新华社北京7月23日电 塑胶跑道新国标《中小学合成材料面层运动场地》GB 36246-2018(以下简称“新国标”)于不久前由国家市场监督管理总局正式发布,目前已有企业和具有资质的检测机构开始按照新国标进行检测,检验报告已经出炉。
尽管该新国标定于11月1日才开始强制执行,但根据中国建材检验认证集团(以下简称“国检集团”)CTC检测中心提供的检验报告,德国巴斯夫和上海都佰城的ETPU透水型跑道以及无溶剂聚氨酯胶粘剂等已按照新国标全部项目检测合格。
ETPU透水型跑道是一种塑胶跑道成品。国检集团的项目负责人郭中宝介绍,这份报告是按照新国标GB36246-2018全项检测的。而国检集团已于近期获得国家认监委授权的新国标的第三方检验资质。
根据这份检验报告,其化学指标、物理性能指标及专业人士关心的胶水VOC、成品TVOC、多环芳烃、二硫化碳等有害物质检测项目均合格,且大部分数值远优于新国标要求。
都佰城集团董事长林凡秋表示,在行业经历风波后,新国标提供了可量化的标准,从业者要对最终产品质量负责到底,利用技术进步升级产品,做好服务体系,为校园绿色运动场地建设质量安全保驾护航。
教育部已于本月初组织召开了新国标的解读研讨会,由新国标起草组的专家为来自全国各省市教育部门的代表解读新国标。(完)

Xinhua, Beijing, July 23: The new national standard for rubber tracks, 'Middle and Primary School Synthetic Material Surface Sports Grounds' GB 36246-2018 (referred to as the 'new standard'), was recently officially released by the State Administration for Market Regulation. Inspection reports have now been issued following tests conducted according to the new standard.
Although the new standard will only come into force on November 1, according to a report from the China National Building Material Testing Center (CTC) of the China National Inspection and Certification Group (referred to as 'CNIGC'), products such as permeable ETPU rubber tracks and solvent-free polyurethane adhesives from BASF and DBC Group have passed all tests under the new standard. These products are already compliant with the new standard.
ETPU permeable rubber tracks are finished rubber track products. Guo Zhongbao, project leader of CTC at CNIGC, stated that this report was based on a full inspection according to the new standard GB 36246-2018. CNIGC has recently been authorized by the State Administration for Market Regulation to conduct third-party inspections under the new standard.
According to the inspection report, chemical and physical performance indicators, as well as tests for harmful substances such as adhesive VOCs, finished product TVOCs, polycyclic aromatic hydrocarbons, and carbon disulfide, all met the requirements of the new standard. Many of the test results exceeded the new standard's requirements.
Lin Fanqiu, chairman of DBC Group, stated that after the industry experienced a period of turmoil, the new standard provides quantifiable benchmarks. Industry players must be responsible for the final quality of their products and should use technological advancements to upgrade their offerings while improving their service systems to ensure the safety and quality of green sports facilities on campuses.
The Ministry of Education organized a seminar to interpret the new standard at the beginning of this month, with experts from the drafting group providing explanations to representatives from education departments across the country's provinces and municipalities.
