 69.53%, while both cash and short-term borrowings increased materially. The positive signal is that attributable net profit has returned to growth. The next tests are whether recurring earnings, gross margin and working capital can improve in tandem.
Overall assessment: 2025 was not a failure of Bohui's platform capabilities, but a stress test that exposed strengths and weaknesses at the same time. White paperboard, overseas operations, cash flow and the capital structure improved first. Platform returns will be released more fully when higher-value products continue to grow faster than standard products, sales volume continues to grow faster than inventory, and gross-margin gains continue to outpace financing costs.
2026 CHANGE SIGNALS
Seven recent developments are strengthening the product platform.
March 2026 | Shandong Bohui was included in the national Green Factory list.
Shandong Bohui Paper Industry Co., Ltd. appears as item 1,147 on the 2025 Green Factory list published by the Ministry of Industry and Information Technology. Green Factory status does not directly prove a product premium, but it places the Company within the national tiered development programme for low-carbon energy, resource efficiency, cleaner production, greener products and intensive land use, supporting brand-customer audits and green-supply-chain requirements.
February–May 2026 | The chemi-mechanical pulp upgrade received environmental-assessment approval in principle.
Public environmental-assessment information indicates total investment of approximately RMB 219 million. The project proposes increasing two chemi-mechanical pulp lines from 200,000 tonnes each to 300,000 tonnes each, raising total capacity from 400,000 to 600,000 tonnes, and adding twin-roll pulp presses, screw presses and two waste-heat recovery systems. Its strategic value lies in raising self-sufficiency in high-yield pulp and improving energy recovery. Approval in principle under the environmental assessment does not mean that the project has been built, reached design capacity or already reduced costs.
2025–2026 | Chemical wood-pulp capacity is being expanded from 95,000 tonnes to 320,000 tonnes.
Public information from the Zibo Municipal Ecology and Environment Bureau indicates that the project plans a new 320,000-tonne continuous cooking, screening and washing, oxygen-delignification and bleaching system, supported by alkali recovery and back-pressure power generation. The annual report includes "accelerating the commissioning and effectiveness of chemical-pulp and chemi-mechanical-pulp self-sufficiency upgrade projects" in the 2026 operating plan. The project could narrow the purchased-pulp gap, but its ultimate effect will depend on wood-chip costs, start-up efficiency, yield, energy balance and capital employed.
February–May 2026 | Existing paper machines are being upgraded and reassigned to different product categories.
Public acceptance information for the "1.5-million-tonne premium packaging board technical-upgrade project" shows that the project requires no additional land and proposes upgrading 16 sets of equipment. Specifically, the existing 500,000-tonne linerboard line would be expanded to 800,000 tonnes, while the existing 500,000-tonne corrugating-medium line would be converted into a 500,000-tonne printing and writing paper line. The "1.5 million tonnes" in the project name should not be read directly as the combined post-upgrade output of these two lines; the two publicly disclosed lines total 1.3 million tonnes. The real signal is that Bohui is using upgrades to existing assets to reshape its product mix.
2025 into 2026 | Water-based barrier food-grade paperboard is moving onto an in-line paper-machine production route.
The Company has initially established a paper-machine line for in-line coating of water-based barrier food-grade paperboard, together with an in-line recovery system for dry and wet broke. Its ESG report states that a specific EPP product is directly coated and formed in one pass on the paper machine, and discloses related food-contact, recyclability and compostability certifications. This marks an extension of white paperboard from a structural material into "base paper plus a functional layer". Specific performance and compliance conclusions, however, apply only to the corresponding formulation, use and certification scope.
July 2026 | Overseas application coverage continued to expand.
Local converged-media reports stated that food-grade packaging paper, aseptic liquid packaging board and other products had been sold to more than 90 countries and regions. Together with the 36.14% increase in overseas revenue from principal operations in 2025, this shows that exports are shifting from "absorbing capacity" to serving as an important market for differentiated products. The next step is to continue testing the quality of overseas revenue, customer concentration, payment terms, exchange-rate exposure and after-sales technical-service capability.
July 2026 | Price notices for relevant paper products signalled an attempt to restore value.
Public reports on price-increase notices stated that Bohui proposed raising prices for certain paper products by RMB 200 per tonne from 1 July; different public reproductions were not fully consistent about the exact grades covered. At a minimum, this shows that the Company and the industry are attempting to restore product value and pass through costs. A price-increase notice expresses quoted-price intent; it does not mean that transaction prices, implementation rates or profits have already improved. Real validation requires subsequent average selling prices, volumes, gross margins and receivables to improve together.
BIOTEN PACKAGING VIEW
BIOTEN Packaging perspective:
The paper-machine platform is evolving into a "base paper plus barrier engineering" platform.
