PPWR正式适用,看看欧盟成员国自己是怎么干的?

欧盟统一了底线,但没有替成员国运营包装
PPWR于2025年2月11日生效,自2026年8月12日起一般适用。这两个日期不能混写,“一般适用”也不等于标签、可回收等级、再生塑料含量、包装减量、复用目标和一次性包装限制在同一天全部到期。
但8月12日也不是一个象征性日期。食品接触包装中的PFAS限值从这一天起适用:任一目标PFAS为25 ppb、目标PFAS总量为250 ppb、PFAS总量为50 ppm。
检测边界|欧盟尚无统一的食品接触包装PFAS检测方法。欧委会现阶段建议采用总氟筛查、进一步区分有机氟与无机氟、再以Direct TOP等方法核查目标限值的分步路径。
证据边界|“无主动添加PFAS”声明、原料报告或单次总氟筛查,都不能自动替代对最终食品接触包装的完整判断。
同样从8月12日起,第6条第1款“所有投放市场的包装应当可回收”开始适用;但统一的“为回收而设计”标准和评价方法,仍要等待后续授权法案,并在2030年1月1日或该法案生效24个月后——以较晚者为准——进入适用。可回收已经成为法律原则,未来统一评分尺仍在形成。

欧洲并不是从满分状态出发。PPWR统一包装产品底线,同时把主管机关、生产者登记、EPR、收集体系、押金返还、复用推动和处罚承接留在国家层面。欧洲现场因此不是“27套产品标准”,也不是“一张欧盟证书通关27国”,而是:一套欧盟产品底盘,叠加多个成员国运营账户。

德国:先把责任人放进公开账本
它先问:谁负责?
德国的核心动作不是推倒旧制度,而是在LUCID包装登记、系统参与和数量申报的既有底盘上,重新排清角色。ZSVR说明,PPWR与德国新的《包装法实施法》自2026年8月12日起衔接运行,并替代原《包装法》;原有登记与EPR基础义务继续存在,但部分自有品牌、进口和服务包装场景的责任主体发生变化。
最容易被混淆的是两个角色:manufacturer承担完整包装的产品合规责任,producer承担包装成为废弃物后的国家EPR责任。同一家企业可能同时承担两类责任,也可能因为品牌、委托设计、首次投放路径不同而被拆开判断。
对纸杯、餐盒等服务包装,“我们只是代工厂”不再足以回答问题。真正要看谁决定结构、谁影响材料和设计、谁以自己的名称把包装带入市场。无德国分支、又直接向德国终端用户销售的境外企业,自8月12日起还要指定EPR授权代表;但LUCID登记仍须由生产者本人完成。

法国:把再使用搬进餐厅,也把缺口摆上桌面
它先问:怎样少用一次性?
自2023年1月1日起,能够同时接待至少20人的堂食餐饮场所,应使用可重复使用的杯、盖、盘、容器和餐具。法国还设定了2023年5%、2027年10%的包装再使用国家目标。

从1.82%走向10%,靠的不是把一次性杯换成一个更厚的杯子,而是容器标准化、门店回收、洗涤能力、运输半径、损耗控制和实际周转次数共同改善。
法国专业包装EPR的最新调整说明同一逻辑:原计划2026年7月1日运行的新体系,因责任主体识别和费率准备不足,被官方调整至2027年1月1日。这不是PPWR延期,也不是法国全部EPR停摆,而是特定国家体系在正式收费前补齐接口。
兑现观察|复用首先是一项基础设施与运营工程。真正的指标是回收率、周转次数、损耗率、洗涤半径和单位循环成本。

