纸箱原纸占近半壁江山,特种纸增产却未同步增加内需。看懂十类纸的规模、用途和市场去向。
2025年,中国纸及纸板产量达到14135万吨。其中,瓦楞原纸与箱纸板合计6470万吨,占45.77%。平时最容易被忽略的纸箱原纸,撑起了近半壁江山。
这么大的市场,怎样找到与自己有关的生意?先看每类纸有多大体量,再看纸去了哪里,最后回到工厂和客户的账本。生产得多、国内用得多、企业赚得多,是三件需要分别看的事。
十类纸,先看规模
以下按中国造纸协会《中国造纸工业2025年度报告》的十个统计类别,依2025年生产量降序排列,国内消费量并列展示。“其他”保留为统计集合,铜版纸、涂布白纸板作为所属大类的子项,不重复计入总量。

01|瓦楞原纸
生产3255万吨|消费3482万吨
生产同比增长3.50%。
纸箱中间的波浪芯纸。它承担缓冲和支撑,服务快递、电商及工业品运输。
02|箱纸板
生产3215万吨|消费3653万吨
生产同比增长5.93%。
纸箱的面层和里层,常见牛卡、再生箱板等产品。抗压、印刷和使用环境,是下游选纸的重要依据。
03|未涂布印刷书写纸
生产1875万吨|消费1783万吨
生产同比增长1.63%。
教材、图书、办公打印等场景的常用纸类。市场体量居第三,需求来自出版、教育和办公等用途。
04|白纸板
生产1760万吨|消费1509万吨
生产同比增长2.62%。
服务商品折叠纸盒等包装用途。原表其中“涂布白纸板”为1670万吨;这一统计项不直接改称白卡纸。

05|生活用纸
生产1315万吨|消费1150万吨
生产同比增长4.37%。
卷纸、抽纸、面巾纸和餐巾纸等。它离消费者很近,经营上还要看品牌、渠道与终端体验。
06|包装用纸
生产785万吨|消费811万吨
生产同比增长1.29%。
服务包裹、制袋等用途的包装纸类。它是协会单独列出的统计项,并非所有包装相关纸张的总和。
07|涂布印刷纸
生产720万吨|消费538万吨
生产同比增长2.13%。
用于画册、杂志等印刷场景。其中铜版纸产量695万吨;采购还要区分光泽、克重和印刷适配。
08|其他纸及纸板
生产635万吨|消费588万吨
生产同比增长7.63%。
这是未单列品种的统计集合,不对应一种纸或一家龙头。按产量排序,它位列第八。
09|特种纸及纸板
生产510万吨|消费269万吨
生产同比增长5.15%。
面向多种专门用途。标签、食品包装、医疗等应用值得分别研究,细分品种的需求和技术门槛差异很大。
10|新闻纸
生产65万吨|消费96万吨
生产同比下降7.14%。
主要服务报纸印刷。2025年生产与消费都下降,是这张榜单中规模较小、需求收缩明确的一类。

纸箱为何占了近一半
瓦楞原纸与箱纸板通常配合使用:一类构成芯层,一类构成面层和里层。它们背后连接的是商品运输,而不只是消费者直接购买纸张的需求。
国家邮政局公布,2025年全国快递业务量完成1989.5亿件,同比增长13.6%。电商之外,食品、家电、日用品和工业品的流转,同样需要运输包装。
包裹件数与原纸吨数也不会一比一增长。纸箱尺寸、箱型、轻量化、循环周转,以及其他包装方式的使用,都会影响每笔订单耗用多少纸。对纸箱厂和原纸供应商,客户发货量与单箱用纸量,应该放在一起看。
谁在供应这两类纸?协会的2025年主要生产企业名单中,箱纸板列有玖龙、山鹰、理文、荣成等;瓦楞原纸列有玖龙、武汉金凤凰、山鹰、东莞金洲等。两张名单并不相同,不能把箱板的竞争格局直接套给瓦楞。
对于采购,名单只是找供应商的起点。同样叫箱板或瓦楞原纸,到了某款纸箱上,还要比较强度、适用箱型、到厂成本和交付稳定性。

换看需求,榜单有新答案
按生产量,瓦楞原纸第一;按国内消费量,箱纸板第一。2025年,箱纸板净进口438万吨,瓦楞原纸净进口227万吨,两类纸的供给都包含进口来源。
在报告的统计口径下,生产量加进口量、减出口量,与所列消费量相衔接。因此,国内产量之外还有多大进口规模,是判断市场供给不可缺少的一部分。至于进口补充的是哪些档次、哪些地区的需求,需要再看具体纸品和贸易结构。
另一边,特种纸及纸板的信号更值得细看:产量增长5.15%,国内消费量却下降2.18%,出口量增长14.29%。全年出口256万吨,与510万吨的产量相比,约相当于一半。
这告诉加工企业和材料供应商:看到“特种纸增长”,还需要追问,订单在国内还是海外,增长落在哪个用途,客户要求又有什么不同。出口型标签材料、食品包装材料与其他特种纸,不会面对完全一样的市场。
白纸板全年净出口251万吨,生活用纸净出口165万吨,涂布印刷纸净出口182万吨。由此看,海外需求也是多个纸类的重要去向;仅凭国内产量,很容易把内需与出口驱动混在一起。

