Trends to watch

Window 2025-10/2026-10
01

PFAS and food-contact compliance move into enforcement

In 2026 the EU PPWR PFAS limits for food packaging (with no sell-through period), China's GB 4806.10-2025 coatings standard and the end of the main EU BPA transition period all took effect. New Jersey extended PFAS bans to fibre-based food packaging from 2028, and California's SB 343 made total organic fluorine below 100 ppm a condition for recyclability claims. These requirements need to be checked separately by jurisdiction, scope and date. Specific PFAS, total organic fluorine and BPA are different assessment targets; a material declaration does not replace the applicable evaluation.

02

PPWR and EPR go live: packaging is re-priced by recyclability

The EU PPWR has applied since 12 August; UK EPR year 2 charges red/amber/green fees with fibre-based composites at roughly 2.5 times the paper-and-board rate; California SB 54, Colorado and Vietnam's Decree 110 have moved into implementation or payment. Costs depend on material structure, actual recycling routes, local fee categories, material use and conversion conditions. Mono-fibre or repulpable labels alone do not establish a lower total cost, while the EU is easing pressure through an omnibus simplification package and delayed secondary legislation, leaving recyclability grades and labelling rules to future delegated and implementing acts.

03

Capacity rationalisation and portfolio reshaping in North America and Europe

North American producers announced roughly 3.9 million tons of permanent containerboard closures in 2025 (close to 10% of capacity); Smurfit Westrock shut an SBS machine at La Tuque and the SSK mill in the UK; Mondi and Stora Enso used impairments, divestments and closures to shrink non-core assets; International Paper is spinning off EMEA while buying the low-cost NORPAC mill. Rationalisation has lifted North American containerboard prices by $170-200 per ton in 2026, but weak European demand (2025 output -1.5%) still weighs on returns.

04

China: integrated expansion, prices at the bottom and policy-led reduction

Sun Paper and Nine Dragons keep expanding integrated pulp-and-paper capacity at the bottom of the price cycle, Chenming has fully restarted, and equipment orders point to new board lines in 2027-2028. Ivory board is theoretically loss-making and leaders' price-increase letters act mainly as a floor, while linerboard imports fell year on year in Q1. Policy - the mandatory standard against express over-packaging and the green consumption action plan - emphasises reduction and reuse, affecting carton specifications and volumes more than it directly drives paper-for-plastic substitution.

05

Fibre-based high barriers scale up while demanding uses see retreats

Public developments in paper-based aseptic barriers, water-based dispersion coatings, PHA extrusion coatings and fibre bottles show several routes progressing in parallel. Product launches, trials and factory construction are different stages, rather than proof of industry-wide production maturity. Nestle capsule changes, McDonald's Japan packaging choices and PaperFlex feedback also highlight the need to evaluate performance, cost and user experience application by application.

06

Pulp and trade: a weak recovery against new supply

Hardwood pulp found a floor near $550 per tonne in China and has edged up, with Suzano announcing two $20 increases for Asia this year, but Chinese port stocks of about 2.7 million tonnes and Arauco's 3.5-million-tonne mill due in late 2027 cap the upside. After IEEPA tariffs were struck down the US turned to Section 122 and 301 tools, and the EUDR applies to large and medium operators from 30 December 2026, making trade compliance a new cost variable for pulp and paper flows.

07

Recycling: capacity to accept material is the bottleneck behind high rates

Europe recycles 76.4% of paper and about 87% of paper packaging, and the US 70-75% of cardboard, so headline rates are near their ceiling. But only 35 North American mills now accept paper cups, US mill use of recovered fibre is falling and Europe's net exports of paper for recycling are rising, so further gains depend on repulping hard-to-recycle paper packaging and on domestic mills' willingness to take it. A harmonised CEN specification for paper-packaging recyclability is still pending, while California's SB 343 already makes collection and sorting coverage the threshold for recyclability claims.

Valmet discloses three Chinese orders in October: Anhui Linping lightweight containerboard line, Guangxi Jingui BCTMP lines, Century Sunshine Rizhao pulp mill

Between 12 and 21 October Valmet announced three Chinese projects: a complete high-speed PM 9 line for lightweight fluting and liner for Anhui Linping Circular Development in Xiao County, starting up in 2028 (booked in Q3 2026, value undisclosed; Valmet earlier supplied PM 8); two BCTMP lines of 1,200 ADt/d each for APP China affiliate Guangxi Jingui in Qinzhou, starting up in H2 2027; and cooking, fiberlines and the recovery island for Century Sunshine's Rizhao mill, designed for 1.2 Mt/yr of hardwood or softwood bleached chemical pulp plus 400,000 t/yr of softwood pulp for fluff and dissolving grades, starting up in June 2028 (order above EUR100m). Century Sunshine links it to a 'Paper-for-Plastic' plan for 2.65 Mt/yr of new paper output (company statement).

Why it matters · editor’s note

All three start up between H2 2027 and 2028, so integrated pulp-and-board and lightweight containerboard capacity in China keeps growing. Chinese containerboard and white-board producers face new supply pressure around 2028, and own pulp plus lightweight grades will widen the cost gap between integrated mills and those buying pulp or recovered fibre. New BCTMP and chemical pulp raise self-sufficiency and may reduce imported pulp demand; equipment and chemical suppliers keep order support through 2026-2027.

European prices firm: Sappi Europe lifts paperboard EUR89/t from November, Mondi announces further increases, German recovered paper up again in October

Sappi Europe announced on 6 October a EUR89/t increase across its paperboard portfolio for new orders and deliveries from 1 November, citing sustained cost pressures. Mondi's Q3 trading update on 15 October showed underlying EBITDA of EUR196m (Q2: EUR167m; Q3 2025: EUR223m): higher prices offset input costs, but energy-related costs kept rising and Central and Eastern European wood costs increased; further increases for several paper grades were announced, with the benefit expected from late 2026 into 2027, while box margins suffered from the lag in passing on paper prices. EUWID reported German recovered paper prices rising again in October, notably mixed paper, supermarket corrugated and deinking grades, while recycled containerboard prices were largely flat as some further increases failed by mid-month.

Why it matters · editor’s note

European board and containerboard increases are driven by energy, wood and recovered-paper costs rather than a clear demand recovery, and Mondi acknowledges a lag in passing paper prices on to box customers. European carton and box converters face higher board costs from November with limited room to pass them on, squeezing margins; brand owners should allow for higher board prices in 2027 packaging budgets. With recovered paper rising while recycled containerboard increases stall, recycled mills' margins are under pressure; whether they restart increases after November is worth watching.

Bio-based barriers for paper: UPM-Ingredion-Paramelt starch-barrier prototype passes Part 1 of WMU recyclability testing; PLA paperboard trays complete forming trials

UPM Specialty Materials, Ingredion and Paramelt's paper food-packaging prototype pairs UPM Solide Lucent 78 gsm barrier base paper with Ingredion's starch-based barrier and Paramelt's bio-based heat-seal and barrier coatings for grease-resistant uses; it passed Part 1 of Western Michigan University's recyclability testing and was shown at Pack Expo in Chicago on 18-21 October, but remains in research with no barrier data or launch date. Separately, Packaging Gateway reported on 21 October that Eurobrillance, Plastigraf Trevigiana, NatureWorks and Form iQ developed an Ingeo PLA-based paperboard barrier system offered as PLA film lamination or a water-based PLA dispersion coating; forming trials produced 35 mm-deep trays at an average 27 mould cycles per minute, which the companies say matches PET-laminated board (company statement).

Why it matters · editor’s note

Starch and PLA barriers aim to combine recyclability, grease resistance and heat sealing, the key hurdle for fibre food packaging replacing PE extrusion coatings and fluorinated grease-proofing. Neither project discloses barrier values or production timing, so brand owners should ask for grease-penetration, seal-strength and finished-pack repulping data. The WMU result mainly serves North America; for Europe, packs still need assessment under methods such as Cepi/4evergreen.