西班牙:把一部法规的日期写进年度申报
它先问:谁在什么日期申报多少?
西班牙生产者需要进入国家产品生产者登记系统RPP,并申报每个自然年度首次投放西班牙市场的包装数量。由于PPWR从8月12日起改变部分“生产者”身份,主管机关没有简单要求所有企业申报全年,而是按责任身份变化把2026年切成三种情形。
全年都是生产者|申报2026年1月1日至12月31日。
8月12日后不再是生产者|只申报1月1日至8月12日。
仅在PPWR适用后成为生产者|申报8月13日至12月31日。
申报窗口为2027年1月2日至3月31日。企业因此不能只问“2026年卖了多少包装”,还要问:每批包装首次投放时,按当时规则,谁是生产者?
西班牙还把电商平台纳入前置核验。平台在允许生产者使用Marketplace前,需要核验RPP登记信息及EPR履责声明,并可查询政府公开的生产者名单。2026年7月31日版本名单已上线;自动化查询接口仍在开发。
对企业的含义|合规数据开始精确到主体、日期和数量;订单、首次投放日期、登记身份与年度报量必须互相对应。

奥地利:25欧分,让瓶罐真正走回来
它先问:怎样让包装真正回来?
自2025年1月1日起,适用范围内0.1—3升塑料饮料瓶和金属饮料罐进入一次性包装押金体系,每件押金0.25欧元。消费者把带有奥地利押金标识的空容器交回机器或回收点,才能拿回这笔钱。

25欧分并不大,却同时完成了保留包装、识别容器、引导退回、提高材料纯度和形成稳定原料流几件事。
奥地利还把“有没有回来”和“是否容易回收”分开评估。系统运营方2026年3月披露,纳入体系的相关包装按可回收组件重量计算,平均可回收性为99.5%;投放市场的一次性塑料瓶中,再生塑料平均占比超过60%。两项均为运营方基于注册与评估数据的披露,不外推到奥地利全部包装。

丹麦:把包装设计翻译成每公斤成本
它先问:这件包装最终要付多少钱?
自2025年1月1日起,新增陶瓷、软木、瓷器、纺织等类别后,所有包装材料类别均被纳入生产者责任登记范围;扩展包装EPR的实际运行节点则是2025年10月1日。新进入者原则上应最迟在投放前14天完成国家登记,此后按年度申报数量。
第一层|DPA收取一次性登记费和按数量计算的年度管理费,用于登记、分配、系统维护等行政工作。
第二层|包装废弃物收集、分选和处理责任通过集体组织及国家分配机制运行;环境调节费用与具体包装的设计、材料组成和可回收难度相关。
过去减掉1克材料,企业主要计算采购和运输节省;现在还要继续问:这1克属于什么材料类别?全年投放多少公斤?在环境调节标准中属于什么等级?会对应多少登记、收集和处理成本?
包装因此不再只是采购部门的一项成本,而是需要设计、供应链、财务和环境团队共同核算的经营责任。兑现指标不只是“材料更绿”,而是材料分类、重量数据、费率等级、集体组织账单和实际废弃物成本能否形成闭环。

把四本账连成变更系统:纸张克重、阻隔配方、涂布量、油墨、胶黏剂、工厂、用途、品牌或销售路径一旦变化,企业能判断哪些测试、声明、角色、费用和国别动作需要重做。
09 · PAPER PACKAGING
纸基包装的机会,不是“纸自动替代塑料”
纸基、水性、生物基、可降解、可堆肥、可再浆、可回收、食品接触安全和PPWR符合性,是不同的证明轨道,不能因为材料名称自动互推。
真正的积极机会,是在满足阻隔、封合、机械强度、食品接触和货架期的前提下,减少不必要材料、降低难分离结构,并让最终包装被目标市场的收集、分选和再生系统识别。水性阻隔或含PHA等生物基功能体系,可能为特定结构提供减薄、功能集成或材料替代路线;但其价值必须由具体配方—涂层—涂布纸—最终包装逐级验证。
压力测试一|一种结构即使减塑,如果增加难分离复合层,系统价值仍未成立。
压力测试二|实验室证明可再浆,如果目标国没有相应收集与分选路径,规模化回收仍未证明。
压力测试三|包装可重复使用,如果没有回收、洗涤和周转网络,也无法兑现复用价值。
机会属于能同时完成三件事的企业:功能做得出来,数据交得出去,包装回得进系统。
CONCLUSION
PPWR不是一张证书,而是一套欧洲经营系统
已经形成的是欧盟共同产品底线;正在释放的是德国责任公开、法国复用设施、西班牙数据切分、奥地利押金返还和丹麦费用调节的国家执行能力;尚待兑现的,则是统一标签、完整可回收评价、再使用规模、收集率、数据质量和后续处罚等分阶段结果。
这轮变化最积极也最深刻的一面,是包装竞争开始从“材料叫什么”,进入“系统能不能接住”。未来能稳定进入欧洲市场的包装,必须同时做到:可识别、可计量、可追责、可回收、可证明。
企业不必为27国各做一套互不相干的产品,但必须用一套欧盟技术母档,接入每个目的国的责任、登记、费用和回收接口。谁先把这些接口变成可复用的组织能力,谁就更可能把合规成本转化为客户信任与长期订单能力。