大市场里,要找到好订单
一张产量榜还不能回答利润问题。协会报告统计的2553家造纸生产企业,2025年利润总额为236亿元,同比下降7.11%;产成品存货为456亿元,同比增长10.57%。
行业增加了产量,企业仍可能面对价格、成本和库存压力。市场集中度会影响竞争方式,但原料成本、产能投放、产品差异与客户需求,也都在决定利润。
对纸包产业链,值得追的是具体订单提出的新要求。一本教材重视印刷与阅读,一只运输箱重视保护与到货,一只餐盒还要应对食品、温度和盛装时间。同样是一吨纸,进入不同产品,客户愿意付费解决的问题并不相同。
食品包装正好提供了一个具体入口。升级纸杯、餐盒或纸袋,往往要把原纸、功能层和成型加工一起考虑。纸张能否稳定涂布,折叠和封合是否顺畅,盛装后表现如何,都会影响交付。

这张榜最有用的地方,是帮从业者找到下一步该问的问题:量在哪个纸类,订单来自哪里,客户为什么选择这款纸,工厂靠什么把它稳定交出去。
看规模用产量,看去向用消费和贸易,看生意还得回到成本与客户。

Containerboard accounts for almost half of output, while higher specialty-paper production has not translated into stronger domestic demand. Here is how ten paper categories compare in scale, uses and market destinations.
China produced 141.35 million tonnes of paper and paperboard in 2025. Corrugating medium and linerboard together accounted for 64.70 million tonnes, or 45.77%. The materials behind everyday corrugated boxes make up almost half of the total.
How can businesses identify opportunities in a market this large? Start with the size of each category, examine where the paper goes, and then consider the economics for mills and customers. Production volume, domestic consumption and profitability are three different measures.
Ten paper categories ranked by production
The ten statistical categories in the China Paper Association's China Paper Industry Annual Report 2025 are listed below in descending order of 2025 production, alongside domestic consumption. 'Other' remains an aggregate category. Art paper and coated white paperboard are subcategories of their respective parent categories and are not counted again in the total.

01 | Corrugating medium
Production: 32.55 million tonnes | Consumption: 34.82 million tonnes
Production increased by 3.50% year on year.
This is the fluted core of a corrugated box. It provides cushioning and structural support for parcel delivery, e-commerce and industrial transport.
02 | Linerboard
Production: 32.15 million tonnes | Consumption: 36.53 million tonnes
Production increased by 5.93% year on year.
Linerboard forms the outer and inner facings of corrugated boxes. Common grades include kraftliner and recycled linerboard. Strength, printability and intended service conditions are important selection criteria.
03 | Uncoated printing and writing paper
Production: 18.75 million tonnes | Consumption: 17.83 million tonnes
Production increased by 1.63% year on year.
Used for textbooks, books and office printing, this category ranks third by production. Demand comes from publishing, education and office applications.
04 | White paperboard
Production: 17.60 million tonnes | Consumption: 15.09 million tonnes
Production increased by 2.62% year on year.
Used in packaging applications such as folding cartons. The original table includes 16.70 million tonnes of coated white paperboard within this category. The statistical category should not simply be relabelled as virgin-fibre white card or folding boxboard.

05 | Tissue paper
Production: 13.15 million tonnes | Consumption: 11.50 million tonnes
Production increased by 4.37% year on year.
This includes toilet tissue, facial tissue and napkins. It is closely connected to consumers, so brands, distribution channels and the end-user experience also matter to business performance.
06 | Packaging paper
Production: 7.85 million tonnes | Consumption: 8.11 million tonnes
Production increased by 1.29% year on year.
Paper for wrapping, bag-making and related uses. This is a separate statistical category in the association's report, not the sum of all paper used in packaging.
07 | Coated printing paper
Production: 7.20 million tonnes | Consumption: 5.38 million tonnes
Production increased by 2.13% year on year.
Used for illustrated publications, magazines and other printing applications. Art paper accounted for 6.95 million tonnes within the category. Buyers also need to distinguish gloss, grammage and printing suitability.
08 | Other paper and paperboard
Production: 6.35 million tonnes | Consumption: 5.88 million tonnes
Production increased by 7.63% year on year.
This combines grades that are not reported separately. It does not represent a single paper type or producer, and ranks eighth by output.
09 | Specialty paper and paperboard
Production: 5.10 million tonnes | Consumption: 2.69 million tonnes
Production increased by 5.15% year on year.
This category serves a wide range of specialised uses. Labels, food packaging and medical applications deserve separate analysis because demand and technical requirements vary considerably by grade.
10 | Newsprint
Production: 650,000 tonnes | Consumption: 960,000 tonnes
Production decreased by 7.14% year on year.
Primarily used for newspapers. Both production and consumption fell in 2025, making this the smallest category in the ranking and one with a clear contraction in demand.

