产能系统解决“怎么做得更快”,判断系统解决“为什么值得做”。
过去几十年,造纸企业熟悉的是一套关于规模、效率和成本的增长逻辑:上设备、扩产能、提效率、降成本。
这套逻辑成就了许多优秀企业,也推动了整个行业进步。产能、效率和成本控制,今天仍然是企业竞争的基础。
但当越来越多企业具备相近的生产能力,竞争的问题也在发生变化:
下一台设备要不要上?下一轮产能要不要扩?一个新材料项目应该坚持多久?客户暂时不接受,是市场尚未成熟,还是技术路线需要重新判断?
这些问题,已经很难只靠“把事情做得更快”来回答。
造纸企业今天真正需要重新审视的,是支撑过去增长的经验,是否仍然足以支撑未来。

第一章
规模做大了,
价值是否跟上了
资源、区位、资金与规模,曾经为造纸企业建立起重要优势。
但规模竞争有一个值得警惕的特点:当越来越多企业沿着相似路径扩张时,新增供给本身,也会改变价格、竞争格局和资本回报。
对单个工厂而言,扩大产能、提高开工率、降低单位成本,都可能是合理选择。一家工厂通过扩产摊薄成本,可能获得阶段性优势;但当更多企业完成类似扩张,新增供给又可能形成新的价格压力。
效率提升当然有价值,但生产效率、销量增长与资本回报,并不是同一个指标。
于是,一个看起来完全合理的经营动作,可能出现另一种结果:
产能目标完成了,价值目标却没有完成。
这并不是因为行业缺少优秀经营者。真正困难的是,不同竞争者的资金来源、回报要求、资产结构,以及能够承受亏损的时间并不相同。
别人未必按照你的利润底线行动,也未必按照你熟悉的竞争逻辑行动。如果投资判断建立在“别人也不会再降价”的预期上,这个前提就可能比想象中脆弱。
投资完成了,不代表当初的判断今天仍然成立。
资本希望增长,业务希望扩张,生产希望提高开工率,技术团队希望项目继续推进,组织也倾向于维持已经形成的方向。每一种诉求单独看,都有合理性。
但这些合理性叠加起来,却未必自动指向一个有价值的结果。企业完全可能在一连串“每一步都有理由”的选择中,逐渐偏离最初应该解决的问题。
局部都说得通,不代表整体值得做。
真正需要判断的,不只是企业有没有能力继续扩大规模,而是扩大之后,能否创造与投入相称的价值。
第二章
一百次努力,
究竟在证明什么
这个问题,在功能纸、新材料和纸代塑领域尤其重要。
做出决定之前,决策者是否真正理解材料?是否比较过同一用途下不同材料和技术路线?是否了解从林浆资源、原纸制造,到涂布、印刷、成型、热封,再到使用环境与末端处理,各环节之间的关系?
是否知道客户愿意为什么付费?是否持续观察法规、成本、消费体验和产业链变化?
只看到一种材料的优点,还不足以判断一条技术路线的未来。单项性能成立,也不代表加工、成本、交付和市场接受度已经同时成立。
更值得警惕的是,一个尚待验证的技术假设,一旦进入预算、指标和组织考核,就可能从“需要检验的判断”变成“不再讨论的前提”。
于是,整个组织开始集中回答“怎样把它做出来”,却越来越少追问“为什么一定要这样做”。
材料表现不理想,可以解释为工艺还需要优化;客户不接受,可以解释为市场还需要教育;成本降不下来,可以期待未来扩大规模;连续失败,也可以归因于设备、参数、供应商或者执行不到位。
这些解释,有时确实成立。
问题在于:一个有效的研发和决策系统,必须允许原来的判断被证明是错的。
如果任何结果都无法改变原来的结论,那么试验就不再是在检验假设,而是在维护假设。
一百次努力,
可以用来逼近答案,
也可以用来维护一个答案。
两者表面上都很努力,本质上却完全不同。
前者通过有针对性的试验增加信息,即使结果不理想,也能帮助排除错误假设、缩小不确定性;后者则可能只是在增加投入,让组织越来越难改变原来的结论。
真正危险的,不是一次试验失败,而是企业投入半年、一年甚至更长时间之后,已经无法区分自己是在解决问题,还是在证明过去没有做错。
当方向与个人信誉、部门预算和组织考核绑在一起,承认需要调整,就不再只是一个技术问题。企业可能宁愿继续付出执行成本,也不愿重新审视最初的判断。