01 · COMMON GROUND
The EU sets the baseline, but Member States still operate their own packaging systems
PPWR entered into force on 11 February 2025 and generally applies from 12 August 2026. These two dates must not be conflated. General application does not mean that labelling, recyclability grades, recycled-plastic content, packaging minimisation, reuse targets and restrictions on single-use packaging all become due on the same day.
From that date, PFAS limits apply to food-contact packaging. The first limit is25 ppb.The limit for the sum of targeted PFAS is250 ppb.The limit for total PFAS is50 ppm.This three-threshold framework applies to food-contact packaging.
Testing boundary |The EU has not yet established a harmonised PFAS test method for food-contact packaging. At this stage, the European Commission recommends a stepwise approach: screen for total fluorine, distinguish organic from inorganic fluorine, and then use methods such as Direct TOP to verify compliance with the targeted limits.
Evidence boundary |A “no intentionally added PFAS” statement, a raw-material report or a single total-fluorine screening result cannot automatically replace a complete assessment of the final food-contact packaging.
Also from 12 August, Article 6(1)—“all packaging placed on the market shall be recyclable”—begins to apply. However, harmonised design-for-recycling criteria and assessment methods still depend on subsequent delegated acts and will apply from 1 January 2030 or 24 months after those acts enter into force, whichever is later.Recyclability is now a legal principle, while the harmonised scoring framework is still being developed.

Europe is not starting from a perfect position. PPWR harmonises the product baseline for packaging while leaving national authorities, producer registration, EPR, collection systems, deposit return, reuse promotion and enforcement to Member States. The practical reality is therefore neither “27 product standards” nor “one EU certificate that clears all 27 countries”, but:one EU product platform combined with multiple national operating accounts.

Germany: put responsible parties on a public register first
Its first question: who is responsible?
Germany’s core action is not to dismantle the existing system, but to clarify roles on the established foundations of LUCID packaging registration, system participation and volume reporting. ZSVR states that PPWR and Germany’s new Packaging Law Implementation Act operate together from 12 August 2026 and replace the former Packaging Act. Existing basic registration and EPR obligations remain, while the responsible party changes in some own-brand, import and service-packaging scenarios.
Two roles are most easily confused:the manufacturer bears product-compliance responsibility for the complete packaging, while the producer bears the national EPR responsibility once that packaging becomes waste.The same company may hold both roles, or the roles may need to be assessed separately depending on the brand, commissioned design and route by which the packaging is first placed on the market.
For service packaging such as paper cups and food containers, “we are only the contract manufacturer” is no longer a sufficient answer. The relevant questions are who determines the structure, who influences materials and design, and who places the packaging on the market under its own name. From 12 August, a non-EU business with no German establishment that sells directly to end users in Germany must also appoint an authorised EPR representative; however, the producer must still complete its own LUCID registration.
What this means for companies |Product role, EPR role, authorised representative, LUCID status, system-participation contract and volume data must all reconcile within the same transaction chain.

FR / FRANCE · REUSE
France: bring reuse into restaurants—and put the shortfall on the table
Its first question: how can single use be reduced?
Since 1 January 2023, dine-in food-service establishments able to serve at least 20 customers at the same time have been required to use reusable cups, lids, plates, containers and cutlery. France has also set national packaging-reuse targets of 5% for 2023 and 10% for 2027.

