全球造纸业没有沿着同一条曲线修复。本文以中国、欧洲、北美及代表性浆纸企业为证据,拆解订单、价格、成本、产能库存与现金流为何错位,并给出中国造纸产业链的决策坐标。

这不是数据相互否定,而是订单、价格、成本、产能库存与现金流,正处在不同的传导位置。

中国使用产品产量、规上行业财务和价格指数;欧盟27国(EU27,European Union, 27 Member States)使用NACE C17行业指数;美国包含名义出货额与协会纸种样本;日本部分公司为2026年4—6月财年第一季度。本文不构造口径不可比的全球统一总量或平均利润。
01 · 中国 / CHINA
利润增长27.5%,为何还不能说定价权已经回来?
国家统计局产品产量口径显示,2026年1—6月,机制纸及纸板(外购原纸加工除外)累计产量为8,313.2万吨,同比增长6.0%。同期,规上造纸和纸制品业实现营业收入6,897.9亿元、营业成本6,077.3亿元、利润总额196.1亿元,同比分别增长5.5%、5.2%和27.5%。

积极信号很明确:在规上口径内,利润修复速度快于收入扩张。但按当期公开总额简单计算,利润总额相当于营业收入约2.84%。这不是企业毛利率或净利率,不用于重建上年同期口径;它只说明,利润增速与当期不足3%的绝对比值需要同时阅读。
价格端尚未同步走强。上半年造纸和纸制品业PPI累计同比为−1.6%;6月单月同比−0.1%、环比+0.3%。木材及纸浆类购进价格累计同比为−2.2%。这组组合更接近“量增、利修、价弱”:利润改善尚不足以证明全行业已重获定价权。
对中国产业链的意义
纸厂要把实现价格、吨现金成本、库存天数和经营现金流串起来;包装加工厂和材料供应商则要验证,成本下行能否真正穿过订单定价与应收周转。

02 · 欧盟27国 / EU27
产出先转身,价格与现金流还在追赶
术语说明:EU27 = 欧盟27个成员国(European Union, 27 Member States),不等同于整个欧洲;NACE C17为“纸和纸制品制造业”。
Eurostat显示,EU27 NACE C17产出在2026年第一季度同比下降1.6%,第二季度转为同比增长1.1%。国内市场生产者价格指数同比降幅从1月的2.0%收窄到6月的0.6%。这更像低位再平衡:产出先转正,价格压力缓和,但还不能推导某一纸种已提价成功。

企业报表说明,区域产出与企业经营之间仍有很长的路。UPM持续经营业务销售额低于上年同期,可比EBIT增长17%,但经营现金流由4.68亿欧元降至2.25亿欧元,且该现金流包含持续及终止经营。Stora Enso调整后EBIT改善,但IFRS经营利润与经营现金流低于上年同期。
Mondi的underlying EBITDA由5.64亿欧元降至3.79亿欧元。公司将压力归因于更高投入成本和较低平均售价,较高销量与调价只部分抵消。三家公司不代表EU27平均,但它们共同提醒中国出口链:欧洲产出指数转好,不等于下游已普遍接受提价,也不等于客户现金付款能力同步修复。
2025年背景:Cepi成员国纸和纸板产量为7,736.5万吨、同比−1.6%,开工率80.7%。这是Cepi成员国口径,不是2026年EU27半年数据。

03 · 北美 / NORTH AMERICA
包装不是一个市场,运行率也不是需求答案
美国普查局M3数据显示,2026年1—6月,纸制品制造名义出货额增长1.6%,纸板容器增长4.4%,纸浆、纸和纸板厂微降0.3%。这是美元名义金额,不是吨数,也未剔除价格影响。