AF&PA: US packaging papers shipments up 2% in September, unbleached operating rate 90.9%; imports up nearly 10% year to date, from Canada nearly 30%

AF&PA reported on 19 October that US packaging papers and specialty packaging shipments rose 2% year on year in September and 4% year to date; the unbleached packaging papers operating rate was 90.9%, the second highest of 2026 and the third month above 90%; bleached food wrapping shipments rose 1.9% (3.3% year to date). Packaging paper imports were up nearly 10% year to date, with unbleached bag, sack and multiwall up 24.2%, imports from Canada up nearly 30% and imports from all other sources down 3.4%.

Why it matters · editor’s note

Demand for kraft, sack and food-wrap papers keeps growing and operating rates are high, so US bag and multiwall converters face tighter base-paper supply. Import growth is concentrated in Canada while other origins decline, indicating stronger North American supply ties; buyers of retail bags and building-material or chemical multiwall sacks should watch 2027 contract prices.

North American containerboard up $170/ton (linerboard) and $200/ton (medium) year to date; flat in October

Fastmarkets RISI's monthly data in Pulp & Paper Week on 16 October showed North American containerboard flat in October after September increases of $70/ton for linerboard and $100/ton for medium, taking 2026 net gains to $170 and $200 per ton. The index had added $50/ton in June; reports attribute the rises to about 3.9 million tons of permanent closures announced in 2025 (nearly 10% of capacity), inflation and higher OCC costs. PCA's third-quarter results on 21 October showed legacy corrugated shipments per day down 0.5% year on year, with price and mix adding $0.79 per share; the company expects earlier increases to keep flowing through while recycled and virgin fibre costs rise and diesel lifts freight.

Why it matters · editor’s note

Box makers face materially higher board costs, and many end-customer contracts are index-linked, so pass-through timing must be managed. Procure Analytics notes the index reflects under 10% of volume, so buyers should separate contract and index prices; Truist expects another $50/ton increase in April 2027, which brand and retail packaging budgets for 2027 should allow for.

Billerud launches PharmaKraft, a fresh-fibre material for dry, non-sterile pharma sachets, stick packs and blister lidding

Billerud launched PharmaKraft on 15 October, a fibre-based material for dry, non-sterile pharmaceuticals made from fresh fibre with controlled purity, aimed at converters and brand owners assessing sachets, stick packs, strip packs and blister lidding. The company says it is recyclable, renewable-based and fully traceable to support qualification and validation (company statements). It joins Billerud's SteriKraft and MediKraft medical packaging papers.

Why it matters · editor’s note

Pharma packaging demands purity, batch consistency and traceability, and validation cycles are long, so fibre materials must first clear qualification. PharmaKraft only targets dry, non-sterile products and no barrier data were reported; stick packs for moisture-sensitive granules and powders will still need barrier coatings or laminates plus stability data. Converters can treat it as a candidate to replace plastic or alu-plastic structures, subject to compatibility and validation under pharma packaging requirements.

Germany's draft plastic packaging tax: EUR550/t, composites over 5% plastic in scope; cabinet decision postponed on 14 October

dpa reported on 5 October that Germany's coalition parliamentary groups plan to table a draft Plastic Packaging Tax Act prepared by the environment and finance ministries: from July 2027 an excise of EUR550 per tonne of plastic in packaging would apply to plastic packaging, plastic films and composite packaging with more than 5% plastic, due on manufacture, intra-EU shipment or import, with recycled-plastic packaging exempt on application. The draft assumes about 3 Mt of plastic packaging a year initially, revenue of EUR670-805m in 2027 (reports differ) and about EUR1.5bn a year from 2028, mainly to fund Germany's EU plastics contribution. A cabinet decision planned for 14 October was postponed amid CDU/CSU opposition, with at least 24 MPs reportedly objecting in writing; Deutsche Umwelthilfe wants paper, board and metals taxed too.

Why it matters · editor’s note

Taxing plastic by weight would widen the cost gap between plastic and fibre packaging, favouring paper cartons, bags and trays. But composites with more than 5% plastic are also in scope, so whether PE-coated cups, paper-plastic flexibles or liquid cartons cross the threshold depends on their structure, and the exact calculation awaits the final text. Fibre converters should calculate the plastic weight share of each product and assess room to reduce plastic layers. Passage, rate and start date remain uncertain, so suppliers to Germany should plan for scenarios.

Nestle's Nespresso drops paper-based coffee capsules, saying aluminium remains best for aroma

Packaging Europe reported on 14 October that Nestle will stop offering paper-based Nespresso capsules, citing consumer feedback and product quality. Developed with Huhtamaki and launched in France in November 2022, the capsules were about 82% paper pulp with a thin compostable bio-based barrier film and home-compost certification. Nespresso said it is more convinced than ever that aluminium best preserves taste and aroma; its earlier LCA found similar impacts (about 79 g vs 81 g CO2 per cup per a Nestle spokesperson).

Why it matters · editor’s note

For oxygen-sensitive, aroma-critical categories, thin bio-based barriers still struggle to replace aluminium or other high barriers. Coating and fibre-packaging suppliers targeting coffee or tea need shelf-life and sensory data, not just compostability claims, as brand owners weigh consumer experience and LCA evidence.

California SB 54: CAA's final plan sets a ~USD1.1bn 2027 budget and a proposed 3 cents/lb cardboard fee; AF&PA and others seek to add SB 54 to a constitutional suit

Circular Action Alliance submitted its final SB 54 plan to CalRecycle on 13 October: the 2027 budget is about USD1.105bn, about USD765m below the June draft's maximum of USD1.87bn. Proposed 2027 base fees range from 1 to 30 cents per pound, including cardboard at 3 cents, glass bottles 2 cents, PET bottles and jars 12-13 cents and plastic film and flexibles mostly 24-30 cents, with plastic components also paying a 26-cent mitigation fund fee and a 3-cent reuse investment fee per pound; fees take effect only if CalRecycle approves within its 75-day review. On 8 October more than 20 business groups led by the California League of Food Producers, including AF&PA and the Flexible Packaging Association, asked to add constitutional claims against parts of SB 54 to their SB 343 case (see the 4 October SB 343 entry); a hearing is set for 9 November, and AF&PA urged California to pause SB 54.

Why it matters · editor’s note

Under CAA's proposed fees, cardboard pays 3 cents per pound versus more than 50 cents for plastic flexibles once surcharges are added, a gap of roughly 18-20 times by weight that will push brand owners to move some plastic flexibles and trays in California to fibre. Fees for coated paper and paper-plastic composites were not reported; whether they qualify for the cardboard rate depends on recyclability determinations. With approval pending and several lawsuits, an on-time 1 January 2027 start is uncertain, so producers should budget for on-time and delayed scenarios.

Arauco's 3.5 Mt Sucuriu hardwood pulp mill in Brazil is about 81% complete, start-up planned for Q4 2027

Industrial Info Resources reported on 13 October that Arauco's US$4.6 billion greenfield Sucuriu mill in Mato Grosso do Sul, Brazil, was about 81% complete (58% in May), roughly six points ahead of schedule. It is designed for 3.5 million tonnes a year of short-fibre pulp, with start-up scheduled for Q4 2027 and full capacity during 2028.

Why it matters · editor’s note

One of the largest hardwood pulp projects under construction, it will add significant market pulp in 2027-2028, pressuring prices in import-dependent markets such as China and widening the cost gap between non-integrated board, printing and tissue makers and integrated producers.

Oji Group breaks ground on a USD110m aseptic carton plant in Dong Nai, Vietnam, with up to 8 billion packs a year from 2028

OJI Group and Oji Liquid Pak announced via PR Newswire on 12 October that they broke ground the previous week on an aseptic carton plant in Long Thanh High-tech Industrial Park, Dong Nai, Vietnam: a USD110m investment on 57,000 m² with capacity of up to 8 billion packs a year and more than 200 jobs, starting operations in 2028. The plant will make aseptic carton packaging for beverages and liquid food compatible with existing roll-fed filling machines; customers can buy materials only or a full system including filling technology and technical services. The company links the project to Vietnam's evolving EPR framework and to carton collection and recycling initiatives in Southeast Asia; Packaging Gateway reports it draws on engineering from Italian affiliate IPI.