Moving from 1.82% to 10% is not achieved simply by replacing a single-use cup with a heavier cup. It requires simultaneous improvements in container standardisation, in-store take-back, washing capacity, transport radius, loss control and the actual number of reuse cycles.
The latest adjustment to France’s EPR scheme for professional packaging illustrates the same logic. The new scheme, originally scheduled to operate from 1 July 2026, was officially deferred to 1 January 2027 because the identification of responsible parties and the fee structure were not ready. This is neither a delay to PPWR nor a suspension of all French EPR. It is a specific national scheme completing its interfaces before formal charging begins.
Implementation watch |Reuse is first and foremost an infrastructure and operating challenge. The real indicators are return rate, number of rotations, loss rate, washing radius and cost per cycle.

Spain: write the regulation’s dates into annual reporting
Its first question: who reports how much, and for which dates?
Producers in Spain must enter the national Product Producers Register (RPP) and report the volume of packaging first placed on the Spanish market in each calendar year. Because PPWR changes the status of some “producers” from 12 August, the authorities do not simply require every company to report the full year. Instead, they divide 2026 into three cases according to changes in the responsible party.

The reporting window runs from 2 January to 31 March 2027. Companies therefore cannot ask only, “How much packaging did we sell in 2026?” They must also ask:For each batch of packaging, who was the producer under the rules in force when it was first placed on the market?
Spain also brings e-commerce platforms into advance verification. Before allowing a producer to use a marketplace, the platform must verify RPP registration information and the declaration of EPR compliance, and it may consult the government’s public list of producers. The list dated 31 July 2026 is already online; an automated query interface is still under development.
What this means for companies |Compliance data is becoming specific to the entity, date and quantity. Orders, first-placement dates, registration status and annual volume declarations must correspond with one another.

Austria: €0.25 to bring bottles and cans back
Its first question: how can packaging actually be returned?
Since 1 January 2025, plastic beverage bottles and metal beverage cans from 0.1 to 3 litres within the scope of the scheme have been subject to a one-way packaging deposit of €0.25 per item. Consumers recover the deposit only when they return an empty container bearing the Austrian deposit mark to a reverse-vending machine or return point.

A €0.25 deposit may be small, but it simultaneously gives consumers a reason to retain the container, enables identification, encourages return, improves material purity and creates a stable feedstock stream.
Austria also assesses “whether it came back” separately from “whether it is easy to recycle”. In March 2026, the system operator reported an average recyclability rate of 99.5%, calculated by weight of recyclable components for packaging covered by the scheme, and an average recycled-plastic content of more than 60% in one-way plastic bottles placed on the market. Both figures are operator disclosures based on registration and assessment data and should not be extrapolated to all packaging in Austria.
Important boundary |The 99.5% figure describes structural recyclability; 81.5% describes the actual return rate. Being designed for easy recycling does not mean a package has actually been returned by the consumer.

Denmark: translate packaging design into a cost per kilogram
Its first question: what will this packaging ultimately cost?
From 1 January 2025, all packaging-material categories were brought within the producer-responsibility registration scope after categories such as ceramics, cork, porcelain and textiles were added. The practical start date for extended packaging EPR was 1 October 2025. New entrants must in principle register nationally no later than 14 days before placing packaging on the market and subsequently report volumes annually.
Layer one |DPA charges a one-off registration fee and an annual administration fee calculated by volume to fund registration, allocation and system maintenance.
Layer two |Responsibility for collecting, sorting and treating packaging waste operates through collective schemes and the national allocation mechanism. Eco-modulated fees are linked to the design, material composition and recyclability difficulty of the specific packaging.
In the past, removing 1 g of material meant calculating mainly the savings in purchasing and transport. Companies must now continue asking: what material category does that 1 g belong to? How many kilograms are placed on the market annually? Which grade applies under the eco-modulation criteria? What registration, collection and treatment costs will result?
Packaging is therefore no longer merely a purchasing cost. It is an operating responsibility that design, supply-chain, finance and environmental teams must calculate together. The measure of success is not only whether the “material is greener”, but whether material classification, weight data, fee grades, collective-scheme invoices and actual waste costs form a closed loop.
Important boundary |January 2025 marks the expansion of material-category coverage; 1 October 2025 marks the practical start of extended EPR. DPA administration fees are not the same as the total cost of waste treatment.