AF&PA覆盖口径下,包装纸及特种包装纸上半年发运增长6%;集装箱纸板上半年产量却下降5%。二季度集装箱纸板运行率接近95%,国内需求增长1%,出口下降近19%,6月底工厂库存降至15个月以来低位。产量、运行率、内需、出口与库存并没有走在同一条线上。
这组数据之所以可以同时成立,一个关键是产能分母。AF&PA年度调查显示,美国集装箱纸板产能在2025年下降5.1%,当年产量下降4.4%,运行率91.9%。该调查覆盖约87%的美国纸和纸板产能,其余使用估计补全。这是2025年背景,不是2026年上半年新关停量;它说明,不看产能分母、出口和库存,单看运行率容易高估需求。
印刷书写纸当期仍明显走弱:未涂布无木浆纸、涂布无木浆纸和机械纸上半年发运分别下降9%、3%和28%。对中国箱板瓦楞链而言,北美的启示不是一句“包装回暖”,而是必须先拆分纸种、内外需、库存和产能。
加拿大补充快照:2026年4月纸制造业产能利用率为82.8%,为未季调、初步单月值,不代表北美上半年平均。

04 · 企业样本 / COMPANY SAMPLES
价格不等于吨利,会计利润不等于现金
第一种错位:价格与销量。Suzano自然年上半年净销售额225.585亿雷亚尔,同比下降9.2%;净利润下降46.1%;经营活动现金流入下降17.0%。二季度出口纸浆平均净价升至601美元/吨、同比上升8%,但纸浆销量下降11%,调整后EBITDA下降23%。价格回升之后,仍要验证销量、单位现金成本、汇率、资本开支与现金回收。
第二种错位:总量与产品结构。Oji Holdings截至2027年3月财年第一季度(2026年4—6月,非自然年半年)中,家庭与工业材料分部销售增长3.5%,营业利润由2亿日元升至58亿日元;功能材料营业利润增长41.8%。同期印刷与通信介质销售下降10.6%,仍处于营业亏损。
同一机制也出现在CMPC:集团自然年上半年销售基本持平,调整后EBITDA下降;纸浆、生活纸及个护业务Softys、Biopackaging的修复速度不同。同一集团内的三条材料链,也不会共享同一条周期曲线。
第三种错位:账面利润与现金回收。印尼上市发行人INKP自然年上半年净销售增长8.7%、工业纸销售增长27.6%,但经营活动净现金流下降11.7%,净利润中包含1.853亿美元汇兑净收益。TKIM收入增长,但营业利润未同步,经营活动净现金流由正转负,净利润受联营收益明显影响。两者只是印尼上市发行人样本,不相加成APP集团业绩。
价格回升要与销量、吨成本一起看;净利润增长要与经营现金流、营运资本和一次性项目一起看。

05 · 中国决策图 / CHINA DECISION MAP
别再猜“方向”,要管好“传导”
中国外向型交付并没有与国内价格指数同步走弱。2026年上半年,规上造纸和纸制品业出口交货值为405.0亿元,同比增长6.1%。它不是海关HS47、HS48或纸制品出口额与吨数,不用于推算全球份额。
欧洲订单的准入条件正在增加。欧盟《包装和包装废弃物法规》(PPWR)自2026年8月12日开始一般适用,覆盖所有材料、所有来源的包装与包装废弃物;不同具体义务仍有各自后续时点。EUDR对大中型经营者自2026年12月30日适用;附件覆盖相关木浆和纸的CN第47、48章产品,对竹基产品及回收废纸等保留例外。
PPWR与EUDR不是“以纸代塑必然增量”的证据。它们的产业价值在于,材料设计、可回收性、来源链、尽调与文件交付,正在进入客户准入流程。具体要求需按企业规模、产品编码、市场角色与例外逐项判断。
01 订单:先识别“什么在增长”
把订单拆成纸种、客户行业、区域、内外需、交付周期和准入条件。纸厂看实际发运与在手订单;包装加工厂看客户结构与应收质量;出口企业还要把数据、追溯与合规文件纳入交付时间表。
02 价格与成本:看“实现价差”
企业实现价格、行业PPI和现货报价是三个不同对象。纸厂要把销售实现价与浆、废纸、能源、化学品、汇率和物流放在同一计算周期;材料与化学品供应商还要管理客户认证周期、替代性能证据、报价有效期和付款条件。
03 产能与库存:先校正分母
每一次“运行率上升”都应追问:产能分母是否缩小?是永久退出、短期检修还是新产能爬坡?出口与库存如何变化?设备商评估技改和扩产机会时,要将稳定订单、产能利用、资本开支预算、投产节奏和回款条件一起审视。
04 现金流:利润能否留下
结合经营现金流、应收、库存、应付、资本开支和债务到期节奏,判断利润表改善是否真正留在企业。对供应链合作而言,“客户有利润”已经不够,还要看客户能否将利润转化为现金,并支撑扩产、授信、长协和新材料导入。

