成熟PE淋膜等结构仍能稳定阻水、阻油和热封;但连锁采购现在还要同时回答减塑、再浆、环境责任、真实城市末端与跨门店交付。
连锁餐饮现在换包材,不是因为PE已经失效,而是采购目标变了:过去证明“好用”就够了,今天最终SKU还要同时证明安全、制造、减量、末端与供应链责任。
2026年8月,PPWR开始分阶段适用,生态环境法典施行;北京外卖绿色包装指南又将在9月1日实施。政策不指定一种替代材料,却把责任从材料性能推向SKU、供应链和使用去向。
这不等于PE必然退出,也不预设纸基、水性涂层或生物基材料天然低碳。结构是否更优,仍要在同一菜单、设备、物流和城市末端中比较。

为什么现在换:不是PE失效,是采购目标多了五个答案
传统PE淋膜等成熟结构不是突然“不好用”了。同行评议研究显示,纸或纸板上的聚合物挤出涂层可提供热封以及液体、气体和油脂阻隔,PE等聚烯烃仍是常见涂层材料。
真正改变的是采购目标:除了安全、阻隔、热封和规模制造,还要回答减塑或减量、纤维再浆、碳与环境声明边界、城市真实接收,以及跨门店稳定交付与追溯。换材不是把PE换成另一个材料名,而是让最终SKU在更多目标上同时成立。

一张证书为什么不够
2025年国家监督抽查116批次食品接触用纸容器,发现9批次不合格,约占7.8%。问题既有荧光性物质和感官,也有抗压、杯身挺度等使用性能。抽样结果不能代表全部市场,却证明最终餐盒需要同时接受化学安全和结构性能检验。
材料合格不自动等于杯身挺度合格,原纸合格也不自动等于印刷、涂布、成型后的最终SKU没有气味、迁移或渗漏风险。

政策把责任推向SKU、供应链和使用去向
生态环境法典已于2026年8月15日施行。第998条涉及一次性塑料制品使用、回收报告,第1000条规定绿色采购与绿色供应链;原则条款推动采购记录升级,却没有规定所有供应商交同一套文件。
北京DB11/T 2510—2026已发布、将于9月1日实施。官方解读把餐品分为简易包装与密封包装,并以汤汁是否超过容器高度四分之一作为一个分类条件,说明菜单场景必须进入包装选择。
欧盟PPWR自8月12日起分阶段适用。制造商需完成符合性评估、技术文件和欧盟符合性声明;一次性包装文件保存5年、可重复使用包装保存10年。多数2030义务并未提前生效。
证据类型01 · SAFETY & COMPLIANCE
安全合规证据:证明最终SKU在预期条件下可以用
起点是一份版本化BOM:原纸或树脂、涂层、塑料层、胶黏剂、油墨、色母、封签、杯盖和内外表面处理分别是什么,食品接触面在哪里,谁是最终制品责任主体。材料名称、品牌宣传和单层报告不能替代结构图。
预期用途要写成测试条件:食品类型、温度、时间、热灌装、微波、冷冻复热及面积体积比。GB4806.8—2022适用于食品接触用纸和纸板材料及制品;GB4806.10—2025针对涂料及涂层,已发布并将于9月2日替代2016版。
迁移、感官、风险物质和其他安全项目要绑定最终SKU、批次和方法。配方、克重、涂布量、固化条件或加工地点变化,应触发风险评估和必要复验。
欧盟食品接触包装PFAS存在25ppb、250ppb和50ppm三组限值,分别对应不同测量口径。欧委会指南又指出欧盟尚无统一PFAS测试方法,因此“无氟”声明必须同时写明检测对象、方法、检出限和样品结构。