The five systems are not legal categories under EU law, but the comparative framework used in this article. Together they perform five basic functions: identify the responsible party, calculate packaging volumes, attach costs to responsibility, build collection or reuse infrastructure, and use data to demonstrate outcomes.
PPWR harmonises the baseline for packaging entering the market. Member States operate the national systems through which packaging is registered, measured, charged and taken back.

Material composition, food-contact testing, heavy-metal reports, physical performance and evidence of recycling or compostability within a defined scope remain important, but they do not cover all product rules and national operating obligations. A more robust approach is to maintain one EU master technical file and four auditable ledgers for each destination country.

Complete packaging product ledger
Define the packaging hierarchy, components, materials and weight BOM at final-packaging-unit level. Record the paper, barrier layer, inks, adhesives, labels and sealing structure; retain evidence of product roles, technical documentation, declarations of conformity, PFAS and food-contact compliance, recycling pathways and version changes.
02 / RESPONSIBILITY
Member State responsibility ledger
Determine country by country who is the EPR producer, whether an authorised representative is required, the registration number, which scheme is joined, and who reports and pays. The EU technical file can be reused, but German LUCID, Spanish RPP and Danish registration evidence cannot substitute for one another.
03 / QUANTITY
Material quantity and cost ledger
Record each SKU’s component weights, material categories, annual volume placed on the market, reporting period, fee version, collective-scheme invoices and change dates. Volume data should link to the BOM, orders and first-placement records in the destination country.
04 / END-OF-LIFE
End-of-life pathway evidence ledger
Explain how the packaging is identified, collected, returned, sorted, reused or recycled in the destination country. Distinguish four states: “recyclable by design”, “actually collected”, “recycled at scale” and “incorporated into new products”.
Connect the four ledgers through a change-control system:Whenever paper grammage, barrier formulation, coat weight, ink, adhesive, factory, intended use, brand or sales route changes, the company should be able to determine which tests, declarations, roles, fees and country-specific actions must be repeated.

The opportunity for paper packaging is not that “paper automatically replaces plastic”
Paper-based, water-based, bio-based, biodegradable, compostable, repulpable, recyclable, food-contact safe and PPWR-compliant are distinct evidence pathways. None can be inferred automatically from a material name.
The real opportunity is to reduce unnecessary material and hard-to-separate structures while meeting barrier, sealing, mechanical-strength, food-contact and shelf-life requirements—and to ensure that the final packaging is recognised by the collection, sorting and recycling systems of the target market. Water-based barriers or bio-based functional systems containing PHA may enable downgauging, functional integration or material substitution in specific structures, but their value must be demonstrated step by step fromspecific formulation—coating—coated paper—final packagingmust be demonstrated at each stage.
Stress test one |Even if a structure reduces plastic, its system value is not established if it introduces additional hard-to-separate composite layers.
Stress test two |Laboratory repulpability does not prove recycling at scale if the destination country lacks the corresponding collection and sorting route.
Stress test three |Reusable packaging cannot deliver reuse value without take-back, washing and circulation networks.
The opportunity belongs to companies that can do three things at once: deliver the required function, provide the data, and return the packaging to the system.
CONCLUSION
PPWR is not a certificate; it is a European operating system
What is already in place is the common EU product baseline. What is now taking effect is the national implementation capacity represented by Germany’s public responsibility register, France’s reuse infrastructure, Spain’s date-based reporting, Austria’s deposit return and Denmark’s fee modulation. Still to be delivered are phased outcomes such as harmonised labelling, full recyclability assessment, reuse at scale, collection rates, data quality and subsequent enforcement.
The most positive and profound aspect of this change is that packaging competition is moving from “what is the material called?” to “can the system handle it?”. Packaging that can enter the European market reliably in future must be:identifiable, measurable, accountable, recyclable and verifiable.
Companies do not need an unrelated product design for each of the 27 Member States, but they do need one EU master technical file connected to each destination country’s responsibility, registration, fee and recycling interfaces. Those that first turn these interfaces into repeatable organisational capabilities are more likely to convert compliance cost into customer trust and long-term order capability.