下半年最值得追踪的,是谁把变化真正变成了现金
2026年上半年的全球纸业,不需要被简化为“全面复苏”或“依然低迷”。更准确的结论是:区域、纸种与企业的修复次序已经明显分化,价格、产量和利润不再自动同向。
这种分化也在重新定义优势。对中国产业链而言,真正可以穿越波动的企业,不一定是单纯扩产最快的企业,而是能把精准订单、产品结构、成本纪律、产能节奏、合规准入和现金回收连成闭环的企业。
下半年的核心问题,不是“纸价会不会普遍上涨”,而是“谁能把局部变化,穿过成本、产能和营运资本,最终变成可持续的现金流”。

Volume recovery is only the starting point. The quality of the recovery depends on whether improved profitability can withstand pressures from costs, capacity and inventories and ultimately translate into cash flow.

The global paper industry is not recovering along a single curve. Drawing on evidence from China, Europe, North America and representative pulp-and-paper companies, this article examines why orders, prices, costs, capacity, inventories and cash flow have diverged—and provides a decision framework for China’s paper value chain.

These data do not contradict one another. Orders, prices, costs, capacity, inventories and cash flow are simply at different points in the transmission chain.
Scope of Analysis / SCOPE
China uses product-output data, financial data for enterprises above designated size and price indexes; the EU27 uses NACE C17 industry indexes; U.S. data include nominal shipment values and industry-association samples by paper grade; and some Japanese company data cover the first fiscal quarter from April to June 2026. This article does not construct a unified global total or average profit from non-comparable data.
01 · China / CHINA
Profit grew 27.5%. Why is it still too early to say pricing power has returned?
According to National Bureau of Statistics product-output data, cumulative output of machine-made paper and paperboard, excluding processing of purchased base paper, reached 83.132 million tonnes in January–June 2026, up 6.0% year over year. Over the same period, paper and paper-products enterprises above designated size recorded operating revenue of RMB 689.79 billion, operating costs of RMB 607.73 billion and total profit of RMB 19.61 billion, up 5.5%, 5.2% and 27.5%, respectively.

The positive signal is clear: among enterprises above designated size, profits are recovering faster than revenue is expanding. However, a simple calculation using the published totals puts total profit at approximately 2.84% of operating revenue. This is neither a company gross margin nor a net margin and cannot be used to reconstruct the prior-year figure on a comparable basis. It shows only that the 27.5% profit growth rate must be read alongside an absolute ratio of less than 3% for the period.
Prices have not strengthened in step. The PPI for the paper and paper-products industry fell 1.6% year over year in the first half; in June alone, it was down 0.1% year over year but up 0.3% month over month. Purchase prices for wood and pulp declined 2.2% year over year in the first half. The combined picture is closer to “higher volume, recovering profit and weak prices”: better profitability is not yet evidence that the industry as a whole has regained pricing power.
Implications for China’s value chain
Paper mills need to connect realized selling prices, cash cost per tonne, days of inventory and operating cash flow. Packaging converters and material suppliers need to verify whether lower input costs actually flow through order pricing and receivables turnover.

02 · European Union / EU27
Output has turned first; prices and cash flow are still catching up
Terminology: EU27 means the 27 Member States of the European Union, not Europe as a whole; NACE C17 covers the manufacture of paper and paper products.
Eurostat data show that EU27 NACE C17 output fell 1.6% year over year in the first quarter of 2026, then increased 1.1% in the second quarter. The year-over-year decline in the domestic-market producer price index narrowed from 2.0% in January to 0.6% in June. This looks more like rebalancing from a low base: output turned positive first and price pressure eased, but the data do not establish that price increases have succeeded for any particular paper grade.