证据类型02 · PRODUCTION & USE
生产使用证据:证明能稳定做,也能跨门店稳定用
餐饮包装没有脱离菜单的性能。美团披露其绿色包装解决方案覆盖16类菜品;截至2025年底累计孵化投放43款、超过415万件绿色包装制品。这是企业披露,但16类菜品揭示了采购逻辑:汤面、炒饭、油炸食品、冰饮和披萨不应共用一套验证条件。
真实场景表至少包含食品、温度、盛装与配送时间、堆叠、晃动、跌落、冷凝和开启动作。阻油、耐水、气体阻隔、热封、成型、抗压和杯身挺度,应服务具体失效模式,不能只展示一个脱离场景的最优数值。
连续试产要记录机速、涂布量、干燥固化、封口温度窗口、成型稳定性、废品率和换卷换批影响。样品室能手工调好的结构,如果必须降速或增加人工检验,跨基地导入成本会完全不同。
门店试用则要记录边、角、壁、接缝和盖口的失效:运输后是否软化、变形、串味、开裂或渗漏;同批和跨批差异有多大。只有把失效记录反馈到BOM和工艺,产品才是可复制,而不是偶然通过。
证据类型03 · DELIVERY & END-OF-LIFE
交付与末端证据:证明能持续供货,也能兑现环境声明
规模交付首先是质量系统。供应商按批提供COA或等效放行记录,建立原料批次—生产批次—最终SKU—交付门店追溯链;原纸、涂层、胶黏剂、设备、工厂或关键参数变化,要有预先通知、风险评估和必要复验。
环境声明必须绑定目标地区。Cepi实验室方法可以模拟碎解、筛分和成纸,得到粗渣、细渣和再生浆质量;它支持技术可回收性,却不能自动证明目标城市会收集、分选并送入匹配纸厂。还需补充当地投放类别、收运、分选、处理或接收方。
复用方案要证明回收率、周转次数、清洗消毒、损耗和逆向物流;堆肥方案要核对认证对象、最终SKU、厚度和目标地区的单独收集与接收设施。没有真实路径时,只能写“技术上具备某项条件”。
2023年欧盟产生7970万吨包装废弃物,人均177.8千克,其中纸和纸板占40.4%。如此规模的末端压力,使“设计上可回收”必须继续追问真实去向。

从试样到规模交付
场景锁定|采购方给菜单、温度时间、门店设备、配送距离、目标地区和环境声明;供应商交第一版BOM、适用表与风险清单。
最终SKU|安全合规、连续试产、运输使用、批次规则和末端路径同步形成,任何P0问题都不能用另一类优势覆盖。
门店试点|用代表性高风险菜单和配送路径记录泄漏、变形、投诉、良率与交付;试点不是规模采用的终点。
多店复制|按批交数据、监控异常和变更;环境声明再用真实收集、回收或复用数据逐步升级。
最强反方:三类证据会不会挡住中小供应商?
会增加成本和周期。九毛九披露2025年环保包装支出335万元,占包装总支出5.21%。这是单一企业数据,不能代表行业,却说明绿色包装仍是需要预算和分阶段导入的采购项目。
解决办法不是取消证据,而是分层:干燥、低温、短时和简单结构采用基础包;热汤、高油、长时配送、微波和多层复合进入增强验证;规模采购、多基地、欧盟出口或公开回收/堆肥主张使用完整包。食品安全硬门不因企业规模而降低。
供应商竞争力也不等于证书数量。更有价值的是把报告映射到准确SKU,明确缺口,用一次连续试产同时回答多个问题,并在配方或场景变化时快速更新证据。

Foodservice Packaging Procurement Watch

Mature structures such as PE extrusion coating still provide reliable water resistance, grease resistance and heat sealing. But chain procurement must now also address plastics reduction, repulpability, environmental accountability, real-world municipal end-of-life pathways and consistent delivery across stores.
Restaurant chains are changing packaging not because PE has ceased to work, but because procurement objectives have changed: where proving that a package worked used to be enough, the final SKU must now demonstrate safety, manufacturability, material reduction, end-of-life outcomes and supply-chain accountability at the same time.
In August 2026, the PPWR began to apply in stages and China’s Ecological and Environmental Code took effect; Beijing’s green packaging guidelines for food delivery will take effect on 1 September. These policies do not prescribe a single substitute material, but extend responsibility beyond material performance to the SKU, supply chain and actual end-of-life destination.
This does not mean that PE must disappear, nor does it assume that paper-based solutions, waterborne coatings or bio-based materials are inherently low-carbon. Whether a structure is better must still be compared under the same menu, equipment, logistics and municipal end-of-life conditions.

