今天,2026年9月6日,全球包装行业第一次有了一个共同庆祝的日子——世界包装日(World Packaging Day)。
它不是集中在某个国家的一场单点活动。WPO把首届世界包装日设计成分布式参与平台,邀请包装协会、企业、院校和专业人士在本地举办研讨会、开放日、创新展示与教育活动。

澳大拉西亚包装学会把9月6日列入活动日历;意大利包装协会、负责捷克和斯洛伐克活动的包装机构SYBA、印度包装研究所等也公开响应。WPO官方说明,注册活动将进入国际日历,并在#WorldPackagingDay话题下获得协同传播。
这个日期也不是随机选择。9月6日是WPO于1968年在东京成立的纪念日。依托覆盖60多个国家的成员网络,WPO为世界包装日设定了四个支柱:推动进步、减少食品浪费、促进经济增长、践行可持续。

对中国纸包装产业链,这个节日不能只当作一张海报素材。就在它到来前的25天里,8月12日欧盟《包装和包装废弃物法规》(PPWR)开始适用,9月1日北京《餐饮外卖商户绿色包装使用指南》实施。三个节点性质不同,却共同把包装从“选哪种材料”推向一个更难的问题:这件包装能不能在真实工况中保护产品、跑过产线、进入循环,并拿出客户和监管看得懂的证据?
中国造纸协会发布的《中国造纸工业2025年度报告》显示,2025年全国纸及纸板产量为14135万吨,同比增长3.74%。纸业有足够大的产业底盘,但吨位不会自动变成订单,纸基也不会自动变成合规。
包装的竞争已经从“用了什么材料”,转向“能否把功能、产线、循环和证据一起交付”。
25天 · 三个节点
8月12日|PPWR开始在欧盟适用,相关义务按法规时间表分阶段推进。
9月1日|北京外卖绿色包装地方标准实施,安全、减量、易回收或可降解、重复使用进入商户场景。
9月6日|WPO发起首个世界包装日,以进步、减少食品浪费、经济增长和可持续性解释包装价值。
考卷一 · 功能保护
产品先保护,材料再升级
PPWR和北京指南都没有把“换成某一种材料”当成终点。北京指南从安全性、减量化、易回收或可降解、重复使用四个原则出发,并按简易包装和密封包装区分餐品场景。
对纸杯、纸碗、纸盒、纸袋和食品服务纸板,第一张考卷是水、油、热、冷凝、摩擦、堆叠和运输。纸张强度、挺度、耐折、印刷、封合与阻隔层必须围绕具体内容物一起设计。保护能力最终要落到渗漏率、破损率、污染率、运输后外观和产品损耗。
Stora Enso与瑞典制品企业Aristo的食品服务纸板案例说明,耐油只是起点,纸板还要保持结构强度,并稳定通过折叠、粘合和印刷。对于水性阻隔、分散阻隔或包括PHA在内的生物基水性路线,研发问题也要落到指定食品、温度、时间和成型条件。

样片要跑成稳定制品
原纸抄造、表面处理或涂布、印刷、模切、制袋或成型,再到包装线,每一步都可能放大材料差异。纸面波动会影响印刷与粘合,涂层窗口不匹配会拖慢速度,折痕开裂、封合不稳或换线时间过长,最后都会变成废品、停机和交付压力。
制品企业真正需要的不是一张漂亮样片,而是一组生产记录:转换良率、运行速度、单位损耗、换线时间、批次一致性和准时交付率。造纸企业卖的也不应只是克重和定量,而是一段客户能够反复接住的生产窗口。
实验室指标只能说明“有可能”,产线数据才说明“能交付”。

考卷三 · 循环接续
“可回收”要有下一站
PPWR的可回收要求不是一个立即完成的单点标签。相关要求按阶段推进:2030年前后进入A、B、C等级评估体系,2035年增加规模化回收评估,2038年市场准入进一步收紧;具体方法还要结合后续授权法案和实施方法。
这要求纸包装企业把“用后去哪儿”前移到产品定义阶段:结构是否容易拆分,涂层、油墨、胶黏剂和附件是否与目标纸流兼容,消费者能否看懂分类方式,当地收集和分选体系是否真的接得住。
四国Bag-in-Box研究
Smurfit Westrock在比利时、法国、德国和瑞典观察消费者能否把纸盒与内袋分开。公司称多数受访者完成正确分离,最高分离率达到97%,同时指出各国收集体系、政策、教育和分类指引会影响结果。
这个案例不能代表中国市场,也不能代表所有纸包装的回收率,但它把循环卷的关键说清了:材料、结构、行为和系统必须同时成立。