Corporate reports show that regional output and corporate performance remain far apart. Revenue from UPM’s continuing operations was lower year over year; comparable EBIT increased 17%, but operating cash flow fell from EUR 468 million to EUR 225 million, and that cash-flow measure included both continuing and discontinued operations. Stora Enso’s adjusted EBIT improved, while IFRS operating profit and operating cash flow were lower year over year.
Mondi’s underlying EBITDA declined from EUR 564 million to EUR 379 million. The company attributed the pressure to higher input costs and lower average selling prices, only partly offset by higher sales volumes and price increases. The three companies do not represent the EU27 average, but together they offer a clear warning for China’s export value chain: improvement in Europe’s output index does not mean that downstream customers have broadly accepted price increases, nor that customers’ ability to pay cash has recovered in parallel.
2025 context: paper and paperboard production in Cepi member countries was 77.365 million tonnes, down 1.6% year over year, with an operating rate of 80.7%. This is based on the Cepi-member-country scope, not first-half 2026 data for the EU27.

03 · North America / NORTH AMERICA
Packaging is not a single market, and operating rates are not a proxy for demand
U.S. Census Bureau M3 data show that nominal shipment value increased 1.6% for paper product manufacturing and 4.4% for paperboard containers in January–June 2026, while the value for pulp, paper and paperboard mills edged down 0.3%. These are nominal U.S.-dollar values, not tonnage, and have not been adjusted for price effects.

Within AF&PA’s reporting scope, shipments of packaging papers and specialty packaging papers increased 6% in the first half, while containerboard production fell 5%. The Q2 containerboard operating rate approached 95%; domestic demand increased 1%, exports declined nearly 19%, and mill inventories at the end of June fell to a 15-month low. Production, operating rates, domestic demand, exports and inventories were not moving in the same direction.
A key reason these data can coexist is the capacity denominator. AF&PA’s annual survey shows that U.S. containerboard capacity fell 5.1% in 2025, while production declined 4.4% and the operating rate was 91.9%. The survey covers approximately 87% of U.S. paper and paperboard capacity, with the balance estimated. This is 2025 context, not a measure of new closures in the first half of 2026. It shows why operating rates alone can overstate demand if capacity, exports and inventories are ignored.
Printing-writing papers remained notably weak: first-half shipments of uncoated free sheet, coated free sheet and mechanical papers declined 9%, 3% and 28%, respectively. For China’s containerboard and corrugated-packaging value chain, the lesson from North America is not simply that “packaging is recovering”; paper grades, domestic and export demand, inventories and capacity must be separated first.
Canadian snapshot: the paper-manufacturing capacity-utilization rate was 82.8% in April 2026. This was a preliminary, unadjusted single-month figure and does not represent the North American average for the first half.

Price is not profit per tonne; accounting profit is not cash
Misalignment 1: price and volume. Suzano reported calendar-year first-half net sales of BRL 22.5585 billion, down 9.2% year over year; net income fell 46.1%; and cash inflows from operating activities declined 17.0%. In the second quarter, the average net export price for pulp rose to USD 601 per tonne, up 8% year over year, while pulp sales fell 11% and adjusted EBITDA declined 23%. Even after prices recover, sales volumes, unit cash costs, exchange rates, capital expenditure and cash conversion still need to be validated.
Misalignment 2: total volume and product mix. In the first quarter of its fiscal year ending March 2027—April to June 2026, not the first half of the calendar year—Oji Holdings reported 3.5% sales growth in its Household and Industrial Materials segment, while operating profit rose from JPY 0.2 billion to JPY 5.8 billion; operating profit in Functional Materials increased 41.8%. Over the same period, sales in Printing and Communications Media fell 10.6%, and the segment continued to post an operating loss.
The same mechanism appears at CMPC: calendar-year first-half sales were broadly flat and adjusted EBITDA declined, while pulp, the tissue and personal-care business Softys, and Biopackaging recovered at different speeds. Three material value chains within the same group do not necessarily follow the same cycle.
Misalignment 3: accounting profit and cash conversion. Indonesian listed issuer INKP reported calendar-year first-half growth of 8.7% in net sales and 27.6% in industrial-paper sales, but net cash from operating activities declined 11.7%; net income included a USD 185.3 million net foreign-exchange gain. TKIM’s revenue increased, but operating profit did not keep pace; net cash from operating activities turned from positive to negative; and net income was materially influenced by income from associates. The two companies are samples of Indonesian listed issuers and should not be combined as APP Group performance.
A recovery in prices must be read alongside sales volumes and cost per tonne; growth in net profit must be read alongside operating cash flow, working capital and one-off items.

