由上海市市场监督管理局主办的首批“上海标准”发布仪式在市监局多功能厅顺利召开。由都佰城新材料技术(上海)有限公司主编、上海市化学建材行业协会发布的T/SHHJ000003-2018《学校运动场地合成材料面层有害物质限量》团体标准成功获得首批“上海标准”标识。
2020年4月，“上海标准”评价试点工作全面启动，旨在培养和树立高水平标准集群，增强高水平标准标识度，打造“上海标准”品牌，提升“上海标准”国际影响力。经过单位自愿申请、形式审查、专业初评、专业终评等流程，历时6个月，共有10项标准成功入选“上海标准”，覆盖金融服务、民生服务、集成电路、新材料、重大装备等多个领域。《学校运动场地合成材料面层有害物质限量》团体标准位列其中。
《学校运动场地合成材料面层有害物质限量》团体标准（以下简称“上海团标”）就是两者兼得的“上海标准”。该标准是在2015年“问题跑道”引发社会关注后迅速编制及更新的。标准发布后，在全国被广泛应用，推动了行业的技术进步，树立了团体标准应用实施的典范，保障了中小学生健康安全。

上海团标因对学校塑胶场地原材料、成品的有害物质种类及释放量做出了严格规定，曾被称为“史上最严”学校塑胶跑道标准。
T/SHHJ000003-2018《学校运动场地合成材料面层有害物质限量》及其前期版本的标准是为应对2015年校园“问题跑道”事件，在全国率先制定的运动场地有害物质控制标准。标准以塑胶跑道有害物质释放量控制为重点，从原料到成品全面控制潜在有害物质危害。标准发布后，在上海和全国范围内广泛应用，为迅速扭转学校运动场地面层有害物质失控局面提供了重要技术支撑，切实保障了广大中小学生健康安全。

The launch ceremony for the first batch of 'Shanghai Standards', hosted by the Shanghai Market Supervision Administration, was successfully held in the multi-functional hall of the administration. The T/SHHJ000003-2018 group standard for 'Limitation of Harmful Substances in Synthetic Surface Layers of School Sports Fields', led by DBC Group's New Material Technology Co., Ltd. and released by the Shanghai Chemical Building Materials Industry Association, has successfully obtained the first batch of 'Shanghai Standards' label.
In April 2020, the evaluation pilot program for 'Shanghai Standards' was fully launched with the aim of cultivating and establishing a high-level standard cluster, enhancing the recognizability of high-level standards, building the 'Shanghai Standards' brand, and boosting its international influence. After units voluntarily applied, underwent form review, professional preliminary evaluation, and professional final evaluation, 10 standards were successfully selected as 'Shanghai Standards' over a period of six months, covering multiple fields such as financial services, public services, integrated circuits, new materials, and major equipment. The group standard for 'Limitation of Harmful Substances in Synthetic Surface Layers of School Sports Fields' was among them.
The group standard for 'Limitation of Harmful Substances in Synthetic Surface Layers of School Sports Fields' (referred to as the 'Shanghai Group Standard') is a prime example of both. This standard was quickly developed and updated following public attention on 'problematic sports fields' in 2015. After its release, it was widely applied across the country, driving technological advancements in the industry, setting a benchmark for group standard implementation, and ensuring the health and safety of schoolchildren.
