上海“史上最严禁塑令”将在2025年9月1日正式生效。该禁令依据《上海市人民代表大会常务委员会关于深入推进生态文明建设，打造美丽中国上海典范的决定》，由上海市发改委、市生态环境局、市场监督管理局、商务委员会等多部门联合发布。这不再是环保倡议，而是带有强制性的产业革命，其核心目标只有一个：将所有难以回收、污染环境的“伪环保”一次性餐具彻底清出市场。
首当其冲的，就是我们日常使用的咖啡纸杯、饮料、餐盒等一次性餐具，其内壁的塑料膜大都是PE淋膜或较难回收利用的PLA涂层，伪环保涂层更是回收体系的噩梦，导致其无法作为废纸回收再浆利用，只能被焚烧或填埋。新规明确，任何阻碍循环利用的产品都将被淘汰。违规企业不仅面临高达10万元的罚款甚至停业的风险，更将被记入永久的信用污点，影响长远发展。合规的高效出路：拥抱真正“易回收”的技术。
处罚依据：《固体废物污染环境防治法》第 106 条和《上海市环境保护条例》第 32 条：单位罚款 1 万–10 万元，个人经营者 200–1000 元（情节严重可至 5000 元）；屡犯者并可责令停业整顿，并记入公共信用平台。

Shanghai’s “most stringent plastic ban in history” will officially take effect on September 1, 2025. The ban was based on the "Decision of the Standing Committee of the Shanghai Municipal People's Congress on Deeply Promoting the Construction of Ecological Civilization and Creating a Model of Beautiful Shanghai, China" and was jointly issued by the Shanghai Municipal Development and Reform Commission, the Municipal Ecological Environment Bureau, the Market Supervision Administration, the Commerce Commission and other departments. This is no longer an environmental protection initiative, but a mandatory industrial revolution with only one core goal: to completely remove from the market all "pseudo-environmentally friendly" disposable tableware that is difficult to recycle and pollutes the environment.
The first to bear the brunt are the disposable tableware we use daily such as paper coffee cups, beverages, and lunch boxes. The plastic films on the inner walls are mostly PE laminates or PLA coatings that are difficult to recycle. The pseudo-environmental coating is a nightmare for the recycling system. As a result, it cannot be recycled and repulped as waste paper, and can only be incinerated or landfilled. The new regulations make it clear that any product that hinders recycling will be eliminated. Violating enterprises not only face the risk of fines of up to 100,000 yuan or even closure of business, but will also be recorded with permanent credit stains, affecting long-term development. An efficient way out of compliance: Embrace truly “easy to recycle” technology.
Basis for punishment: Article 106 of the "Law on the Prevention and Control of Environmental Pollution by Solid Waste" and Article 32 of the "Shanghai Environmental Protection Regulations": Units are fined 10,000-100,000 yuan, and individual operators are fined 200-1,000 yuan (up to 5,000 yuan in serious cases); repeat offenders may be ordered to suspend business for rectification and be recorded in the public credit platform.
Now that the way forward has been decided, where is the way out? The answer is to choose proven technologies that can seamlessly integrate into existing waste paper recycling systems. Currently, the best solution recognized by the EU and US markets is "paper-based material + water-based barrier coating". Paper cups made with mature water-based coating technology can not only pass the US FDA and China GB food contact certification, but the key is that after use, they can be treated as ordinary waste paper and directly enter the recycling channel, where they can be easily pulped and recycled, achieving a true closed-loop cycle.
In Shanghai, solutions are already within reach. At the 2024 Shanghai International Carbon Neutral Expo, the "Green Low-Carbon Paper Cup Pioneer Alliance" established under the guidance of official organizations such as the Shanghai Municipal Commission of Commerce, Bureau of Ecology and Environment, and Shanghai Foreign Investment Association has given a clear direction. The alliance was jointly initiated by industry leaders such as Shanghai technology company DBC (DBC), chemical giant BASF (BASF), and paper giant APP Sinar Mas (APP). The industry chain collaborated to innovate and create "EPP water-based barrier coating technology." This product focuses on plastic reduction, carbon reduction, recyclability, and easy recycling. After more than a year of global market verification, EPP water-based barrier coating is a mature solution to replace PE coating. At the same time, Shanghai also strongly encourages responsible and powerful chain brands to take the lead in adopting bio-based PHA water-based coating technology that is both easy to recycle and degrade, and jointly promote the diversified development of green solutions.
Compliance upgrading is not only a decisive factor in winning the future market, but also improving international standards.
After September 1, Shanghai’s catering packaging market will undergo a complete reshuffle. This is not only a passive adjustment driven by regulations, but also an excellent opportunity for enterprises to proactively upgrade their strategies and embrace the circular economy.