05 · China Decision Framework / CHINA DECISION MAP
Stop guessing the “direction”; manage the transmission mechanism
China’s export-oriented deliveries did not weaken in step with the domestic price index. In the first half of 2026, the export delivery value of paper and paper-products enterprises above designated size was RMB 40.50 billion, up 6.1% year over year. This is not customs data for HS Chapters 47 and 48, nor the export value or tonnage of paper products, and it should not be used to estimate global market share.
Market-access requirements for European orders are increasing. The EU Packaging and Packaging Waste Regulation (PPWR) became generally applicable on 12 August 2026 and covers packaging and packaging waste of all materials and from all sources; specific obligations have their own application dates. The EU Deforestation Regulation (EUDR) applies to large and medium-sized operators from 30 December 2026. Its annex covers relevant wood-pulp and paper products in Chapters 47 and 48 of the Combined Nomenclature (CN), while retaining exemptions for bamboo-based products, recovered paper and other specified categories.
PPWR and EUDR are not evidence that replacing plastic with paper will inevitably generate incremental demand. Their industrial significance is that material design, recyclability, supply-chain provenance, due diligence and documentation are becoming part of customer qualification. Specific requirements must be assessed individually according to company size, product code, market role and applicable exemptions.
01 Orders: first identify what is actually growing
Break orders down by paper grade, customer industry, region, domestic versus export demand, delivery cycle and market-access requirements. Paper mills should track actual shipments and order backlogs; packaging converters should examine customer mix and receivables quality; and exporters should incorporate data, traceability and compliance documentation into delivery schedules.
02 Price and cost: track the realized spread
Realized selling prices, industry PPI and spot quotations are three separate measures. Paper mills should evaluate realized selling prices against pulp, recovered paper, energy, chemicals, exchange rates and logistics over the same calculation period. Materials and chemical suppliers must also manage customer-qualification cycles, evidence that alternative materials meet performance requirements, quotation validity periods and payment terms.
03 Capacity and inventories: correct the denominator first
Every increase in an operating rate should prompt three questions: Has the capacity denominator contracted? Does the change reflect permanent exits, short-term maintenance or the ramp-up of new capacity? How are exports and inventories changing? When equipment suppliers assess opportunities for technical upgrades and capacity expansion, they should evaluate stable orders, capacity utilization, capital-expenditure budgets, commissioning schedules and payment terms together.
04 Cash flow: can profits be retained?
Assess whether improvement in the income statement is truly retained in the business by considering operating cash flow, receivables, inventories, payables, capital expenditure and the maturity profile of debt. For supply-chain cooperation, it is no longer enough that “the customer is profitable”; the customer must be able to convert profit into cash and support capacity expansion, credit approval, long-term agreements and the adoption of new materials.

“Recovery” becomes an operating fact rather than a data point only when order growth does not depend on discounting or inventory releases, realized prices cover costs, and cash flow begins to keep pace with profit. This is an analytical framework, not a forecasting threshold.

In the second half, the key question is who can turn change into cash
The global paper industry in the first half of 2026 should not be reduced to either “a full recovery” or “continued weakness.” A more accurate conclusion is that the recovery sequence has diverged materially across regions, paper grades and companies; prices, output and profits no longer move automatically in the same direction.
This divergence is also redefining competitive advantage. In China’s value chain, the companies best positioned to navigate volatility are not necessarily those expanding capacity fastest, but those able to connect precise orders, product mix, cost discipline, capacity planning, regulatory market access and cash conversion in a closed loop.
The central question for the second half is not whether paper prices will rise broadly, but who can translate localized shifts—after accounting for costs, capacity and working capital—into sustainable cash flow.