Why Switch Now? PE Has Not Failed; Procurement Now Demands Five More Answers
Traditional, mature structures such as PE extrusion coating have not suddenly stopped working. Peer-reviewed research shows that polymer extrusion coatings on paper or paperboard can provide heat sealing and barriers to liquids, gases and grease; polyolefins such as PE remain common coating materials.
What has changed is the procurement objective. Beyond safety, barrier performance, heat sealing and scalable manufacturing, buyers must now address plastics reduction or lightweighting, fibre repulpability, the boundaries of carbon and environmental claims, actual municipal acceptance, and consistent multi-store delivery and traceability. Changing materials is not simply replacing PE with another material name; it is about ensuring that the final SKU meets more objectives simultaneously.

Why One Certificate Is Not Enough
In 2025, national supervision sampling inspected 116 batches of paper containers for food contact and found 9 batches non-compliant, or approximately 7.8%. Findings included fluorescent substances and sensory characteristics as well as compression resistance and cup-body stiffness. The sampling results do not represent the entire market, but they show that finished food containers require both chemical-safety and structural-performance testing.
A compliant material does not automatically ensure compliant cup-body stiffness. Likewise, compliant base paper does not automatically mean that the final SKU, after printing, coating and forming, is free from odour, migration or leakage risks.

Policy Extends Responsibility to the SKU, Supply Chain and Actual End-of-Life Destination
China’s Ecological and Environmental Code took effect on 15 August 2026. Article 998 covers the use of single-use plastic products and recycling reports, while Article 1000 addresses green procurement and green supply chains. These principle-based provisions encourage more rigorous procurement records but do not require every supplier to submit the same document set.
Beijing standard DB11/T 2510—2026 has been published and will take effect on 1 September. The official interpretation divides meal packaging into simple and sealed packaging and uses whether the soup level exceeds one-quarter of the container height as one classification criterion. This shows that menu and use scenarios must inform packaging selection.
The EU PPWR has applied in stages since 12 August. Manufacturers must complete a conformity assessment and prepare technical documentation and an EU declaration of conformity. Documentation must be retained for five years for single-use packaging and ten years for reusable packaging. Most obligations scheduled for 2030 have not taken effect early.
Evidence Type 01 · SAFETY & COMPLIANCE
Safety and Compliance Evidence: Prove the Final SKU Is Fit for Its Intended Conditions of Use
The starting point is a version-controlled bill of materials: identify the base paper or resin, coating, plastic layer, adhesive, ink, masterbatch, seal, cup lid and internal and external surface treatments; specify the food-contact surface and the entity responsible for the finished article. A material name, brand claim or single-layer test report cannot replace a structural specification.
Intended use must be translated into test conditions: food type, temperature, duration, hot filling, microwave use, freeze-and-reheat conditions and the surface-area-to-volume ratio. GB 4806.8—2022 applies to paper and paperboard materials and articles for food contact. GB 4806.10—2025 covers coatings and coating layers; it has been published and will replace the 2016 edition on 2 September.
Migration, sensory characteristics, substances of concern and other safety parameters must be tied to the final SKU, batch and test method. Changes to the formulation, basis weight, coat weight, curing conditions or processing site should trigger a risk assessment and, where necessary, retesting.
EU food-contact packaging is subject to three PFAS limits—25 ppb, 250 ppb and 50 ppm—each based on a different measurement basis. European Commission guidance also notes that the EU has no harmonised PFAS test method. A “fluorine-free” claim must therefore specify the analyte, method, limit of detection and sample construction.