Why it matters · editor’s note

New local aseptic packaging capacity positioned to run on existing roll-fed fillers gives dairy and beverage producers in Southeast Asia more supply options and will intensify price competition in aseptic materials. Up to 8 billion packs a year will add demand for liquid packaging board, an opportunity for board suppliers. Vietnam's EPR (see D031) sets carton recycling obligations, so material suppliers are bundling collection and recycling into their offer, and brand owners will weigh how recycling responsibility is shared when choosing suppliers.

Pulpex opens first commercial fibre-bottle plant in Glasgow with up to 40 million units a year

Packaging Europe reported on 8 October that Pulpex opened its first commercial fibre-bottle plant at Westway, Glasgow, with initial capacity of up to 40 million units a year. Launch customers are laundry brand smol and Purely Scottish Natural Mineral Water. Pulpex says the wood-pulp bottles can go into household paper recycling and it scales through a Manufacture Under License model, with Perlen Industrieholding holding exclusive manufacturing rights for Switzerland, Austria, Italy and southern Germany.

Why it matters · editor’s note

Fibre bottles reaching commercial capacity give liquid home-care and water brands a paper-based option, but the report does not disclose the internal barrier or liner, so shelf life, barrier and mill acceptance still need category-by-category validation. The licensing model opens opportunities for forming-equipment, tooling and fibre suppliers.

Norske Skog to invest up to NOK850m rebuilding Saugbrugs PM6 for about 300,000 t/yr of TMP-based kraftliner from 2028

Norske Skog announced on 7 October a positive decision to rebuild PM6 at Saugbrugs in Halden, Norway, for up to about NOK850m. The rebuilt machine can swing between up to about 300,000 t/yr of TMP-based kraftliner and about 230,000 t/yr of SC magazine paper; the kraftliner uses virgin fibre and targets low grammages with strength, printability and food-contact suitability (company statement). PM6 has been down since the April 2023 rockslide and is due to restart in H1 2028, after which PM4 and PM5 (210,000 t/yr of SC paper combined) will close. Financing includes a sale-and-leaseback of the PM6 building and land, a possible office sale and project financing. Norske Skog has about 0.8 Mt/yr of packaging paper and 1.2 Mt/yr of publication paper capacity at four European mills.

Why it matters · editor’s note

Another European publication-paper machine is moving to packaging, adding TMP-based lightweight kraftliner in the Nordics that will compete with kraft-pulp and recycled liners for lightweight containerboard business. From 2028 European box makers and brand owners gain another virgin-fibre liner source, while incumbent kraftliner producers face price and share pressure. Financing relies on asset sales and project finance, so execution depends on funding being secured.

Ukraine's Kyiv Cardboard and Paper Mill halts production after a 7 October missile strike, its third attack in six months

Ukrainska Pravda and Forbes Ukraine reported on 7 October that a Russian missile strike that day severely damaged production and warehouse facilities, equipment and utilities at the Kyiv Cardboard and Paper Mill (KCPM) in Obukhiv, Kyiv Oblast, causing fires; the company halted all production and no employees were hurt. It was the third attack in six months, after 14 March and 3 April. KCPM makes board, corrugated packaging, base paper and hygiene products, with 240,000 t/yr of board, 355 million m² of corrugated board and up to 70,000 t/yr of base paper capacity and more than 2,500 employees; it is wholly owned by Austria's Pulp Mill Holding GmbH. No restart date has been given.

Why it matters · editor’s note

KCPM describes itself as one of Europe's largest board and paper producers; the stoppage tightens corrugated supply for Ukrainian food and consumer-goods companies, which may need to rely more on imports. For Central and Eastern European board and box makers it is a short-term order opportunity, but it also shows that packaging capacity in conflict zones faces repeated disruption, so customers will place more value on backup supply.

The wrap contains up to 85% paper from FSC-certified and other controlled sources, with the rest polymer, ink, lacquer and other components in a multi-layer structure with a paper-based barrier; at 53 gsm it is up to 50% thinner than selected paper-based alternatives (60-100 gsm, company comparison). It is being validated with European producers including Sweden's Triumf Glass, with a phased rollout starting in Europe in Q4 2026 before other markets; Tetra Pak cites a declaration of compliance under EU Regulations 1935/2004, 2023/2006 and 10/2011 and FDA 21 CFR 174.5.

Why it matters · editor’s note

Ice cream packs must cope with freezing and condensation; Tetra Pak's low-grammage paper with a paper-based barrier shows paper flexibles moving into frozen single-serve packaging. The release makes no recyclability claim and 85% is a maximum, so brand owners assessing it under PPWR should check actual paper content, polymer layers and local recycling conditions. For paper and coating suppliers, a 53 gsm route raises the bar for strength and coating uniformity.

California SB 343 recyclability-label limits were due from 4 October; a federal court preliminarily enjoined enforcement in July

Under CalRecycle's final material characterization study of 4 April 2025, SB 343's limits were set to apply to products and packaging made after 4 October 2026: only materials collected by programmes serving at least 60% of Californians and sorted by large-volume facilities serving at least 60% of programmes may carry chasing arrows or other recyclability claims, and they must be free of intentionally added PFAS with total organic fluorine below 100 ppm. On 14 July 2026 a federal court issued a preliminary injunction in California League of Food Producers v. Bonta (No. 3:26-CV-01675, S.D. Cal.) blocking enforcement of SB 343; CalRecycle states that the 4 October compliance date may be affected by the litigation and that the injunction does not affect its duty to update the study in 2027 and every five years.

Why it matters · editor’s note

A pause in enforcement does not open recyclability labelling: the FTC Green Guides (§260.12) still require recyclable claims to be qualified where facilities are limited, so coated or laminated fibre packs still need finished-pack repulping evidence and real facility access before carrying a recyclable label. The 100 ppm total organic fluorine criterion ties PFAS control to recyclability claims, so barrier coatings need test evidence. The litigation may restore or change the 4 October date, so brand owners should prepare labelling for both outcomes.

RYAM indefinitely idles its Témiscaming, Quebec mill from 4 October (about 180,000 t/yr of coated folding boxboard, ~75% exported to the US); a local coalition seeks to buy it

According to EUWID, PaperAge and the union Unifor, Rayonier Advanced Materials' Témiscaming pulp and board mill in Quebec stopped production indefinitely on 4 October. It has about 180,000 t/yr of coated folding boxboard and 290,000 t/yr of hardwood high-yield pulp (about 60,000 t used internally). RYAM had planned to stop on 15 September but extra orders kept it running until 3 October; it cited difficult pulp and folding boxboard markets worsened by additional US tariffs on Canadian goods, with about 75% of the board exported to the US. About 300 workers are affected (some reports say more than 400). On 9 October Unifor said a coalition of local managers, union members and First Nations is pursuing a purchase to restart the mill.

Why it matters · editor’s note

Idling about 180,000 t/yr of folding boxboard forces North American food, pharma and cosmetics carton converters to find alternative supply, and switching boards or grades requires requalifying print and forming performance. Tariffs raise the cost and uncertainty of cross-border board trade, so carton makers should include the board's country of origin in supply-risk assessments. A successful local buyout could restore some supply; progress should be tracked.

China's revised recycled pulp standard GB/T 43393-2026 takes effect on 1 October: sorted recovered paper and board only, no used tissue or medical paper, new sterilisation and microbial requirements

Xinhua reported on 28 September that China's revised national standard for recycled pulp (GB/T 43393-2026) takes effect on 1 October 2026, replacing the 2023 edition. For the first time, raw materials are limited to sorted recovered paper, board and paper products, and used tissue, medical paper and other unclean materials are banned; definitions, process flows and key control steps for dry and wet recycled pulp are added, and waste-paper fragments that are merely cut and baled are not recycled pulp; a sterilisation step and limits on total bacterial and fungal counts and specific microbes are introduced; and ICP-MS is added for heavy-metal testing. The standard mainly supports customs inspection and quality determination of imports. Since October 2025 six agencies led by China Customs have required imported recycled pulp to meet GB/T 43393; Yicai reported 2024 imports of 4.14 Mt, 6.1% of recovered-pulp consumption.