当然,另一个极端同样危险:不断讨论、不断等待、不断要求更多信息,却迟迟不作决定。
如果等待没有增加关键证据,只是在推迟承担责任,时间同样会变成损失。
专业判断不是仓促拍板,也不是无限等待。它意味着知道哪些信息已经足够支持决定,哪些关键假设仍然必须验证;既有能力推进,也有能力在证据变化时修正。
第三章
新的护城河,
不只是增加产能,
而是价值创造
判断力的意义,不只是帮助企业避开错误投资,更在于识别那些尚未被满足、客户却愿意持续付费的需求。
这也是功能新材料值得造纸企业重新思考的原因。
当企业只从单一环节评价材料,就容易忽略它在最终应用中的表现。把材料、原纸、涂布、印刷和成型围绕具体需求协同起来,才更有机会把单点优势转化为完整的产品能力。
企业提供的,也就不再只是一吨纸、一桶涂料或者一道加工工序,而是客户需要的使用结果。
有的应用需要更好的耐水、耐油,有的需要更稳定的热封和成型;有的着眼于减少材料耗用、改善回收适配、堆肥降解可选,有的更关注食品接触安全、加工效率和消费者体验。
这些需求的优先级并不相同。专业能力,就体现在能否把它们放回具体产品中,找到合适的组合。
真正的竞争力,不在于拥有一个别人没有听过的材料名称,而在于能否把材料转化为客户需要、产业链能够稳定制造、市场愿意持续付费的结果。
如果这种结果又难以被竞争者用相近的成本、质量和效率复制,它才更接近企业的新护城河。

第四章
看见机会,
也要看懂合作
功能新材料还有一个经常被低估的问题:
看见别人做出了结果,不等于已经掌握了实现结果的能力。
一个能够稳定商业化的材料或纸基包装产品,背后往往不是某一个配方参数,而是一整套经过长期试验形成的能力:原料选择、界面控制、配方窗口、涂布条件、设备匹配、失效经验、检测方法,以及持续积累的客户应用数据。
很多成果真正难复制的,恰恰是这些没有写在产品名称里的东西。
如果只看见样品的结果,却低估了从样品到稳定交付之间的积累,就可能把一条看似省成本的路径,走成新的时间消耗。把别人的长期开发简单理解为几个可以替换的原料,也是一种判断失误。
因此,有价值的共同开发,需要同时做到两件事:让产业链协同更加开放,也让贡献、边界和成果归属足够清楚。

林凡秋这句话的落点,是通过材料和功能创新,让纸进入过去难以进入的场景,承担过去难以承担的功能。
从纸杯、纸碗、纸盒、纸袋,到食品包装纸和纸基软包装,博碳围绕“源头减量、末端循环、降解可选”,根据具体用途、加工方式和末端处理条件,研究不同材料与工艺的组合。
这种判断既关乎今天怎么使用,也关乎使用之后还有哪些可能。
比如一个咖啡纸杯。
它的第一次生命,是盛放一杯咖啡。咖啡喝完以后,它的价值是否一定就此结束?

这些方向的价值,不在于给纸想出多少用途,而在于有没有解决真实问题:相较现有方案有什么优势?产业链能否稳定制造?成本是否能够接受?客户为什么愿意购买?能否形成持续的商业价值?
功能新材料打开了新的可能,专业判断则要从这些可能中识别真正值得投入的机会。
创新不是把用途想得更多,而是把真正有价值的新用途做出来。
从盛一杯咖啡,到托起一株幼苗,真正需要扩大的,不只是纸的产量,也是纸的价值边界。
第六章
当执行越来越容易,
判断反而越来越重要
AI正在改变企业获取信息、分析问题和形成方案的方式。在分析、创意等任务中,它能够帮助提高工作效率,但效果也取决于任务和使用方式。
对企业而言,AI既可以辅助执行,也可以帮助比较方案、寻找反例、检查假设。但这些能力能否真正改善决策,取决于组织如何使用它。
一个值得警惕的是:
如果判断未经充分检验,更强的执行能力,也可能更快地把错误放大。
当企业拥有更高效的信息工具、自动化设备和执行团队,一个未经充分验证的假设,也可能更快落到预算、设备、库存、KPI,以及整个组织的行动。
方案形成得快,不代表方向已经看清。论证写得完整,也不代表关键假设经得起检验。
因此,未来企业需要不断追问:
为什么做?