合规证据,要能进入订单
包装价值最终要进入品牌采购、出口订单和供应商考核。客户会问:这套结构保护什么产品?在哪条线上生产?谁做过什么测试?使用后进入哪个流向?相关数据能否追溯到原纸、涂层、油墨、胶黏剂和最终制品?
PPWR包含食品接触包装中的PFAS限制等要求;北京指南则把外卖商户的包装选择拉回安全、减量、易回收和重复使用的具体场景。对出口企业,法规、测试和供应商资料要能拼成一套证据链;对内销企业,品牌采购标准和平台规则也在提出相似问题。
Stora Enso与Halton合作开发的纤维基包装方案用于制造现场与施工现场之间的双向物流,设计为多次往返,并以减少废弃物、提高资源效率和降低物流与包装成本为目标。它的价值不在奖项本身,而在于包装被放进真实供应链:往返次数、装卸效率、空间利用、损耗和复购,才是订单能否持续的证据。

纸包装能否上桌,不取决于有没有被贴上“绿色”标签,而取决于四张考卷能否同时通过:功能保护、产线稳定、循环接续和证据交付。

Today, 6 September 2026, the global packaging industry marks its first shared day of celebration: World Packaging Day.
This is not a single event concentrated in one country. WPO has designed the inaugural World Packaging Day as a distributed participation platform, inviting packaging associations, companies, academic institutions and professionals to organise local seminars, open houses, innovation showcases and educational activities.

The Australasian Institute of Packaging has added 6 September to its events calendar; the Italian Packaging Institute, SYBA—the organisation coordinating activities in Czechia and Slovakia—and the Indian Institute of Packaging have also responded publicly. WPO states that registered activities will be included in the international calendar and amplified through coordinated communication under #WorldPackagingDay.
The date was not chosen at random. WPO was founded in Tokyo on 6 September 1968. Drawing on a member network spanning more than 60 countries, it has established four pillars for World Packaging Day: packaging for progress, packaging against food waste, packaging and economic growth, and packaging and sustainability.

For China's paper-packaging value chain, this day cannot be treated merely as material for a promotional poster. In the 25 days preceding it, the EU Packaging and Packaging Waste Regulation (PPWR) began to apply on 12 August, and Beijing's Guidelines for the Use of Green Packaging by Food-delivery Merchants took effect on 1 September. These milestones differ in nature, yet together they shift the packaging question from “Which material should we choose?” to a much harder one: can the pack protect the product under real operating conditions, run reliably on production lines, enter a functioning circular system, and provide evidence that customers and regulators can understand?
According to the Annual Report on China's Paper Industry 2025 published by the China Paper Association, China's paper and paperboard output in 2025 reached 141.35 million tonnes, up 3.74%. The paper industry has a substantial manufacturing base, but tonnage does not automatically become orders, and a fibre-based format does not automatically become compliant.
Competition in packaging has shifted from “what material is used” to “whether functionality, production-line performance, circularity and evidence can be delivered together”.
25 days · Three milestones
12 August | The PPWR begins to apply across the EU, with its obligations phased in according to the regulatory timetable.
1 September | Beijing's local standard for green food-delivery packaging takes effect, bringing safety, source reduction, recyclability or degradability, and reuse into merchants' operating scenarios.
6 September | WPO launches the inaugural World Packaging Day, framing the value of packaging through progress, food-waste reduction, economic growth and sustainability.
Test one · Functional protection
Protect the product first; upgrade the material second
Neither the PPWR nor the Beijing guidelines treat substitution with a single material as the end goal. The Beijing guidelines are built around four principles—safety, source reduction, recyclability or degradability, and reuse—and distinguish between simple and sealed packaging for different food-delivery scenarios.
For paper cups, bowls, cartons, bags and foodservice board, the first test involves water, grease, heat, condensation, abrasion, stacking and transport. Paper strength, stiffness, fold endurance, printability, sealing and barrier layers must be designed together around the actual contents. Ultimately, protection must be measured through leakage, damage, contamination, post-transport appearance and product loss.
The foodservice paperboard case developed by Stora Enso and Swedish converter Aristo shows that grease resistance is only the starting point: the board must also retain structural strength and run reliably through folding, gluing and printing. For aqueous barriers, dispersion barriers and bio-based aqueous routes including PHA, development must likewise be grounded in defined foods, temperatures, contact times and forming conditions.