Why it matters · editor’s note

With waste-paper fragments treated as banned solid waste, imported recycled pulp is an important fibre supplement for Chinese containerboard and corrugating-medium mills. Detailed raw-material, process and hygiene requirements will make low-grade paper fragments harder to clear customs; overseas recycled-pulp suppliers need more sorting and sterilisation, which may raise the cost of compliant supply. Mills relying on imports should review suppliers' processes and test reports, and domestic recovered-paper sorters may gain bargaining power. The draft also proposed a 3,000 t batch cap and a dust-rate indicator; whether these remain must be checked against the final text.

Chinese ivory-board leaders announce RMB200/t increase from 1 October, but implementation looks difficult

Shanghai Securities News reported on 3 October that Nine Dragons, Bohui, APP China and others raised all ivory-board (FBB) grades by RMB200/t including tax from 1 October, followed by Asia Symbol, Liansheng and Wanguo Sun, citing coal, woodchip and logistics costs. Per Zhuochuang, sheeted 250-400 g ivory board averaged RMB3,849/t in mid-September and regular reels fell to RMB3,410/t, with theoretical industry margins negative; containerboard and corrugating medium averaged RMB3,740/t and RMB3,083/t on 22 September, up about RMB181 and RMB376 since late April. Securities Times reported on 9 October that Nine Dragons raised kraft linerboard by a further RMB50/t at several bases after the holiday, followed by mills in Shanxi and Henan; SunSirs put ivory board at RMB4,040/t on 8 October, flat on the start of the month.

Why it matters · editor’s note

Ivory board (FBB) is a key substrate for food board, cupstock and food boxes. Analysts see high inventories and slow demand, so the increase mainly acts as a floor; carton and cup converters can lock in volumes at low prices while watching for supply swings if non-integrated mills curtail.

European Paper Recycling Council: 2025 paper recycling rate 76.4%, paper packaging about 87%

According to ScrapMonster's coverage of the EPRC Monitoring Report 2025, Europe (EU-27 plus UK, Norway and Switzerland) recycled 76.4% of paper and board in 2025, flat on the revised 2024 figure and above the voluntary 76% target for 2030. Collection and recycling fell 0.3% to 53.9 Mt and consumption 0.4% to 70.5 Mt; European mills used 46.3 Mt domestically (65.8% domestic rate) while net exports rose 13.9% to 7.5 Mt, led by India, Indonesia, Vietnam, Malaysia and Thailand. Paper packaging recycling was 86.6% (EU average); 2024 was revised from 75.1% to 76.4%.

Why it matters · editor’s note

With the target already met, further gains depend on hard-to-recycle fibre packaging (laminated, coated, food-soiled) and domestic mill capacity; rising net exports signal weak European demand for recovered fibre and tighter linkage of paper-for-recycling (PfR) prices to Asian demand. Coaters and converters arguing 'recycled at scale' under PPWR need to align with these official statistical bases.

Maine's Greater Augusta Utility District sues Huhtamaki, Sappi and three tissue makers over alleged PFAS contamination

Packaging Dive reported on 15 October that Maine's Greater Augusta Utility District sued Huhtamaki (Waterville site making molded-fibre foodservice ware and Chinet plates), Sappi North America (Skowhegan mill making SBS board for cups and folding cartons), Kimberly-Clark and two American Tissue companies in early October. The utility alleges that PFAS used since the 1960s as grease, moisture and heat barriers were discharged in wastewater into the Kennebec River for decades, with some wells above the EPA's 4 ppt PFOA/PFOS drinking-water limit, and that recycled fibre feedstock can also carry PFAS; it seeks a jury trial and past and future remediation costs. Huhtamaki is reviewing the complaint; Sappi did not respond. Similar suits target mills in Massachusetts, Michigan and Wisconsin, and US senators introduced a federal bill in September to ban intentionally added PFAS in food packaging.

Why it matters · editor’s note

PFAS risk is extending from product compliance to mills' historical discharges: even after phasing out fluorinated grease-proofing, mills and molded-fibre plants may be pursued for remediation costs. Mills and converters should inventory past use of fluorinated chemistry, wastewater discharges and test records, and acquirers of mill or packaging assets should include PFAS legacy liability in due diligence. As the complaint notes recycled fibre can carry PFAS, users of recovered fibre may consider incoming-material testing.

Oji showcases fibre-based alternatives at Material Week Tokyo, including Flatskin vacuum packs and PFAS-free greaseproof paper

Packaging Insights reported that Oji showed several fibre-based materials at Highly-Functional Material Week Tokyo (30 Sept-2 Oct 2026): Flatskin vacuum packaging that separates into board and film (up to 90% less plastic, per Oji), O-hajiki PFAS-free greaseproof paper to replace PE-laminated paper, HyBioth water-soluble nonwoven cushioning for electronics and Kinocloth fibre containers for produce and seafood. The coverage notes that EU PPWR PFAS limits are pushing Japanese makers to fluorine-free solutions.

Why it matters · editor’s note

Japanese paper makers are developing fluorine-free greaseproof and separable structures with EU compliance as the export driver; for Asian coated-paper and food-packaging converters, PFAS-free greaseproof replacing PE-laminated paper becomes direct competition in EU-bound food packaging. All performance and reduction figures are company claims without third-party data.

Valmet wins Asian board-line orders: Sun Paper's Nanning containerboard line and a premium coated-board line

Valmet announced on 23 September a complete premium coated-board line (stock preparation through winders and automation) for an unnamed Asian customer, with start-up in 2028 and capacity undisclosed. Earlier, Packaging Gateway reported on 13 July that Valmet will supply a complete board line to Sun Paper's Nanning mill in China for kraftliner and testliner, with commissioning planned for late 2027.

Why it matters · editor’s note

Machine orders are a leading indicator of Asian board capacity for 2027-2028: both coated board (food board, FBB) and containerboard are still expanding, prolonging supply competition, and coating chemical, barrier and additive suppliers can plan customer qualification ahead.

Ellen MacArthur Foundation convenes PaperFlex consortium: six FMCG majors to co-develop paper-based flexible packaging

Just Food reported on 16 September that the PaperFlex consortium - convened by the Ellen MacArthur Foundation and operated by (RE)SET - brings together Nestle, PepsiCo, Colgate-Palmolive, Mars, P&G and Unilever to fund and run trials of paper-based alternatives to flexible plastics that protect products, preserve shelf life and run efficiently on lines. It targets markets with heavy flexible-plastic use and weak recycling, with designs recyclable as collection improves and biodegradable if leaked. EMF's plastics lead said responsible paper-based flexibles do not yet exist at the required performance, scale and cost.

Why it matters · editor’s note

The largest flexible-packaging users are publicly acknowledging the performance, scale and cost gap and co-funding trials - a window for barrier, heat-seal and fibre-laminate suppliers to enter brand supply chains. The biodegradability requirement means coating systems must balance recyclability with environmental degradation.

China's GB 4806.10-2025 on food-contact paints and coatings takes effect on 2 September, explicitly covering paper coatings

China's National Health Commission issued GB 4806.10-2025 on paints and coatings for food-contact materials in September 2025, replacing the 2016 version, with implementation from 2 September 2026 alongside GB 4806.16-2025 on silicone rubber. ChemLinked's translation shows the new standard's scope explicitly covers coatings used on paper.

Why it matters · editor’s note

Barrier and grease-resistant coatings on paper cups, bowls and food boxes must now be assessed against the new coatings standard for raw-material compliance and migration; coating suppliers need updated formulation lists and declarations, and converters need new compliance statements for customers. Companies serving both export and domestic markets should check EU PPWR PFAS requirements in parallel.