Evidence Type 02 · PRODUCTION & USE
Production and Use Evidence: Prove It Can Be Manufactured Consistently and Perform Reliably Across Stores
Foodservice packaging has no context-free performance. Meituan disclosed that its green packaging solutions cover 16 food categories; by the end of 2025, it had incubated and deployed 43 solutions comprising more than 4.15 million green packaging items. This is a corporate disclosure, but the 16 categories reveal the procurement logic: soup noodles, fried rice, fried foods, iced drinks and pizza should not share one set of validation conditions.
A real-world scenario matrix should include the food, temperature, filling and delivery time, stacking, shaking, dropping, condensation and opening actions. Grease resistance, water resistance, gas barrier, heat sealing, formability, compression strength and cup-body stiffness should address specific failure modes, rather than showcase one optimum value detached from the use scenario.
Continuous production trials should record line speed, coat weight, drying and curing, the heat-sealing temperature window, forming stability, reject rate, and the effects of roll and batch changeovers. A structure that can be adjusted manually in a sample room may have a very different cross-site rollout cost if it requires slower line speeds or additional manual inspection.
Store trials should document failures at edges, corners, walls, seams and lid interfaces: whether the package softens, deforms, transfers odour or flavour, cracks or leaks after transport, and how much performance varies within and across batches. Only when failure records feed back into the bill of materials and process controls is the product repeatable rather than an occasional pass.
Evidence Type 03 · DELIVERY & END-OF-LIFE
Delivery and End-of-Life Evidence: Prove Continuity of Supply and Substantiate Environmental Claims
Scaled delivery begins with a quality system. Suppliers should provide a certificate of analysis or equivalent batch-release record for each batch and establish traceability from raw-material batch to production batch, final SKU and destination store. Changes to base paper, coatings, adhesives, equipment, plants or key parameters require advance notification, risk assessment and, where necessary, retesting.
Environmental claims must be tied to the target geography. The Cepi laboratory method can simulate disintegration, screening and papermaking and measure coarse rejects, fine rejects and recovered-pulp quality. It supports technical recyclability, but it does not automatically prove that the target city will collect, sort and send the package to a compatible paper mill. Local disposal categories, collection, sorting, treatment and the receiving facility must also be identified.
Reuse programmes must substantiate return rates, number of rotations, cleaning and sanitisation, losses and reverse logistics. Composting programmes must separately verify the certified object, final SKU, thickness, and the availability of separate collection and accepting facilities in the target region. Without a real pathway, the claim can only state that the product “technically meets a specified condition.”
In 2023, the EU generated 79.7 million tonnes of packaging waste, or 177.8 kg per person; paper and cardboard accounted for 40.4%. End-of-life pressure on this scale means that “designed for recycling” must be followed by the question: where does it actually go?

From Prototype to Scaled Delivery
Scenario definition |The buyer provides the menu, temperature and duration, store equipment, delivery distance, target geography and intended environmental claims. The supplier provides the first version of the bill of materials, an applicability matrix and a risk register.
Final SKU |Safety and compliance, continuous production trials, transport and use, batch controls and the end-of-life pathway are developed together. No P0 issue can be offset by an advantage in another category.
Store pilot |Use representative high-risk menu items and delivery routes to record leakage, deformation, complaints, yield and delivery performance. A pilot is not the endpoint of scaled adoption.
Multi-store rollout |Submit batch data and monitor exceptions and changes. Environmental claims can then be progressively strengthened with actual collection, recycling or reuse data.
The Strongest Counterargument: Will Three Evidence Categories Shut Out Smaller Suppliers?
They will increase cost and lead time. Jiumaojiu disclosed that it spent RMB 3.35 million on environmentally friendly packaging in 2025, equal to 5.21% of its total packaging expenditure. This single-company figure does not represent the industry, but it shows that green packaging remains a procurement project requiring a budget and phased implementation.
The solution is not to eliminate evidence but to tier it. Dry, cool, short-duration foods and simple structures can use a basic evidence package; hot soup, high-grease foods, long delivery times, microwave use and multilayer structures require enhanced validation; and scaled procurement, multi-site deployment, EU exports or public recycling or compostability claims require the full package. Food-safety gates do not become less stringent for smaller companies.
Supplier competitiveness is not measured by certificate count. More valuable capabilities are mapping reports to the exact SKU, identifying evidence gaps, using one continuous production trial to answer several questions, and updating evidence quickly when formulations or use scenarios change.

The more professional suppliers of the future will not necessarily hold the most certificates. They will be able to answer more quickly: Which SKU does the evidence cover? Under what conditions does it apply? Who owns responsibility for changes? Where does the package actually go after use?