凭什么认为它成立?
什么证据出现时,我们愿意改变决定?
这些问题不是行动的阻力,而是让行动值得加速的前提。
拥有强大执行力的企业,可以比别人跑得更快;但如果缺少专业判断,也可能更快地沿着错误方向消耗资源。
如今,AI也能帮助我们减少主观偏差,更快接近事实本身。
价值创造者需要长期保持清醒:知道什么时候应该加速,什么时候应该停下来重新判断;能够区分已经无法收回的沉没成本,与未来仍值得投入的能力;也能分清企业增加的究竟是规模,还是价值。

Production systems answer how to work faster. Sound judgment answers why the work is worth doing.
For decades, paper manufacturers have followed a familiar path to growth built on scale, efficiency and cost: invest in equipment, expand capacity, raise productivity and reduce costs.
That approach has built many successful companies and advanced the industry as a whole. Capacity, efficiency and cost control remain essential to competitiveness today.
But as more companies develop comparable production capabilities, the questions that shape competition are changing:
Should we invest in the next machine? Should we proceed with another capacity expansion? How long should we persist with a new-materials project? If customers are not yet accepting it, is the market unready, or does the technical approach need reassessment?
Working faster alone can no longer answer these questions.
What paper manufacturers need to reconsider is whether the experience that drove past growth is still enough to support their future.

Chapter 1
Scale has grown.
Has value kept pace?
Resources, location, capital and scale have long given paper manufacturers important advantages.
Yet competition through scale has a feature that deserves attention: when more companies expand along similar paths, the additional supply itself changes prices, the competitive landscape and returns on capital.
For an individual mill, expanding capacity, increasing utilisation and lowering unit costs may all be rational choices. Spreading costs over higher output can provide a temporary advantage. But when more mills make similar expansions, the additional supply can create renewed pressure on prices.
Efficiency improvements are valuable, but production efficiency, sales growth and returns on capital measure different things.
An apparently reasonable business decision can therefore produce a different outcome:
The capacity target is met, but the value-creation target is not.
This is not a shortage of capable managers. The difficulty is that competitors have different funding sources, return expectations, asset structures and capacities to sustain losses.
Other companies may not share your minimum acceptable margin or follow the competitive logic you know. An investment case built on the expectation that competitors will stop cutting prices may rest on a more fragile assumption than it appears.
Completing an investment does not establish that the original judgment still holds today.
Investors want growth, commercial teams want expansion, production teams want higher utilisation, technical teams want projects to continue, and organisations tend to maintain an established direction. Each objective can make sense on its own.
Together, however, these individually reasonable objectives do not necessarily produce a worthwhile outcome. A business can gradually drift away from the problem it should be solving through a series of decisions, each with its own justification.
A sound case for each part does not guarantee a sound case for the whole.
The question is therefore whether expansion can create value commensurate with the investment, as well as whether the company has the capacity to expand.
Chapter 2
A hundred attempts:
what are they proving?
This question is particularly important in functional papers, new materials and paper-based alternatives to plastics.
Before deciding, do decision-makers understand the materials? Have they compared different materials and technical approaches for the same application? Do they understand the connections from forest and pulp resources and base-paper production through coating, printing, forming and heat sealing to use conditions and end-of-life treatment?
Do they know what customers will pay for? Are they tracking changes in regulations, costs, consumer experience and the value chain?
Seeing the advantages of one material is not enough to assess a technology's prospects. Demonstrating one performance attribute does not establish that processing, cost, delivery and market acceptance will also work.
A further concern arises when an untested technical hypothesis becomes embedded in budgets, targets and performance reviews. An assumption that needs testing can become a premise that nobody questions.
The organisation then concentrates on how to make it work, while asking less often why it must be done this way.
Disappointing material performance can be explained by the need for process optimisation. Customer rejection can be attributed to a need for market education. High costs can be expected to fall with scale. Repeated failures can be attributed to equipment, parameters, suppliers or execution.
Sometimes those explanations are valid.
But an effective R&D and decision-making process must allow the original judgment to be proved wrong.
If no result can change the initial conclusion, the trials are defending the hypothesis rather than testing it.
A hundred attempts can
bring us closer to an answer
or keep an existing answer intact.
Both can look like hard work, but they serve fundamentally different purposes.