Nine Dragons doubles FY2026 net profit, starts 700 kt Chongqing chemical pulp line early, presses on with integration

Broker notes from Great Wall Securities and CICC in late September show Nine Dragons' fiscal year to June 2026 revenue of RMB75.0 bn (+18.6%) and attributable net profit of RMB3.58 bn (+102.6%), sales volume of 24.5 Mt (+14%), average prices up about 4%, and resumed dividends (the first in nearly three years, per CICC). Great Wall says the 700 kt Chongqing chemical pulp line started in Q3 2026 ahead of plan, with 500 kt in Tianjin due Q4 2026 and 800 kt in Guangxi in Q2 2027, plus new kraftliner capacity of 700 kt (Guangxi) and 620 kt (Guangdong); CICC expects FY27 capex of about RMB11 bn.

Why it matters · editor’s note

China's containerboard leader keeps integrating upstream at the bottom of the cycle, widening the cost gap with non-integrated mills; concentrated kraftliner and pulp additions in 2027-2028 may cap containerboard price recovery, affecting box makers' purchasing leverage and competition from imported board.

Pulp recovers from lows: Suzano's Q2 export price $601/t and a further $20/t hike for Asia in September

Suzano's Q2 2026 release on 12 August reported an average export pulp price of $601/t (+7% QoQ) and a 3.4% QoQ rise in Chinese hardwood prices (PIX/FOEX), while Chinese port stocks of about 2.7 Mt, mostly softwood, and new integrated capacity weighed on demand. The Rio Times reported on 29 August that Suzano announced a $20/t increase for eucalyptus pulp in Asia from September (after a $20 rise in March), with analysts seeing a floor near $550/t in China.

Why it matters · editor’s note

Stabilising hardwood prices lift costs for non-integrated Chinese board, printing and tissue makers and reinforce current ivory-board increase letters, but high port stocks and new Chinese pulp lines cap the upside - buyers should consider staged price locks.

AF&PA: US paper recycling rate 61-65% and cardboard 70-75% in 2025, as mill use of recovered fibre falls

AF&PA said on 28 August that the US recycled 61-65% of paper and 70-75% of cardboard in 2025, roughly flat, totalling about 45 million tons including over 33 million tons of cardboard. US mills consumed 31.4 million tons of recovered paper, down 1.3 million tons. AF&PA opposes including commercial packaging recycling in EPR programmes and urged California to recognise paper's recycling record in SB 54 implementation.

Why it matters · editor’s note

Lower mill use of recovered fibre, alongside containerboard closures, makes OCC exports and prices more dependent on overseas demand; AF&PA's emphasis on high recycling rates supports lower eco-modulated EPR fees for fibre packaging, though this remains under negotiation with state regulators.

Why it matters · editor’s note

Chenming's restart after its liquidity-driven shutdown restores ivory-board, woodfree and coated paper supply, weighing on China's H2 2026 price recovery; as the company is still loss-making, customers should assess supply continuity in long-term contracts.

PepsiCo reports 18% recycled plastic and a 6% virgin-plastic cut in 2025 after revising packaging targets

Citing PepsiCo's 2025 ESG Summary, Packaging Europe reported on 19 August that recycled plastic reached 18% of packaging and virgin plastic in primary packaging fell 6% year on year, with about 2.0 Mt of plastic used in key markets. PepsiCo had already replaced its 20% absolute virgin-plastic reduction by 2030 with an average 2% annual cut, lowered its 100% reusable/recyclable/compostable goal to 97% for primary and secondary packaging, removed biodegradability, and targets at least 40% recycled content by 2035 or sooner.

Why it matters · editor’s note

With leading brands slowing plastic targets, fibre substitution will concentrate where regulation (PPWR, EPR fees) or provable cost drives it rather than wholesale replacement; fibre suppliers' business cases need to incorporate EPR fee differentials and recyclability grades.

EU Packaging and Packaging Waste Regulation (PPWR) applies from 12 August, with Commission guidance and FAQs

The PPWR (Regulation (EU) 2025/40) applies from 12 August 2026: packaging manufacturers must carry out conformity assessment and issue EU declarations of conformity for substances of concern and PFAS limits in food-contact packaging, importers, distributors and fulfilment providers have verification duties, and most harmonised EPR rules apply, with other provisions phased in. The Commission published guidance and FAQs on 30 March (Latham cites a guidance document on 5 June and FAQ updates in August), confirming that packaging placed on the market before 12 August may remain (except for PFAS), that there is only one manufacturer per supply chain, and that packaging under 5% plastic is outside the Annex V single-use plastic bans. The implementing act on producer registration, expected in February 2026, has been delayed.

Why it matters · editor’s note

Every fibre-packaging company placing packaging on the EU market needs technical documentation and declarations of conformity; interpretations such as the single-manufacturer rule and the 5% plastic threshold directly shape fibre-composite design. Design-for-recycling and harmonised labelling still await delegated and implementing acts, and the delayed registration act leaves gaps in national EPR registration that need monitoring.

EU PFAS limits for food-contact packaging enforced from 12 August with no sell-through period

Under PPWR Article 5, from 12 August 2026 food-contact packaging must not exceed 25 ppb for any targeted PFAS, 250 ppb for the sum of targeted PFAS and 50 ppm for total PFAS including polymeric PFAS, covering intentionally added and unintentional presence across the whole packaging unit (inks, coatings, adhesives), with no exemption for recycled material. Commission guidance confirms no stock-exhaustion period and suggests stepwise testing (total fluorine, then pyrolysis-GC/MS, then TOP assay), while the FAQ notes there is no harmonised EU method yet. Packaging Gateway notes bakery papers and other fibre-based food packaging are among the most affected and many need reformulation.

Why it matters · editor’s note

Fibre-based food packaging that relied on fluorinated grease resistance (burger wraps, fry bags, baking papers, pet-food bags) can no longer be placed on the EU market; coating suppliers must provide traceable total-fluorine and targeted-PFAS data, and converters must manage unintentional PFAS in inputs and recycled fibre. Without a harmonised method, lab results may differ, so contracts should specify test methods.

Sitma launches FlatPack, an automated paper-based wrapping system replacing plastic for furniture panels

Packaging Europe reported on 7 August that Italian equipment maker Sitma, with a leading global furniture manufacturer, developed FlatPack, a continuous-motion automated system producing fit-to-size paper packs for furniture panels, able to insert manuals and hardware kits and integrate with existing lines, as primary packaging replacing plastic in industrial settings. The 700 kt premium packaging paper line at Yandian, Shandong started at the end of July and the 600 kt bleached chemical pulp line at the end of August; a 500 kt unbleached pulp and 600 kt specialty paper project in Nanning, Guangxi (up to RMB5 bn) is under construction for H2 2027.

Why it matters · editor’s note

Leading mills are adding packaging paper capacity through forest-pulp-paper integration, squeezing non-integrated smaller mills; the ramp-up pace is a key variable for China's containerboard and ivory-board balance and prices in 2026-2027.

Mondi's H1 EBITDA falls to EUR379m; EUR320m special charge and six European converting plant closures

Mondi's 2026 interims on 30 July showed underlying EBITDA down to EUR379m from EUR564m on revenue up slightly to EUR3.98bn. A EUR320m special charge, mainly impairments, was led by its Italian recycled containerboard mill amid weaker growth, industry overcapacity, trade barriers and energy costs. Six European converting plants are closing (two shut, four by year-end) with about 580 roles cut, and 2026 capex guidance was lowered from EUR550m to about EUR500m; management cited firmer packaging paper prices and solid demand entering H2. Its Q3 trading update on 15 October said one solid board converting plant was sold at end-September and another is under contract, with customer orders being moved out of converting plants due to close during 2026.

Why it matters · editor’s note

European recycled containerboard overcapacity and energy costs keep eroding returns, so leaders are impairing assets and shrinking converting networks rather than expanding; European box customers may see supply-site changes and order transfers, and firmer paper prices will feed into box prices.