Test two · Production-line delivery
A sample must become a consistently manufacturable product
Papermaking, surface treatment or coating, printing, die-cutting, bag making or forming, and final packing can amplify material differences at every stage. Variations in the paper surface affect printing and gluing; a mismatched coating operating window slows the line; and score cracking, unstable seals or excessive changeover times ultimately become waste, downtime and delivery pressure.
What converters need is not an attractive sample but a set of production records: converting yield, line speed, unit waste, changeover time, batch-to-batch consistency and on-time delivery. Paper producers should sell more than grammage and basis weight; they should provide a robust operating window that customers can reproduce.
Laboratory results show only that something may work; production-line data show that it can be delivered.

Test three · Completing the loop
“Recyclable” needs a real next step
The PPWR's recyclability requirements are not a one-off label that takes effect all at once. They are phased: recyclability performance grades A, B and C apply from 2030; recycling-at-scale assessment is added in 2035; and market access tightens further in 2038. The detailed methodologies will also depend on subsequent delegated and implementing acts.
This requires paper-packaging companies to bring the question “Where does it go after use?” forward into the product-definition stage: can the structure be separated easily; are coatings, inks, adhesives and attachments compatible with the target paper stream; can consumers understand the sorting instructions; and can local collection and sorting systems actually receive it?
A four-country Bag-in-Box study
Smurfit Westrock studied whether consumers in Belgium, France, Germany and Sweden separate the cardboard box from the inner bag. The company reports that most respondents separated the components correctly, with the highest separation rate reaching 97%. It also notes that national collection systems, policies, education and sorting guidance influence the outcome.
This case is not representative of the Chinese market or of recycling rates for all paper packaging, but it identifies the essentials of circularity: materials, structures, behaviour and systems must all work together.

Test four · Evidence and orders
Compliance evidence must stand up to procurement scrutiny
The value of packaging must ultimately translate into brand procurement, export orders and supplier assessments. Customers will ask: what product does this structure protect? On which line is it produced? Who conducted which tests? Where does it go after use? Can the supporting data be traced back to the base paper, coatings, inks, adhesives and finished pack?
The PPWR includes restrictions on PFAS in food-contact packaging, while the Beijing guidelines bring food-delivery merchants' choices back to specific requirements for safety, source reduction, recyclability and reuse. Exporters need regulations, test results and supplier documentation to form a coherent evidence chain; domestic suppliers are facing similar questions from brand-procurement standards and platform rules.
The fibre-based packaging concept developed by Stora Enso and Halton supports two-way logistics between a manufacturing site and construction sites. It is designed for multiple return trips, with the aims of reducing waste, improving resource efficiency, and lowering logistics and packaging costs. Its value lies not in the award itself but in its use within a real supply chain: trip count, handling efficiency, space utilisation, damage and repeat purchasing are the evidence that determines whether orders can continue.

Value-chain positioning
Who earns a seat depends on delivery capability
Paper producers | Work backwards from the finished pack and its operating conditions to define paper specifications, placing barrier performance, stiffness, printability and converting compatibility within the same development brief.
Functional-material suppliers | Upgrade a single barrier metric into combined validation of “material–structure–equipment–speed–yield”; use finished-product data to win orders for aqueous barriers, PHA and other technical routes.
Converters and equipment suppliers | Make prototyping produce records of forming cycle time, seal stability, waste rate and continuous-run performance.
Brand procurement | Move from purchasing “a green material” to purchasing a complete SKU defined by operating conditions, production-line data, compliance documents and an end-of-life pathway.
Recycling systems | Translate “recyclable” into consistent feedstock that can be sorted, repulped and traced.
Four questions after World Packaging Day

World Packaging Day lasts only one day each year, but once the table is set, every subsequent material choice, line trial and customer delivery is put to the test.
Whether paper packaging earns a seat at the table does not depend on a “green” label. It depends on passing four tests at the same time: functional protection, production-line stability, a functioning circular pathway and evidence delivery.