Targeted trials add information. Even disappointing results can eliminate false assumptions and reduce uncertainty. Repeated spending without learning, by contrast, can make it increasingly difficult for an organisation to revise its original conclusion.
The real danger is reaching six months, a year or longer into a project and no longer being able to tell whether the company is solving a problem or trying to prove that its earlier decision was correct.
When a direction becomes tied to personal credibility, departmental budgets and performance reviews, admitting the need for change is no longer just a technical matter. A company may prefer to keep paying for execution rather than revisit its initial judgment.
The other extreme is also dangerous: endless discussion, waiting and requests for more information, without a decision.
If waiting produces no critical new evidence and merely postpones responsibility, the time lost has a cost too.
Professional judgment requires knowing which information is sufficient for a decision and which critical assumptions still need testing. It combines the ability to move forward with the ability to change course when the evidence changes, without rushing to a conclusion or waiting indefinitely.
Chapter 3
A new competitive advantage:
beyond capacity expansion
to value creation
Judgment helps companies avoid poor investments and, just as importantly, identify unmet needs that customers will continue paying to address.
This is why advanced functional materials deserve renewed attention from paper manufacturers.
Evaluating a material at only one stage can obscure its performance in the final application. Coordinating materials, base paper, coating, printing and forming around a specific need offers a better chance of turning an isolated advantage into a complete product capability.
The company then supplies the outcome the customer needs, extending its offer beyond a tonne of paper, a drum of coating or a single converting operation.
Some applications need better water and grease resistance; others require more reliable heat sealing and forming. Some focus on reducing material use, improving compatibility with recycling or enabling compostability as an option. Others prioritise food-contact safety, processing efficiency and consumer experience.
These needs have different priorities. Expertise lies in assessing them within a specific product and finding a suitable combination.
Real competitiveness comes from turning materials into outcomes customers need, the value chain can manufacture reliably, and the market will continue to pay for.
When competitors struggle to reproduce those outcomes at comparable cost, quality and efficiency, they become a more durable competitive advantage.
'Are we simply doing more, or making better choices?' asks Lin Fanqiu. 'The starting point for BIOTEN PHA is to create value for customers.'
The letters 'PHA' cannot establish that value on their own. Materials are a means to an end. What customer problem is solved? What does manufacturing cost? How does the solution fit existing equipment? Can it be produced consistently? Why would the market keep buying it?
DBC organises its barrier-engineering approaches under BIOTEN Plus, Pro and Ultra. These address general paper-based food packaging, custom barriers and process integration, and specialised work on liquid packaging and demanding structures, respectively. Technical combinations are selected according to the application, equipment, cost constraints and validation objectives.
The aim is not to give every customer the highest specification.
Creating value also means avoiding charges for capabilities customers do not need today.
Today's solution should serve today's business, with options to upgrade as applications, customer requirements and market conditions change. Customers benefit from a technical partner that can develop alongside their business, as well as from the material itself.
Lin Fanqiu says: 'We respect the contribution of PE extrusion coating, as well as the market's practical needs and the way it develops. Developing alternatives to plastics must be a long-term undertaking that makes economic sense for customers, enables partners to grow and delivers reasonable returns on R&D. We should not treat the transition as an opportunity to extract a short-term premium. To build this undertaking at scale, we must hold to our convictions and principles.'
A sustainable alternative needs a workable balance of performance, cost, processing, regulation and market demand. Simply presenting a new material as more advanced than an existing one is not enough.
Chapter 4
Recognise the opportunity.
Understand the partnership.
Advanced functional materials raise another frequently underestimated issue:
Seeing someone else's result does not mean possessing the capability to achieve it.
A material or paper-based packaging product that can be commercialised reliably usually depends on much more than a formulation parameter. It draws on capabilities developed through extensive testing: raw-material selection, interface control, workable formulation ranges, coating conditions, equipment compatibility, experience of failures, test methods and accumulated customer application data.
These capabilities, which do not appear in a product name, are often the hardest part to replicate.
Focusing on a sample while underestimating the work required for consistent delivery can turn an apparent cost-saving shortcut into a lengthy detour. Reducing another team's years of development to a few interchangeable ingredients is also an error of judgment.
Effective joint development therefore requires both openness across the value chain and clarity about contributions, boundaries and ownership of results.