Stora Enso H1: Skutskar softwood line closure, German corrugated divestment, Oulu consumer board at full capacity in 2027

Stora Enso's half-year report on 23 July showed Q2 sales of EUR2,423m and adjusted EBIT of EUR160m (+26.8%), helped by the ramp-up of the Oulu consumer board line in Finland, which is expected to reach full capacity during 2027 after a longer Q3 shutdown for efficiency equipment. The group divested its German corrugated board units in July 2026, is permanently closing softwood pulp on fiberline 3 at Skutskar, Sweden in Q3 while investing EUR19m in fluff pulp, and continues a strategic review of Central European sawmills and building solutions.

Why it matters · editor’s note

A Nordic major is concentrating on consumer board (food service and liquid packaging board) while exiting commodity pulp and non-core corrugated; Oulu reaching full capacity will add European food-grade board supply, with implications for prices and lead times in liquid packaging, cupstock and food board.

Main transition period of EU BPA ban for food-contact materials ended on 20 July; coatings, inks and adhesives in scope

Regulation (EU) 2024/3190, in force since 20 January 2025, bans BPA and other hazardous bisphenols in the manufacture of plastics, varnishes and coatings, printing inks, adhesives, ion-exchange resins, silicones and rubbers. Final single-use and repeat-use articles compliant with the former rules could be placed on the market until 20 July 2026, with some single-use articles for preserving fruit, vegetables and fish allowed until 2028; single-use articles may be filled and sealed for 12 months after their transition ends and the food sold until stocks run out.

Why it matters · editor’s note

Although paper and board are not named separately, the barrier coatings, printing inks and adhesives used on fibre food packaging are covered; coating and ink suppliers must provide BPA- and bisphenol-free declarations and test evidence, and converters must update food-contact declarations of compliance.

China's first mandatory standard on express over-packaging takes effect on 1 July, limiting layers and oversized boxes

China's mandatory national standard on limiting express over-packaging, promoted by the State Post Bureau, took effect on 1 July 2026 after release in late 2024 with an 18-month transition. It sets requirements for box fit, number of layers and sealing tape, with no more than two layers for ordinary goods and four for fragile or precision items. Xinhua reported in August that oversized boxes and excessive taping had become rare; SF Express cut tape thickness and reduced document envelope board from 270 g to 250 g, and ZTO's smart box-selection system is in nearly 300 warehouses.

Why it matters · editor’s note

Right-sizing and fewer layers directly affect corrugated box specifications and paper use per parcel, requiring box makers to offer more sizes and on-demand customisation; lightweighting raises demands on containerboard strength and quality and may slow growth in express-related paper volumes.

Smurfit Westrock confirms closure of SSK mill in Birmingham, UK (about 200,000 t of fluting and liner)

Smurfit Westrock confirmed on 29 June the closure of its SSK paper mill in Birmingham, which produces about 200,000 tonnes a year of fluting and liner for UK and Irish corrugated markets; production was to end on 27 July with volumes moved to other European mills, affecting 117 employees. The company cited sustained difficult market conditions and the need to optimise its UK footprint after a consultation launched on 30 April found no viable alternative.

Colorado packaging EPR moves into implementation: producer dues from January, plan implementation deadline on 9 June

Resource Recycling reported on 17 September that Colorado's packaging and paper products EPR is run by sole PRO Circular Action Alliance (CAA Colorado); first producer dues were due on 1 January 2026 and the plan implementation deadline fell on 9 June, while non-participating producers have been barred from selling covered products since 1 July 2025. By September, Cortez (with Dolores) and Oak Creek had signed funding agreements, Golden and Thornton were expected to follow, and CAA had signed several haulers and processors; the goal is to lift the packaging and paper recycling rate from 25% to 41% by 2030.

Why it matters · editor’s note

Fibre-packaging producers pay dues by material and eco-modulated rates, so rate differences affect brands' paper-versus-plastic choices; EPR funding of community recycling also changes recycling-access data that underpin recyclability claims.

Paperisation scales up at Interpack 2026: Koehler, Sappi, Paptic and Metsa Board show barrier papers and paper flexibles

Packaging Insights reported on 3 June that paper makers at Interpack 2026 showed PPWR-driven paper flexibles: Koehler's NexPlus grades with water-based barrier dispersions on the reverse for grease, aroma and oxygen, running on standard form-fill-seal lines; Sappi's Guard Pro OMH barrier papers for chocolate, tea, soluble drinks and seasonings; Paptic's fibre material as a drop-in for plastic rolls; and Metsa Board's new Swedish-made GC2 folding boxboard. Sappi cited internal research that paper reaches cost parity or better in over half of evaluated cases once EPR fees and brand value are included. No quantified barrier values were given.

Why it matters · editor’s note

Water-based dispersion barriers are now the mainstream route for European paper flexibles and PPWR certainty is speeding brand decisions, but without quantified barrier data or third-party validation, brands and converters must run their own shelf-life tests; the World Packaging Organisation urges LCA before substitution.

Vietnam's EPR Decree 110/2026 takes effect on 25 May, resetting packaging recycling rates and contributions

According to Tilleke & Gibbins (22 April), Vietnam issued Decree 110/2026/ND-CP on 1 April 2026 consolidating its EPR regime, effective 25 May. It sets mandatory recycling rates by product and packaging type (e.g. 22% for aluminium food packaging), adjusted every three years by no more than 10% (first in 2029); producers can recycle directly, use licensed third parties or pay into the Vietnam Environmental Protection Fund, registering plans or declaring contributions by 1 April and paying by 20 April. Export-only products and entities with related annual revenue up to VND30 billion are exempt.

Why it matters · editor’s note

Vietnam is a major packaging and export manufacturing base, so EPR rates and contributions feed directly into brand and converter costs there; fibre packaging may benefit where recycling costs are lower or rates higher. Paper-specific rates require checking the decree's annexes (not verified here).

CJ Biomaterials launches all-PHA paper extrusion coating PHACT CB0504A, runnable on PLA lines

Packaging Gateway reported on 15 May that CJ Biomaterials (CJ CheilJedang) made PHACT CB0504A, an all-PHA extrusion coating for paper and board blending amorphous PHA (A1000P) and semi-crystalline PHA (S1000P), commercially available. The company says it is the first extrusion coating combining both, runs on equipment designed for PLA coatings and suits hot and cold cups and other food packaging. It holds TUV Austria OK compost HOME, INDUSTRIAL and OK biodegradable MARINE certifications, with BPI certification in progress; the PHA grades are on the US FDA inventory of effective food contact substances.

Why it matters · editor’s note

PHA extrusion coating is now commercially purchasable and can use existing PLA coating lines, lowering switching barriers for cup and food-box converters; repulpability at cup-recycling mills and market-specific recyclable/compostable labelling rules still need verification, and cost and supply security will decide scale.

Lecta unveils EraCup Natural Pure at Interpack: plant-sugar-based barrier, claimed fully repulpable

Packaging Insights reported on 13 May that Spanish specialty paper maker Lecta launched EraCup Natural Pure, an SBB cup solution with a barrier based on naturally occurring plant sugars ('made exclusively from polymers that you can find in nature'), claimed fully repulpable in standard paper recycling and, with a sealing varnish on engineered sealing areas, compliant with the EU SUPD. An April 28 preview also mentioned its Metalvac Seal Oxygen Barrier metallised paper. No third-party certification or launch date was cited.

Why it matters · editor’s note

European mills are pursuing 'non-chemically-modified natural polymer' barriers to fall outside the SUPD plastic definition and avoid plastic-in-product marking on cups; if accepted by regulators and the market, this competes with PE-coated cupstock and synthetic dispersion coatings, but compliance is so far a company claim.