Why containerboard accounts for almost half
Corrugating medium and linerboard normally work together: one forms the fluted core, while the other forms the facings. Their demand is tied to the movement of goods, rather than only to consumers buying paper directly.
According to the State Post Bureau, China handled 198.95 billion express-delivery items in 2025, up 13.6% year on year. Beyond e-commerce, the movement of food, appliances, everyday goods and industrial products also requires transport packaging.
Parcel numbers and paper tonnage do not grow in a one-to-one relationship. Box dimensions, construction, lightweighting, reuse and alternative packaging all affect paper use per order. Box manufacturers and paper suppliers should examine customers' shipment volumes alongside paper consumption per box.
Who supplies these grades? The association's list of major producers for 2025 includes Nine Dragons Paper, Shanying International, Lee & Man Paper and Long Chen Paper for linerboard. For corrugating medium, it includes Nine Dragons Paper, Wuhan Golden Phoenix Paper, Shanying International and Dongguan Jinzhou Paper. The lists differ, so the competitive landscape for linerboard should not simply be applied to corrugating medium.
For procurement, such lists are only a starting point. Even within the same grade category, buyers need to compare strength, suitability for the box design, delivered cost and reliability of supply.

A different ranking when demand is considered
Corrugating medium ranks first by production, but linerboard ranks first by domestic consumption. In 2025, net imports were 4.38 million tonnes for linerboard and 2.27 million tonnes for corrugating medium. Imported material is part of the supply of both grades.
Under the report's statistical framework, production plus imports minus exports reconciles with reported consumption. Imports therefore need to be considered alongside domestic output when assessing supply. Identifying the grades and regions served by imports requires a closer look at product and trade data.
Specialty paper and paperboard presents another important signal: production rose by 5.15%, while domestic consumption fell by 2.18% and exports increased by 14.29%. Full-year exports were 2.56 million tonnes, equivalent to roughly half of the 5.10 million tonnes produced.
For converters and material suppliers, 'growth in specialty paper' raises further questions: are orders domestic or overseas, which applications are expanding, and how do customer requirements differ? Export-oriented label stock, food-packaging materials and other specialty grades do not all serve the same market.
Full-year net exports were 2.51 million tonnes for white paperboard, 1.65 million tonnes for tissue paper and 1.82 million tonnes for coated printing paper. Overseas demand is therefore an important destination for several categories. Domestic production alone can blur the distinction between domestic consumption and export-driven demand.

Finding worthwhile orders in a large market
A production ranking cannot answer the profitability question. The 2,553 paper-producing enterprises covered by the association's economic statistics reported total profit of RMB 23.6 billion in 2025, down 7.11% year on year. Finished-goods inventories reached RMB 45.6 billion, up 10.57%.
Higher industry output can coexist with pressure on prices, costs and inventories. Market concentration affects competition, but raw-material costs, new capacity, product differentiation and customer demand also shape profitability.
For the paper packaging value chain, the useful questions concern the requirements behind specific orders. A textbook needs good printing and readability; a shipping box needs protection and reliable arrival; a food container must also cope with its contents, temperature and holding time. The same tonne of paper can address very different problems that customers are willing to pay to solve.
Food packaging provides a concrete starting point. Improving a paper cup, food container or bag often requires base paper, functional layers and converting processes to be considered together. Consistent coating, folding and sealing performance, as well as behaviour during use, all affect the finished product.
BIOTEN's application development for PHA waterborne barriers focuses on these issues: matching the barrier layer to the product's use, meeting applicable food-contact and performance requirements, and evaluating alternatives to conventional PE extrusion coating. Material consumption, processing efficiency and the conditions for treatment after use are included in the comparison.
For a business developing a new product, benchmarking an existing cup or container is more useful than following a headline growth rate alone. Define the food, contact time and temperature, base paper and equipment conditions, then compare production yield, actual use performance and cost per item. This turns demand into a specific development task.

Turning the ranking into business questions
The ranking is most useful as a guide to what to ask next: which grades account for the volume, where orders originate, why customers choose a particular paper, and how mills can supply it consistently.
Use production to assess scale, consumption and trade to understand market destinations, and costs and customer needs to evaluate the business.
