2026年上半年,中国机制纸及纸板(外购原纸加工除外)产量达到8,313.2万吨,同比增长6.0%;同期,规模以上造纸和纸制品业营业收入增长5.5%,利润总额增长27.5%。进入7月,造纸和纸制品业PPI同比上涨1.2%、环比上涨0.9%,但1—7月累计仍下降1.2%。
这些信号并不同步。此时更重要的是:多少产能能稳定运行、合格交付、被订单吸收并变成现金?

纸机不是生意;穿过五道门,产能才有经营价值。
SCOPE / 研究边界
机制纸及纸板产量、造纸和纸制品业财务、行业PPI属于不同统计对象,不能相除计算“行业吨利润”。国家统计局同期产能利用率表未单列造纸和纸制品业,因此本文不引用所谓“全国造纸产能利用率”。
01 CAPACITY FUNNEL
投产,只是漏斗的入口
设计产能基于车速、幅宽、运行时间和产品组合。真实工厂还要面对检修、断纸、换产、能源和原料波动。国家统计局把生产能力定义为在要素得到保障时,设备正常运行并能长期维持的产出。它比项目公告里的名义数字更接近经营现实。

第一道|稳定吨 纸机能否持续运行,而不是短时达到设计车速。
第二道|合格吨 物性、匀度、水分、表面性能和批次波动能否满足目标纸种;降级品不是同价值产能。
第三道|可售吨 客户认证、订单结构、区域交付和规格切换能否吸收产出;仓库里的合格纸仍不是收入。
第四道|盈利吨 成交净价扣除折扣、返利、运费后,能否覆盖替代纤维、能源、化学品、物流和固定成本。
第五道|现金吨 利润能否穿过库存、应收账款和维护性资本开支,回到企业账上。

02 DECISION METRICS
产业链应该改看哪些数字
纸厂:把计划生产小时的合格可售吨、可比净价、库存库龄、回款天数和经营现金放在同一张经营表上;只报产量,无法判断增长质量。
设备、化学品和原料供应商:把价值落到每合格吨的断纸次数、换产时间、汽电水耗、损纸率和质量稳定性,而不只是速度或单价。
包装加工和品牌采购:从出厂吨价转向总使用成本;上机损耗、停机、成型良率、客诉、交期与库存占用,常常比一张报价单更能决定真实成本。

中国造纸业正在释放产量、价格与利润的改善信号,但真正的升级,不是把更多设备写进产能表,而是让更多名义吨变成稳定吨、合格吨、可售吨、盈利吨和现金吨。

Why Are Output, Prices and Profits Moving Differently?
In the first half of 2026, China’s output of machine-made paper and paperboard (excluding processing of purchased base paper) reached 83.132 million tonnes, up 6.0% year on year. Over the same period, operating revenue at above-designated-size paper and paper products enterprises rose 5.5%, while total profit increased 27.5%. In July, the industry’s PPI rose 1.2% year on year and 0.9% month on month, yet remained down 1.2% cumulatively in January–July.
These signals are not moving in lockstep. The more important question is: how much capacity can operate steadily, deliver to specification, be absorbed by orders and ultimately convert into cash?
CORE JUDGMENT / CORE VIEW
Paper machines determine nominal capacity; operating stability, quality and orders determine saleable capacity; contribution per tonne and cash collection determine the business outcome. Only after capacity passes through stable operation, production to specification, customer orders, realized net prices and cash collection does equipment capability become an operating result.
A paper machine is not a business; capacity acquires operating value only after passing through five gates.
SCOPE / ANALYTICAL BOUNDARIES
Output of machine-made paper and paperboard, financial data for the paper and paper products industry, and the industry’s PPI describe different statistical populations and cannot be divided to calculate an “industry profit per tonne.” The National Bureau of Statistics’ capacity-utilization tables for the same period do not list the paper and paper products industry separately, so this article does not cite a purported “national capacity-utilization rate for papermaking.”
01 CAPACITY FUNNEL
Commissioning Is Only the Entrance to the Funnel
Design capacity is based on machine speed, width, operating time and product mix. Real mills must also contend with maintenance, sheet breaks, grade changes, and fluctuations in energy and raw materials. The National Bureau of Statistics defines production capacity as the output that equipment can sustain over the long term under normal operation when production factors are adequately supplied. This is closer to operating reality than the headline figure in a project announcement.

Gate 1 | Stable Tonnes Can the paper machine operate continuously, rather than merely reach design speed for a short period?
Gate 2 | On-Spec Tonnes Do physical properties, formation, moisture, surface performance and batch-to-batch variation meet the target grade’s requirements? Downgraded product is not capacity of equal value.
Gate 3 | Saleable Tonnes Can customer qualifications, order mix, regional delivery and grade-change requirements absorb the output? On-spec paper in a warehouse is still not revenue.
Gate 4 | Profitable Tonnes After discounts, rebates and freight are deducted from realized net prices, is there enough contribution to cover alternative fibre, energy, chemicals, logistics and fixed costs?
Gate 5 | Cash-Generating Tonnes Can profit pass through inventory, accounts receivable and maintenance capital expenditure and ultimately return as cash?
MANAGEMENT CHECK / OPERATING CHECKS
Effective saleable capacity = nominal capacity × stable operating rate × on-spec rate × saleable rate
Operating outcome = effective saleable capacity × contribution per tonne × quality of cash conversion
The first equation asks how much can be sold; the second asks whether sales generate profit and cash. Both are management frameworks, not accounting formulas. If any factor remains weak, a million tonnes may still be little more than an illusion of scale.
02 DECISION METRICS
Which Metrics Should the Value Chain Track Instead?
Paper producers:Bring on-spec saleable tonnes per scheduled production hour, comparable realized net price, inventory ageing, collection days and operating cash flow onto one management dashboard. Output alone cannot reveal the quality of growth.
Equipment, chemical and raw-material suppliers:Demonstrate value through sheet breaks per on-spec tonne, grade-change time, steam, electricity and water consumption, broke rate and quality consistency—not speed or unit price alone.
Converters and brand procurement teams:Shift the focus from ex-mill price per tonne to total cost in use. Runability losses, downtime, converting yield, customer complaints, lead times and inventory carrying costs often determine real cost more than a quotation does.
CONCLUSION / BIOTEN OBSERVER
China’s paper industry is showing improving signals in output, prices and profits. But the real upgrade is not to add more equipment to the capacity ledger; it is to convert more nominal tonnes into stable, on-spec, saleable, profitable and cash-generating tonnes.
For paper producers, this is capital efficiency; for suppliers, it is the ability to prove value through results; for packaging customers, it is a more stable total cost in use. The essence of high-quality development is scale that can withstand the tests of orders, quality and cash flow.