US paper-cup recycling access reaches 20% of population, but North American mills accepting cups fall to 35

Packaging Dive reported on 11 May, citing the Foodservice Packaging Institute, that about 20% of the US population now has residential recycling access (curbside or drop-off) for single- and double-sided hot and cold paper cups, up from 11% in 2022 and 5% in 2017, but North American mills accepting cups fell from more than 40 in 2024 to 35, which FPI attributes to closures and idled capacity in 2025-2026.

Why it matters · editor’s note

The bottleneck for cup recycling is shifting from community collection to mill acceptance, with recycled-board and containerboard closures removing outlets; this bears on whether cups can be labelled recyclable under rules such as SB 343 and strengthens the case for more repulpable barriers.

China's Q1 linerboard imports fall 13% to 1.16 Mt, though March jumps 75% month on month

SunSirs data on 7 May show China imported 454,900 t of linerboard in March 2026, up 194,200 t (+74.51%) on February, while Q1 imports totalled 1.1608 Mt, down 174,100 t (-13.04%) year on year. SunSirs expects the March arrivals to weigh on domestic spot prices, partly offset by lower Q1 volume, with sentiment 'moderately bearish'.

Why it matters · editor’s note

Imported linerboard is a key marginal price driver in China; lower imports give domestic mills room for increases alongside new capacity, while large monthly swings let box makers use import windows to manage purchasing costs.

Tetra Pak and Sterilgarda launch the first 1-litre aseptic carton with a paper-based barrier replacing aluminium foil

Tetra Pak and Italian dairy Sterilgarda Alimenti launched on 22 April the first 1-litre ambient aseptic carton with a paper-based barrier (Tetra Brik Aseptic 1000 Edge), replacing aluminium foil and cutting main materials from three to two; renewable content reaches 90% with plant-based polymers and the carbon footprint is up to 50% lower (verified by the Carbon Trust), with performance comparable to foil cartons. Tetra Pak invested EUR60 million in early 2026 in a paper-based barrier pilot plant in Lund, Sweden, targeting up to 80% paper and 92% renewable content.

Why it matters · editor’s note

Removing aluminium from aseptic liquid packaging is a landmark for fibre-based high barriers, and moving to the mainstream 1-litre size signals scale-up; it raises the fibre share of liquid packaging board and changes carton handling at recycling mills (no aluminium separation), affecting board, barrier and recycling players.

PhaBuilder shows PHA-coated paper at Zhongguancun Forum; its 10 kt PHA line in Yichang is operating

Beijing Daily reported on 7 April that Beijing PhaBuilder presented PHA results at the 2026 Zhongguancun Forum, stating that PHA-coated paper has replaced conventional plastic lamination and that it holds food-contact material certifications in China, the EU and the US. Its joint venture with Angel Yeast, Weiqi Bio, started a 10,000 t/yr first-phase PHA line in Yichang in 2025 - described as China's first 10 kt-scale PHA line - with 30,000 t/yr planned in total.

Why it matters · editor’s note

China's PHA output moving from thousand-tonne to ten-thousand-tonne scale is a precondition for PHA-coated paper in cups and food boxes; domestic cupstock and coating converters can assess PHA as a PE replacement but must verify heat resistance, heat-sealing, repulpability and labelling compliance for specific grades.

India notifies Plastic Waste Management (Amendment) Rules 2026: EPR shortfalls can be carried over three years, recycled-content targets kept

India's Ministry of Environment, Forest and Climate Change notified the Plastic Waste Management (Amendment) Rules 2026 (G.S.R. 237(E)) on 31 March 2026. Producers, importers and brand owners may carry forward unmet recycled-content targets for food-contact uses for up to three years from 2026-27, clearing at least one-third a year; recycled-content targets stay at 30% rising to 60% (Category I rigid), 10% to 20% (Category II) and 5% to 10% (Category III, including multilayer); reuse for large drinking-water containers rises from 70% to 85%; and registered environment auditors may verify compliance.

Why it matters · editor’s note

The amendment has no paper-specific provisions, but rising recycled-content and reuse obligations for multilayer and rigid plastics strengthen brands' case for evaluating fibre alternatives in some categories, while the carry-forward eases short-term pressure and may slow substitution.

EU universal PFAS restriction advances: ECHA's RAC adopts opinion, SEAC draft supports targeted derogations

ECHA's Risk Assessment Committee adopted its final opinion on the EU-wide restriction of all PFAS in early March 2026 (announced by ECHA on 4 March), and the Socio-Economic Analysis Committee agreed a draft opinion on 10 March supporting targeted derogations where alternatives are lacking and cost-benefit justifies them. The 60-day consultation on SEAC's draft, including sector questions on food-contact materials and packaging, closed on 25 May; SEAC expects a final opinion by end-2026, after which the Commission will draft the restriction for a REACH Committee vote.

Why it matters · editor’s note

US Supreme Court rules IEEPA does not authorise tariffs; 'reciprocal' tariffs fall and a 10% Section 122 duty follows

On 20 February 2026 the US Supreme Court ruled 6-3 in Learning Resources v. Trump that IEEPA does not authorise tariffs, invalidating the 'reciprocal' tariffs on most countries and the fentanyl-related tariffs on China, Mexico and Canada. The President announced a 10% duty on all countries under Section 122 of the Trade Act of 1974 (limited to 150 days unless Congress extends it) and new Section 301 investigations; refund mechanics remain unresolved and companies have filed suits.

Why it matters · editor’s note

The tariff cost structure for pulp, paper, board and packaging traded with the US changed; what follows the temporary Section 122 duty and new Section 301 probes will set trade costs in H2 2026, and importers should assess refund litigation and contract price clauses.

Cepi: European paper and board output fell 1.5% in 2025; packaging grades flat (+0.1%)

Cepi's preliminary statistics released on 17 February show European paper and board output down 1.5% in 2025 and 6.8% below the 2021 record: graphic paper -7.2%, packaging paper and board +0.1%, tissue -0.8%, other grades +0.4%. Global output was flat (-0.3%), with declines of 1.9-5.7% in the US, Japan, Canada and South Korea and growth in China (+2.9%) and Brazil (+0.1%); based on 11 months of data, EU exports fell 2.2% and imports rose about 1.4%.

Why it matters · editor’s note

Stagnant European packaging-paper demand, rising imports and energy and regulatory costs explain the 2026 wave of European impairments and closures, while China remains one of few growing major producers as global capacity shifts toward Asia.

Smurfit Westrock permanently closes a 127,000-ton SBS machine at La Tuque and the related extrusion plant

Smurfit Westrock announced on 9 February the permanent closure of a 127,000-ton-per-year solid bleached sulfate (SBS) machine at its La Tuque, Quebec mill and of the Pointe-aux-Trembles extrusion facility that converts its grades, affecting about 30 and 60 positions respectively, citing persistent scale and cost challenges and the aim of strengthening its SBS portfolio.

Why it matters · editor’s note

With North American SBS oversupplied (Packaging Dive's coverage of Graphic Packaging's Q3 2025 call describes a 'large imbalance', with competitors pricing near recycled board), leaders are cutting high-cost SBS and associated extrusion capacity; foodservice board supply such as cupstock will become more concentrated, so converters should watch alternative sources and prices.

International Paper to split into two public companies, spinning off its DS Smith-based EMEA packaging business

International Paper announced on 29 January plans to spin off its combined EMEA Packaging business, operating as DS Smith across 30 countries, creating two independent public companies; the EMEA company would list in London and New York, with IP retaining a meaningful stake, Tim Nicholls as CEO and David Robbie as chair, while Andy Silvernail continues to lead IP in North America. Completion is expected in 12-15 months, subject to board approval, an SEC registration and an FCA-approved prospectus. On 15 October International Paper confirmed it had received unsolicited approaches for the EMEA Packaging business and is evaluating a sale alongside the spin-off; it said talks were at an early stage, with no assurance of a transaction and timing and structure undecided.

Why it matters · editor’s note

Having integrated DS Smith, IP is now separating Europe from North America, reflecting different cycle and transformation stages; European customers will deal with an independent major corrugated group whose closure and investment decisions reflect European conditions more directly.