Bohui's route for water-based barrier food-grade paperboard reveals a new interface for collaboration between paper manufacturers and functional-material companies. Rather than relying entirely on downstream extrusion coating or lamination, the approach seeks to integrate the functional layer directly into base-paper production on the paper machine or an in-line coater. This could eliminate one transfer and converting step, improve broke recovery, and enable base paper, coating and application performance to be designed together.
However, "water-based" describes a dispersion medium or process route. It does not automatically mean plastic-free, fluorine-free, recyclable, compostable or compliant with every food-contact requirement. The silicone-free, wax-free and fluorine-free claims and related certifications disclosed in Bohui's ESG report refer to a specific EPP product and certification scope. They cannot be extrapolated to all water-based barrier coatings, nor can they replace migration testing under the food types, contact temperatures and exposure times required in different jurisdictions.
From an industrialisation perspective, Bohui combines large paper machines, in-line coating, an established base in food-grade paperboard and cupstock, dry- and wet-broke recovery systems, and customer interfaces in food and liquid packaging. This gives it an application advantage for validating material formulations within a continuous manufacturing system. The value lies not in leading on any one metric, but in repeatedly calibrating the system-wide balance among coat weight, machine speed, drying, yield, converting and recycling on the same platform.
A genuinely scalable paper-based barrier system must pass at least six categories of validation:
Base-paper interface: surface energy, porosity, liquid absorption, smoothness, fibre lifting and batch stability;
Barrier targets: Cobb water absorptiveness, grease resistance, water-vapour transmission rate (WVTR), oxygen transmission rate (OTR), and resistance to heat and moisture;
Paper-machine operating window: coating rheology, foaming, drying load, machine speed, coat weight, roll sticking and web-break risk;
Converting performance: printing, die-cutting, creasing, carton gluing, heat sealing, ultrasonic side sealing and three-dimensional forming;
Safety and compliance: overall migration, specific migration, odour, non-intentionally added substances and target-market regulations;
Recycling compatibility: repulpability, screening rejects, stickies, fibre yield, wastewater load and the stability of broke reuse.
For BIOTEN Packaging's functional-material systems and barrier-engineering innovation, the opportunity is not to offer paper mills an isolated coating. It is to define the cost per unit of function jointly with base-paper manufacturers, converters and brand owners: achieving stable performance on high-speed paper machines with the lowest practicable coat weight and energy use, while delivering evidence for printing and converting, food contact, and the recycling pathway together.

CONCLUSION
Paper machines are assets;
the product platform is the capability.
Bohui Paper's real strength is not merely its large white paperboard and packaging-board equipment. It lies in the Company's work to organise its fleet of large paper machines, furnish architecture, coating technologies, two production bases, APP industrial synergies, customer qualifications and global sales network into a continuously extensible product platform.
The platform has been validated at three levels. On the product side, white paperboard gross margin improved and 21 new products were commercialised. On the market side, overseas revenue from principal operations increased by 36.14%. On the manufacturing side, comprehensive energy consumption per unit at the Shandong base fell from 0.24 tonnes of standard coal equivalent per tonne of pulp and paper in 2023 to 0.22 in 2025, while customer satisfaction reached 92.0%. This shows that Bohui's product expansion rests not only on capacity, but is also beginning to generate reinforcing evidence in innovation, efficiency and quality.
Profit, inventory and pricing data for 2025 constituted a stress test for the platform. They did not disprove its capabilities, but clarified the next stage of value realisation. A broader grade portfolio demands stronger order forecasting, grade-change decisions, inventory management, customer qualification and capital discipline. Deeper pulping upgrades must demonstrate genuine unit-cost advantages across wood chips, energy, yield and depreciation.
Six indicators should be tracked to determine whether Bohui's platform ultimately converts capability into value:
Can the gross margin of white paperboard continue to improve, and can higher-value new products make identifiable contributions to revenue and gross profit?
Can growth in output, sales volume and revenue reconverge, and can inventory growth return to a reasonable range?
Can the chemical-pulp and chemi-mechanical-pulp projects reach design capacity on schedule and genuinely reduce fibre and energy costs per tonne of paper?
Can the high gross margin of overseas operations be sustained while controlling customer payment terms, exchange-rate exposure, certification and trade-compliance risks?
Can functional papers such as water-based barrier grades move from certification and trial orders to stable repeat business and yields at scale?
Can operating cash flow improve in step with net profit and translate into a lower debt ratio and more stable free cash flow?
Bohui has proved that it can use large paper machines to manufacture a wider range of products. The more important task in the next stage is to show that every grade change moves closer to an order, a higher gross margin and sustainable cash returns.