Lin Fanqiu says: 'We welcome application developers. But we do not accept obtaining or using proprietary R&D results without authorisation in the name of cooperation, then bypassing the creators and erasing their contribution.'
Maintaining boundaries does not mean rejecting cooperation. It means assessing potential partners on the facts: some merit a relationship built on trust, while others operate in ways that do not align with our values.
Cooperation can develop from a single transaction into sustained innovation only when those who create value can earn reasonable, continuing returns.
For partners with a sustained record of trustworthiness and a willingness to invest jointly, BIOTEN is prepared to prioritise access to new applications and market opportunities that are ready for introduction. Earlier visibility, assessment and choice can help partners turn an opportunity into a first-mover advantage.
Good industrial partnerships do more than deliver an order together. They enable each party to develop capabilities it did not previously have.
This is also an important question for the next stage of China's paper packaging value chain.
China has built manufacturing strengths across materials, papermaking, coating, printing, equipment, converting and supply chains. The next opportunity is to combine those capabilities into new products and solutions for new markets, alongside continued improvements in the cost of existing products.
China's paper packaging value chain can offer sustainable products, technologies and solutions to global markets, as well as competitive costs and production capacity.
Advanced functional materials can therefore enable more than a material substitution. They can help the value chain compete internationally on product and technical capability.
Chapter 5
Keeping paper's familiar form,
expanding where it can be used
'We do not change what paper looks like; we change where it can go.'
Lin Fanqiu's point is that innovation in materials and functionality can bring paper into applications and roles that were previously difficult for it to serve.
From cups, bowls, cartons and bags to food-wrapping papers and paper-based flexible packaging, BIOTEN studies combinations of materials and processes around source reduction, recovery after use and degradability as an option. The approach depends on the application, converting process and available end-of-life treatment.
This judgment concerns both how a product is used today and what may be possible after that use.
Consider a paper coffee cup.
Its first role is to hold coffee. Must its value end when the coffee is finished?
BIOTEN is exploring another possibility:
'When the coffee is finished, the cup begins to grow.'
This development approach concerns coffee cups specifically designed for a second use. The design stage considers both beverage service and subsequent seedling cultivation, exploring whether the cup can become a seedling container after its initial use.
Moving from holding coffee to supporting a seedling involves planning for the next use from the outset, rather than simply giving the product a new label.
It raises a question for further research across the value chain:
Must a packaging product's value end with its first use?
The same thinking could lead to research into seedling containers, nursery pots and grow bags, seed tapes, water-retaining functional papers, other paper-based agricultural materials, household and personal-care packaging, and decorative products.
The value of these directions depends on solving real problems. What advantages do they offer over existing solutions? Can they be manufactured consistently? Are costs acceptable? Why would customers buy them? Can they create lasting commercial value?
Advanced functional materials open up possibilities. Professional judgment identifies which of them merit investment.
Innovation means developing new uses that deliver real value, rather than merely imagining more uses.
From holding a cup of coffee to supporting a seedling, the opportunity is to expand the value paper can deliver as well as the volume produced.
Chapter 6
As execution becomes easier,
judgment becomes more important
AI is changing how companies access information, analyse problems and develop proposals. It can improve efficiency in analysis and creative work, although its effectiveness depends on the task and how it is used.
AI can support execution, compare options, seek counterexamples and test assumptions. Whether those capabilities improve decisions depends on how the organisation uses them.
One risk deserves particular attention:
Stronger execution can amplify errors faster when the underlying judgment has not been adequately tested.
With more efficient information tools, automated equipment and execution teams, an insufficiently tested assumption can move more quickly into budgets, equipment purchases, inventories, KPIs and action across the organisation.
Producing a proposal quickly does not establish that the direction is sound. A complete-looking argument does not establish that its critical assumptions withstand scrutiny.
Businesses therefore need to keep asking:
Why are we doing this?
What evidence supports the case?
What evidence would make us change our decision?
These questions establish whether the work deserves to move faster.
A company with strong execution can move faster than its peers. Without sound judgment, it can also consume resources faster in the wrong direction.
Used critically and checked against evidence, AI can also help identify subjective biases and bring us closer to the facts.
Value creators must remain clear-eyed: knowing when to accelerate and when to stop and reassess; distinguishing unrecoverable sunk costs from capabilities that still merit future investment; and recognising whether the business is adding scale or value.
In the past, paper manufacturers learned how to scale up.
For the future, they must judge what is worth scaling.