New Jersey enacts PFAS law banning intentionally added PFAS in fibre-based food packaging from 2028

New Jersey Governor Phil Murphy signed S1042/A1421, the Protecting Against Forever Chemicals Act, on 12 January 2026, banning sale of fibre-based food packaging with intentionally added PFAS from 12 January 2028, alongside cosmetics, new carpets and fabric treatments, and requiring bilingual labels on cookware with intentionally added PFAS; technically unavoidable trace impurities are exempt.

Why it matters · editor’s note

State PFAS packaging bans keep expanding with fibre-based (paper, board, moulded fibre) food packaging as a focus; suppliers to the US Northeast should complete fluorine-free reformulation and testing documentation ahead of 2028.

China's MOFCOM and eight agencies launch green consumption action: less single-use plastic, ship-in-own-container and reusable express packaging

China's Ministry of Commerce, NDRC, MIIT, MEE and five other agencies released on 5 January 2026 a notice on a green consumption action plan with 20 measures in seven areas, including reducing single-use plastic shopping bags, enforcing reporting on single-use plastic use and recovery, supporting bamboo-for-plastic products, promoting degradable and reusable meal boxes and bags, shipping e-commerce goods in original packaging, promoting reusable express packaging and encouraging 'no cutlery' food-delivery orders.

Why it matters · editor’s note

The emphasis is on reduction and reuse and paper is not singled out; ship-in-own-container and reusable express boxes may reduce secondary carton use, while single-use plastic reduction and reporting leave room for fibre foodservice packaging. Packaging firms should watch packaging details in local pilots.

EUDR delayed again to 30 December 2026 with printed products out of scope; May review confirms no reopening

Amending Regulation (EU) 2025/2650 was published on 23 December 2025 and entered into force on 26 December: large and medium operators and traders apply from 30 December 2026 and micro and small operators from 30 June 2027; downstream operators and traders no longer need full due diligence per product but must keep supplier and customer records for five years; printed products such as books and newspapers left the scope. The Commission's simplification review of 4 May 2026 said the EUDR will not be reopened and timelines stand, with a draft delegated act on product scope open for feedback until 1 June.

Why it matters · editor’s note

Only printed products were removed from scope, and the sources reviewed mention no other change for pulp and paper; exporters of pulp, paper and fibre packaging to the EU should prepare geolocation and due-diligence data for 30 December 2026. Downstream simplification eases converters' burden, but first-placing operators remain responsible, so supply chains must clarify who the operator is.

UK packaging EPR year-2 (2026/27) illustrative fees: paper and board green GBP190/t, fibre-based composite red GBP630/t

GOV.UK's year-2 illustrative disposal fees, updated on 19 December, set paper and board at a GBP196/t base fee with green GBP190, amber GBP210 and red GBP250 per tonne, and fibre-based composites at GBP475, 525 and 630. Red is 1.2x amber (rising to 1.6x and 2x in years 3 and 4) and the roughly 9% green discount is provisional; EUWID reports about 76% of paper and board is expected to fall in the green band. PackUK planned to confirm fees in June 2026; letsrecycle reported in March that year-1 invoices of GBP1.46 billion fell about GBP63 million short of the GBP1.523 billion required.

Why it matters · editor’s note

The UK is among the first large markets to charge fibre packaging by recyclability rating: fibre-based composites pay about 2.5 times the paper-and-board rate, more in the red band, changing brands' cost comparison between laminated and mono-fibre structures and rewarding repulpable barrier coatings.

Commission's Environmental Omnibus: pallet wrap and straps to be exempted from 100% reuse targets; EPR authorised-representative rule suspended

The Commission published its Environmental Omnibus of six legislative proposals on 10 December 2025. For packaging, a draft delegated act would exempt pallet wrappings and straps from the 100% reuse targets, with possible further flexibility where hygiene or food safety prevents reuse; reporting would be simplified through implementing measures with a new packaging expert group; and the requirement for EU-based producers to appoint authorised representatives in other member states is suspended (packaging, batteries, WEEE, single-use plastics) until a forthcoming Circular Economy Act. On 20 October 2026 Parliament adopted its position (616 in favour, 9 against, 39 abstentions on the batteries and packaging part): the authorised-representative requirement would be suspended until 2035 only for EU-based micro and small firms with fewer than 50 staff and turnover or balance sheet up to EUR10m; the Council still has to agree its position before negotiations.

Why it matters · editor’s note

This is the first pre-application adjustment of PPWR implementation via simplification; cross-border sellers may face lower EPR authorised-representative costs, and relaxed transport-packaging reuse targets indirectly affect competition between fibre transit packaging (boxes, edge protectors) and reusable plastic crates. The proposals still need Parliament and Council approval.

Bel Group switches Babybel to paper overwraps: US, Canada and Northern Europe by mid-2026, all 50 markets by 2027

Packaging Dive reported on 24 November that Bel Group is replacing the bio-based plastic film used on individual Babybel cheeses since 2020 with paper overwraps, keeping the red wax. The UK rollout has begun, the US, Canada and Northern Europe are due by mid-2026 and all 50 markets by 2027; Bel tested several suppliers' papers for oxygen and humidity barrier and expects to save 850 t of plastic and 2,500 t of CO2 a year. October 2026 update: Babybel 2 Go two-packs moved to Koehler NexPlus Seal Pure paper flow-wrap (100% virgin fibre, heat-sealable), replacing the outer plastic and the inner carton in the US, Canada and parts of Europe; the paper line at the Évron plant in France is running.

Why it matters · editor’s note

A chilled dairy single-portion pack replaced plastic by pairing the product's own barrier (wax) with a paper overwrap, showing fibre substitution depends on whole-system design rather than paper alone matching plastic barriers - a useful model for chilled-food paper packaging suppliers.

Ellen MacArthur Foundation's final Global Commitment report: signatories missed 2025 targets; 2030 agenda launched

Packaging Dive reported on 14 November that the Ellen MacArthur Foundation published the final progress report of the Global Commitment's initial phase (2024 data): companies progressed but fell short of targets. Brand and retail signatories raised recycled content from 4.6% in 2018 to 15.9% in 2024 versus 3.4% to 4.2% for the global market, and signatories represent about 20% of the plastic packaging market. A 2030 business agenda was launched, with consumer goods, retail and foodservice companies making up 37% of signatories.

Why it matters · editor’s note

With the voluntary phase ending and targets broadly missed, brands' packaging change is now driven by regulation (PPWR, EPR) and cost rather than pledges, so fibre substitution must prove value on compliance and total cost.

McDonald's Japan replaces paper straws with recycled-PET strawless lids; consumer views divided

Packaging Europe reported on 3 November that McDonald's Japan replaced paper straws with 'strawless' lids made from recycled PET bottles, without giving a reason in its release; the company says the lids prevent leaks and pressure-related spurts, within its plan to cut about 6,600 tons of virgin plastic a year by 2025. Consumer reaction is split between complaints about spills and relief at avoiding soggy paper straws.

Why it matters · editor’s note

Taste and experience shortcomings are pushing some brands from paper straws to strawless rPET lids, putting paper-straw demand at risk; straw and lid suppliers need to improve soak resistance, mouthfeel and cost or move to system solutions such as fibre lids.

Graphic Packaging's 500,000-ton Waco recycled paperboard mill starts early; East Angus mill closes

Graphic Packaging International's coated recycled paperboard (CRB) mill in Waco, Texas produced its first saleable rolls in October 2025, ahead of schedule, with full production expected in 12-18 months; it has 500,000 tons of annual capacity and is designed to process up to 15 million paper cups a day. The East Angus, Quebec recycled board plant was to stop on 23 December and Middletown, Ohio closed earlier in 2025; the CEO said Waco adds only about 75,000 tons versus early-2025 industry capacity and should not materially change market balance.

Why it matters · editor’s note

North American recycled carton-board capacity is concentrating in large low-cost mills, and Waco's ability to process paper cups provides a new fibre outlet that partly offsets the shrinking number of cup-accepting mills reported by FPI.
