刚刚，历经2年多时间新修订的塑胶跑道国家强制性标准——《中小学合成材料面层运动场地》GB 36246-2018 在国家标准化管理委员会网站正式批准，显示发布日期为5月7日。新国标实施后，自2005年发布实施的《中小学体育器材和场地 第11部分：合成材料面层运动场地》GB/T 19851.11-2005即废止，中国体育地材行业将用一把新标尺来衡量。

据悉，标准修订立足于科学、技术和实践经验的综合成果之上，以保障学生运动健康、提升产品质量、引导行业自律等为目的，在全面、系统、科学、适用的基础上充分考虑环保安全性、运动保护性、耐久使用性、舒适美观性以及环境保护等多方面要求。新国标在满足使用要求前提下，优化社会资源配置，为中小学校合成材料面层运动场地的设计、施工、验收提供指导和依据，从而为学生提供健康的锻炼环境，培养学生的终身体育意识，促进学校体育的绿色健康发展。
业内人士普遍认为，新国标将提高体育地材行业质量门槛，引领产品质量升级，性能高、质量好的产品将获得更多的市场关注度。

四、新国标制定过程
2015年-2016年，“问题跑道”事件在全国大范围爆发。据不完全统计，2015年“问题跑道”至少涉及江苏、广东、上海、浙江、江西、河南、深圳、成都、北京、沈阳等省市，具体城市高达25个。
2016年6月24日，教育部印发通知要求各地部署开展塑胶跑道专项整治工作，对校园塑胶跑道进行登记造册、全面排查，环保、质检不合格的塑胶跑道立即铲除，对玩忽职守、索贿受贿等违规违纪问题予以问责和严肃查处。
2016年9月1日，教育部网站公布了校园塑胶跑道综合治理工作推进情况，称目前全国中小学共有塑胶跑道68792块，正在建的4799块，其中停建的2191块。而已经铲除的“毒跑道”，有93块。教育部还表示，目前正与国家标准委对接，推动相关标准修订。同时也要求各地在国家强制标准出台之前，可结合当地实际加快塑胶跑道的有关强制标准的研制。
2016年11月16日，教育部教育装备研究与发展中心起草的《中小学合成材料面层运动场地》标准建议稿在国家标准化管理委员会官网上进行立项公示，并公开征求意见。
2017年1月- 4月，国家教育部调研组在全国近10个省市进行适用调研。内容包括意见和建议征求研讨，学校场地现场取样抽查。
2017年10月26日，教育部教育装备研究与发展中心网站发布“关于对国家标准《中小学合成材料面层运动场地》（征求意见稿）征求意见的通知”。
2018年5月7日，《中小学合成材料面层运动场地》GB 36246-2018 国标委员会拟定发布。

The newly revised national mandatory standard for plastic running tracks, GB 36246-2018, titled 'Synthetic Material Surface Layers for Primary and Secondary School Sports Fields', was officially approved on the website of the Standardization Administration of China on May 7, after more than two years of revision. Upon implementation of the new standard, the previous standard GB/T 19851.11-2005, 'Sports Equipment and Facilities for Primary and Secondary Schools Part 11: Synthetic Material Surface Layers for Sports Fields', released and implemented in 2005, will be abolished. The Chinese sports flooring industry will use this new benchmark for measurement.

Physical fitness and sports as part of a healthy China and the sports industry have gradually permeated from national strategy into schools, sports venues, fitness trails, and everyday life for the public. According to reports, the revision of the standard is based on a comprehensive outcome of scientific research, technological advancements, and practical experience. The new standard, while meeting usage requirements, optimizes social resource allocation and provides guidance for the design, construction, and acceptance of synthetic sports surfaces in schools. IV. Process of New National Standard Development
From 2015 to 2016, the 'problematic track' incidents spread across a wide range of regions in China. According to incomplete statistics, at least 25 cities in Jiangsu, Guangdong, Shanghai, Zhejiang, Jiangxi, Henan, Shenzhen, Chengdu, Beijing, and Shenyang were affected by problematic tracks in 2015.
On June 24, 2016, the Ministry of Education issued a notice requiring local authorities to conduct special inspections on rubber tracks in schools. The tracks were to be registered, inspected, and those found non-compliant with environmental and quality standards were to be removed immediately. Officials responsible for negligence or corruption were to be held accountable.
On September 1, 2016, the Ministry of Education website reported on the progress of the comprehensive management of rubber tracks in schools. It stated that there were 68,792 rubber tracks in primary and secondary schools across the country, with 4,799 under construction, and 2,191 had been halted. Ninety-three problematic tracks had been removed. The Ministry also indicated that it was working with the National Standardization Administration to revise relevant standards. It also urged local authorities to develop their own mandatory standards for rubber tracks before the national standards were issued.
In November 2016, a draft standard for 'Synthetic Material Surface Layers for School Sports Fields' was proposed by the Ministry of Education's Research and Development Center for Educational Equipment. It was publicly announced on the website of the National Standardization Administration of China for project initiation and public consultation.
From January to April 2017, a survey team from the Ministry of Education conducted an applicability survey in nearly ten provinces and cities across the country. The survey included discussions on opinions and suggestions, as well as on-site sampling inspections of school grounds.
On October 26, 2017, the website of the Ministry of Education's Research and Development Center for Educational Equipment released a notice soliciting public comments on the draft national standard 'Synthetic Material Surface Layers for Primary and Secondary School Sports Fields'.
On May 7, 2018, the National Standard Committee proposed to release the national standard 'Synthetic Material Surface Layers for School Sports Fields' GB 36246-2018.
According to Zhongzheng, this new national standard was organized by the Ministry of Education and took over two years to revise. It involved more than 100 expert meetings and nationwide field investigations and sampling inspections, collecting validation experiments from hundreds of companies in the market.
